Idaho Governor Dirk Kempthorne dedicated a portion of Monday's State of the State and Budget Address to describing how tight the 2005 fiscal environment would be for his state. The temporary sales tax will lapse, costing the state $170 million in foregone revenue. The one-time $83 million in federal bailout funds are depleted. State employees will get a 27th biweekly paycheck this calendar year, resulting in an additional budgetary burden of approximately $20 million.

"If our children are to have the kind of jobs we want them to, this type of facility is one of the finest advantages we can give them for many generations," said South Dakota Governor Mike Rounds in his 2004 State of the State Address on Tuesday.

The governor is urging legislators to approve plans to help transform an exhausted 8,000-foot-deep gold mine into a one-of-a-kind national laboratory to study subatomic particles.

Commerce Secretary Don Evans is expected to release today the Bush Administration's plan for economic growth in the manufacturing sector. According to today's Washington Post, the report will "throw President Bush's support to the Manufacturing Extension Partnership... Evans said he will support the program but will demand that the centers coordinate with other programs so they are more efficient."

The Computer Systems Policy Project (CSPP), an information and communications technology (ICT) advocacy organization comprised of the industry's top chief executive officers, issued a report this week calling for a more activist federal government for encouraging innovation, entrepreneurship and education in the sciences and math.

In what may be the first gift of its kind, a $5 million cash donation has been made to a technology transfer office to endow the commercialization of new health technologies. The Cleveland Clinic announced receipt of the donation from John Ferchill, a Northeast Ohio real estate developer, in mid-December.

In 2003, Arizona Governor Janet Napolitano charged the Governor's Council on Innovation and Technology with developing specific recommendations to help diversify the state's economy. With recommendations including new and expanded tax credits, public-private venture capital, angel capital funds, workforce development and internship programs, and lobbying Washington for more funding, the governor now must find a way to finance the plan in a tight fiscal environment.

The impacts of globalization and free trade can make the task of building a vibrant local economy daunting. Given the transformation of agriculture from family farms to mega-corps and factory animal facilities, the cards seem doubly stacked against America's smallest communities — those rural towns and counties with fewer than 10,000 residents.

With state revenues posting a surplus, Florida Gov. Jeb Bush used his 2006-07 budget proposal to make his largest request yet to support efforts to diversify the state's economy through technology-based economic development (TBED). In total, the budget provides $630 million for several new research-focused initiatives, business recruitment funds, and other economic development programs.

Pennsylvania Gov. Ed Rendell is set to release his fiscal year 2006-07 budget request later this week, which is expected to significantly redesign the state's investment in biotechnology and life science research, according to materials released by the governor's office.

Not all of the pieces critical to building an innovation-based economy have to cost hundreds of millions of dollars, as might be suggested in the Florida and Pennsylvania stories above. Gov. Matt Blunt's Feb. 2 call for the state to provide $2 million for a new Missouri Life Science Incubator - designed to help researchers move their science from the laboratory to commercial businesses - provides a case in point.

On Jan. 26, New York Gov. George Pataki and State Senate Majority Leader Joseph Bruno announced legislation to create a $200 million Biotechnology and Biomedicine Research Initiative through the New York State Charitable Assets Foundation.

The U.S. Department of Labor (DOL) recently announced the 13 recipients for one of the most anticipated new federal workforce programs to be launched in several years. The $195 million Workforce Innovation in Regional Economic Development (WIRED) program attempts to integrate human capital issues of talent and skill development into larger technology-based economic development strategies.

Despite overall signs of improving fiscal health in 2005, half of the nation’s cities have been forced to raise new revenues to address gaps created by rising employee health care and pension costs, as well as increases in public safety and infrastructure needs, according to a National League of Cities (NLC) survey released last week.

Many Wall Street analysts reacted to last month's jobs numbers with fears of inflation, but a new report released by the U.S. Conference of Mayors Jan. 27 finds those new jobs often are associated with smaller paychecks than those before the last recession. A declining standard of living is not a goal for any state or local economic development program, so the findings present new challenges on how to create higher wage jobs in the future.

Numbers Remain Below 2003 Levels

Graduate applications from international students increased 11 percent from 2005 to 2006, the Council of Graduate Schools (CGS) recently reported. This growth follows a two-year cumulative decline of 32 percent.

While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.

Regardless of their potentially arbitrary nature, the political lines separating jurisdictions can wreak havoc on a region's ability to support innovation. Whether it's a boundary between two communities, two states or two countries, these imaginary lines define real rules of commerce (e.g. by the taxes levied, property values, etc.) as well as intangible concerns and perceptions.

The National Science Foundation (NSF) has released its 2004 annual statistical report on science and engineering (S&E) doctorate awards. Report data show trends in doctorate awards by S&E field and recipient characteristics, institutions awarding doctorates, and postgraduation plans of recipients.

The on/off binary fundamental of information and communication technology (ICT) could just as well describe the U.S. position in the field. For the third time in five years, the U.S. leads all nations on the Networked Readiness Index (NRI) contained in the World Economic Forum's Global Information Technology Report 2005-2006.

African-American and Hispanic students begin college interested in majoring in science, technology, engineering and math (STEM) fields at rates similar to those of white and Asian-American students and persist in these fields through their third year of study, but do not earn their bachelor’s degrees at the same rate as their peers, according to a new analysis conducted by the American Council on Education (ACE).

Gov. Dirk Kempthorne recently received some good news about his future when President Bush nominated him to serve as Secretary of the U.S. Department of Interior. The news was not as rosy on the home front for Idaho's economic future, however, as the state legislature in late March rejected the governor's plans for Idaho to take a more proactive role toward building a tech-based economy.

Just as bread won't rise without yeast, the key knowledge-building ingredients for many state tech-based economic development strategies - increasing investments in university-based research, emphasizing workforce development and science and math education, and identifying clusters of co-located firms in related industry sectors - won't lead to the spillovers of knowledge critical to sustaining growth without an active reagent.

At the same time civic and corporate leaders around the country are calling for more high school students to pursue a college education, and specifically science, technology and math degrees, the student's share of the cost for higher education is climbing to record highs.
