With bright colors, interesting graphics, and intuitive navigation, the new look of Connecticut Innovations (CI) captures attention. The launch of CI's new brand identity, complete with an updated message platform and logo, hopes to better reflect the organization's mission and promote their resources to attract entrepreneurs. The new website highlights services offered by the three entities under CI's umbrella, including the merger with the Connecticut Development Authority in 2012 and the Small Business Innovation Group in 2009.

A growing number of states and localities, stymied by conventional budgetary processes, are seeking financial support for economic development initiatives through alternative means, according to a new report from the Brookings Institution. Many regions are instead turning to legislative referendums and citizen-driven ballot initiatives to support large-scale economic initiatives. Authors Jessica A. Lee, Mark Muro and Bruce Katz offer several recent examples of state innovation, education and infrastructure projects funded through ballot measures.

North Carolina is rich in resources to support a thriving innovation ecosystem. But despite its strengths, several factors are preventing the state from reaching its full potential to fuel and sustain strong economic growth. These and other findings are outlined in a recent report tracking the state's performance in 38 measures related to innovation assets, activities and trends. The fourth in a series of indexes produced over the past 13 years, the report benchmarks North Carolina with six key comparison states, the U.S. overall and leading countries.

New York City Deputy Mayor Robert Steel announced that it will establish a new $100 million venture fund for life sciences research according to Crain's New York. The city will invest an initial $10 million to establish the new biotech venture fund. The city already has an additional $40 million pledged from private-sector partners — Celgene, GE Ventures and Eli Lilly & Co. The city currently is seeking to partner with a venture-capital firm to manage the fund and invest at least $50 million to the fund.

The president’s FY15 budget request would provide $23.7 billion (12 percent decrease) in discretionary funding for the Department of Agriculture (USDA). The proposed budget would launch three new multidisciplinary agricultural research institutes dedicated to crop science, advanced biobased manufacturing, and anti-microbial resistance research, and double funding for rural broadband access. Through the president’s Opportunity, Growth, and Security Initiative, additional funding would be provided for natural resource conservation programs and the construction of a new national biosafety research laboratory.

The administration’s FY15 budget request for the Department of Health and Human Services (HHS) is $77.1 billion in discretionary spending, reflecting a 1.6 percent decrease from FY14 enacted funding levels. Discretionary spending accounts for only 7.5 percent of the total proposed HHS budget. Mandatory spending for programs like Medicare, Medicaid and the Children’s Health Insurance Program account for the balance. Total FY14 budget authority for HHS would be $1 trillion (6 percent increase over FY14 enacted).

While bragging may not be polite, it can be quite helpful to others. That is, sharing your success with organizations working to achieve similar outcomes can inspire new ideas and provide valuable lessons for replicability. Maine businesses may now raise up to $1 million in capital by selling small amounts of equity to individual investors as a result of legislation that recently became law without the signature of Gov. Paul LePage. Using a model similar to crowdfunding websites such as Kickstarter, participating businesses will be able to register with the Maine Office of Securities, setting both a fundraising goal and deadline.  Individual investors will be able to purchase up to $5,000 in equity from a single business.

The National Institute for Standards and Technology (NIST) Manufacturing Extension Partnership (MEP) program recently awarded $2.5 million for five pilot projects to improve small U.S. manufacturers' supply chain competitiveness and foster their readiness to adopt advanced technologies. The projects will be led by MEP centers and bring together teams of experts in specific technology areas. MEP centers in California, Georgia, Oregon, Texas and Wisconsin each will receive approximately $500,000 for the pilot efforts, which, in most cases, involve partners in other states.

Between FY2007-12, research and development (R&D) spending at U.S. universities grew 27.5 percent, from about $51.6 billion to $65.8 billion, according to the latest edition of the National Science Foundation’s (NSF) Higher Education Research and Development (HERD) survey. The survey provides a look at R&D spending at U.S. universities, with data broken down by state, institution, research area and funding sources.

