When given a list of seven technology categories to possibly target and invest money and resources over the next 10 years, 37 percent of U.S. respondents selected “fuel efficiency and alternative fuels” as their leading choice, according to a national survey commissioned by the Fairfax County Economic Development Authority (FCEDA) in Virginia. The remaining choices provided by the survey, which was conducted in March 2008, were as follows (ranked by overall popularity):

Last week, the U.S. House of Representatives passed Senate Bill 2739, a component of which directs the Department of Energy (DOE) to provide grants and seek partnerships for the creation of a nationwide network of advanced energy technology transfer centers. These partnerships can include entities such as state agencies and local governments, utilities, colleges and universities, national laboratories, and other nonprofits providing energy technology expertise. The bill is now awaiting the president's signature.

A recent study prepared for the Maine Technology Institute and the Office of Innovation within Maine’s Department of Economic and Community Development examines and ranks 16 identified technology clusters in Maine - defining eight as sustainable clusters, five as potential clusters, and three as emerging clusters. These labels are based upon an extended view of clusters, namely that successful clusters depend on knowledge generation and knowledge spillovers and not just specification within certain industries.

Unprecedented investment in alternative energy technologies and growing awareness about the need for clean and renewable energy production have driven many states to initiate strategies to promote alternative forms of power generation, such as solar, hydroelectric, geothermal and wind power. Most current government strategies, however, fall short of what will be needed to build a truly reliable, affordable and clean energy portfolio in the U.S., according to a new study from the U.S. Department of Energy (DOE).

Rallying the myriad local organizations, chambers of commerce and political jurisdictions of any large metropolitan area toward a shared economic development agenda is challenging. Last week, NASDAQ saw the debut of the Illinois Tech Index (symbol: ILTI), currently recognized as the only technology index in the U.S. tracking publicly traded technology companies within an individual state. Based on 61 firms with their headquarters in Illinois, the Illinois Tech Index is derived from the aggregate value of the firms’ total shares outstanding. When the index officially started on Monday, May 19, the base value of the ILTI was 1000.00. As of Wednesday’s close of markets, the Index finished at 969.20.

Florida Gov. Charlie Crist paid a visit to Wall Street last week to celebrate the signing of a new law that will increase the state retirement fund's investment in high-tech industries. Under the new legislation, the Florida State Retirement System will dedicate up to 1.5 percent of the system's trust fund to technology and growth investments. The Miami Herald estimates that this could provide nearly $2 billion for high-tech industries in the state.
 

Although the U.S. broadband infrastructure has expanded rapidly over the past decade, 45 percent of rural areas still lack access to high-speed Internet services. A recent issue brief from the National Governors Association (NGA) Center for Best Practices provides a number of strategies that have proven effective in expanding broadband access, particularly in underserved rural areas.
 

To speed the commercialization of technologies developed within the state's three public research universities, the Arizona state auditor general has made several recommendations that also may be of value to tech transfer efforts and academic institutions across the country.

The U.S. Department of Commerce's Economic Development Administration (EDA) recently announced Ben Franklin Technology Partners (BFTP) as the winner of the "Excellence in Technology-led Economic Development" award, as part of EDA's Excellence in Economic Development Awards 2008. BFTP, created in 1983, has regional offices in Lehigh Valley, Philadelphia, Pittsburgh and State College.

The creation of a single organization to consolidate federal innovation investments, called for by the Brookings Institution and the Information Technology and Innovation Foundation (ITIF) (see the April 23, 2008 issue of the Digest), moved a small step closer to reality with the introduction of authorizing legislation in the U.S. Senate.
