New ITIF Report Benchmarks National Policies and Programs Supporting Manufacturers

The Information Technology & Innovation Foundation (ITIF) released International Benchmarking of Countries' Policies and Programs Supporting SME Manufacturers — a new report that identifies and analyzes manufacturing support programs and practices for small- and medium-sized enterprises (SMEs) that have been implemented in ten foreign countries (i.e., Argentina, Australia, Austria, Canada, China, Germany, Japan, Korea, Spain and the United Kingdom), in addition to those of the United States. OECD Finds Promise in Emerging National Innovation Economies

The Organization for Economic Cooperation and Development (OECD) has released the 10th edition of its annual Science, Technology and Industry Scoreboard. Each year, OECD examines major trends in the global innovation economy and uses 180 indicators to evaluate the high-tech economies of OECD countries, as well as select non-OECD countries. The overarching theme of this year's release is the increased importance of the non-OECD countries, including Brazil, the Russian Federation, India, Indonesia, the People's Republic of China and South Africa, together dubbed the BRIICS countries.

Maria Haley, the executive director of the Arkansas Economic Development Commission passed way Sept. 13 after suffering a brain aneurysm.

The U.S. Commerce Department's Economic Development Administration announced Matthew Erskine will join the agency as the U.S. deputy assistant secretary of Commerce for Economic Development and chief operations officer.

Senate Approves Patent Overhaul

This week, the U.S. Senate passed the Leahy-Smith America Invest Act, representing a major overhaul of the U.S. patent system. The legislation would make a number of changes to the current patent regime, including the shift to a "first-to-file" system. Under this system, the right to a patent would be granted to the first party to file a patent application for the protection of their invention. In addition, the legislation would adjust the fee structure for the evaluation process and create a new fee category for low-income applicants.

White House and SBA Release Startup America "Progress Reports"

The White House released a "progress report" for Startup America—a White House and interagency initiative to "celebrate, inspire and accelerate high-growth entrepreneurship throughout the nation." The report looks at public and private sector commitments in several key areas that will improve the environment for high-growth entrepreneurship. The report also provides status updates for current and future Startup America related initiatives.

Two Reports Identify Barriers to U.S. Competitiveness

Last week, the World Economic Forum released its annual Global Competitiveness Report, and once again, the U.S. fell in the rankings one more position to fifth place, representing a four-year decline from fourth place in 2010-11, second place in 2009-2010 and first place in 2008-2009. Switzerland held the number one spot for the second year in a row. The report indicates that while many structural features continue to make the U.S.

Despite Economic Troubles, Public Remains Committed to Manufacturing Sector

Most American (86 percent of survey respondents) believe manufacturing is "either important" or "very important" to our national economy, according to a new survey from the Manufacturing Institute and Deloitte. Topped only by the energy industry, manufacturing finished as the second most important industry to the national economy.

Federal Initiative Will Expand Broadband Collaboration

The Office of Science and Technology Policy (OSTP) and the National Science Foundation (NSF) have announced a new initiative to develop new technologies and applications for high-speed broadband networks. The agencies have posted a request for white papers for the initiative, dubbed US Ignite, to identify potential companies, nonprofits, agencies and individuals that can provide resources and infrastructure to facilitate collaboration. Participating organizations will help develop next-generation applications for high-speed networks that cannot yet run on today's Internet infrastructure.

The five-campus University of Massachusetts System is seeking a dynamic and entrepreneurial professional to become the associate vice president for economic development to help develop the university's role in generating innovation and talent to support the Innovation Economy of Massachusetts. The position will report to the vice president for economic development and be housed at the president's office in Boston, MA.

Jill Kline has been named the State director of the Wyoming Small Business Development Center.

Daniel Hasler has been named the Indiana Secretary of Commerce, effective Sept. 16. He will replace Mitch Roob who is leaving the post to accept a position in the private sector.

The National Governors Association named David Moore as the director of its NGA Center for Best Practices.

Federal TBED Leaders to Speak at Conference

SSTI's Annual Conference is the only economic development conference this fall with the senior leaders of the Economic Development Administration (EDA), National Institute of Standards and Technology (NIST) and the U.S. Small Business Administration (SBA) speaking. John Fernandez of the U.S. Department of Commerce, Sean Greene of SBA and Phillip Singerman of NIST will kick off an important dialogue among all conference attendees on how we communicate the value of investments in innovation, encourage collaboration, and adapt to changing economic and fiscal conditions.

Renée Winsky Elected to SSTI Board of Trustees

Renée Winsky, chief executive officer of the Technology Council of Maryland (TCM), has been elected to the board of trustees of SSTI. Prior to joining TCM in 2009, Winsky served as the president and executive director of the Maryland Technology Development Corporation. An SSTI member since 1999, Winsky has been a speaker at SSTI conferences and accepted the 2008 Excellence in TBED award for Commercializing Research Category on behalf of the Maryland Technology Transfer Fund.

Grant Fund for Biotech Companies on Wisconsin's Legislative Agenda

Wisconsin Gov. Scott Walker is the latest governor to call a special session focused on economic development proposals he says will create jobs (see the Sept. 7, 2011 issue of the Digest). Gov. Walker issued the executive order last week, calling it a "Back to Work Wisconsin" special session.

Cities Face Budget Cuts as Fiscal Conditions Continue to Weaken, According to New Research

In 2011, the nation's city finance officers report that the fiscal condition of cities has continued to weaken and placed pressure on cities to cut spending on personnel, infrastructure investments and key services, according to a new research brief, City Fiscal Conditions Survey: 2011, from the National League of Cities (NLC). The results were taken from a survey of over 270 city finance officers from across the United States.

New England Clean Energy Foundation Announced New Clean Tech Initiative

IL Launches $78M Small Business and Startup Initiative

Illinois Governor Pat Quinn recently released details about Advantage Illinois, an initiative that will provide financing and assistance to entrepreneurs and small businesses. Initial funding for the initiative will be provided by the federal government through the U.S. Treasury's State Small Business Credit Initiative (SSBCI). The Illinois Department of Commerce and Economic Opportunity will administer the program, will use the $78 million in federal funding to spur private lending to small- and medium-sized businesses.