Increased scrutiny for public investments has grown in recent years amid tight budget conditions. Returns on innovation-focused efforts often take time, and as a result TBED groups are always looking to improve metrics and reporting to meet greater demand for transparency. In Utah, lawmakers recently passed a bill providing more oversight for the state’s signature innovation-capacity building program following a critical audit last year. At the same time, lawmakers continued to embrace the concept of the agency they established eight years prior, and appropriated level funds to continue USTAR’s efforts in research and commercialization. The legislature also passed a bill dedicating $20 million to the STEM Action Center created last session.

Florida Gov. Rick Scott recently provided details on his $80 million plan to bolster cancer research and treatment in the state. Of that amount, $60 million would be aimed at building a statewide network of federally designated National Cancer Institute centers, while the remaining $20 million would support peer-reviewed research grants. Currently, Florida only has one National Cancer Institute center, the Moffitt Cancer Center in Tampa. Gov. Scott’s effort would help centers in Orlando, Miami and possibly other parts of the state, upgrade their programs to pursue the designation.

The Global Clinton Initiative (GCI) and five partner organizations announced a regional pilot program that will create a manufacturing supply chain network to support small- and midsized-manufacturers in the Hudson Valley region of New York. The goal of the pilot program is to create a scalable model that will ultimately provide a framework for a nationwide supply chain network and grow the country’s manufacturing base.

A new report from the Pew Internet and American Life Project cites that 20 percent of Americans do not have broadband access, while an additional 10 percent of Americans have broadband access via smartphones. The report suggests that age, educational attainment, and household income continue to be the defining factors for home broadband adoption.

Electric vehicles may be gaining momentum.

The winding down of the space shuttle program in Florida’s Space Coast by the Obama administration in 2010 spurred a transition in NASA’s areas of focus, including an increased emphasis on commercializing technologies and industry partnerships. NASA recently announced several new initiatives with tech firms, universities, and state agencies geared toward investing in cutting-edge research and technology and developing an educated workforce.

America is moving back to its cities. A majority of people on this planet live in metropolitan areas with one million people moving to cities and metros every five days. In the U.S., the nation’s top 100 metropolitan areas account for two-thirds of the nation’s population and generate 75 percent of national GDP. This is more than a trend, according to Bruce Katz and Jennifer Bradley of the Brookings Institution … this is a revolution.

Foundations increasingly are tapping into the unique skills of institutions of higher education by partnering with them to support entrepreneurial growth within their surrounding communities. These foundations view institutions of higher education as the ideal partners to provide education and business services necessary for entrepreneurs to reach their potential. Several foundations recently have announced funding to support entrepreneurship development activities at universities including the Ratcliffe Foundation and the Allstate Foundation.

New legislation passed by the California legislature would expand the state’s Innovation Hub (iHub) program, which supports commercialization and entrepreneurship at a regional level. The program initially was launched in March 2010 through the state’s Business, Transportation and Housing Agency.

While the conditions of the U.S. economy continue to hinder growth, stability and efficiency in the financial markets and a positive assessment of public institutions have helped improve the nation’s competitiveness and reverse a four-year downward trend. In World Economic Forum’s Global Competitiveness Index 2013-14, the U.S. moved into the number five spot, up from seventh last year, overtaking the Netherlands and Sweden. For the second year in a row, Switzerland, Singapore and Finland held onto their first, second and third rankings, respectively.

This week, the Information Technology & Innovation Foundation (ITIF) hosted a debate between ITIF’s President Robert Atkinson and Andrew McAfee, principal research scientist at the Center for Digital Business in the MIT Sloan School of Management and co-author of Race Against the Machine. The lively debate revolved around the impact of technology innovation on the U.S.

The European Commission is offering a €500,000 (US$655,700) prize to accompany designation of an "iCapital" — the single city in the Union, which is building the best "innovation ecosystem", connecting citizens, public organizations, academia, and business. Should the U.S. federal government follow suit? Probably not without modifications.

The Obama administration is seeking closer economic cooperation with Latin America to enhance opportunities for startups and SMEs in the U.S. and across the hemisphere. This week, the U.S. State Department is launching the Small Business Network of the Americas to promote international cooperation between TBED institutions in the Americas.

The U.S. Department of Defense Office of Naval Research has announced a $30 million investment in Energy Excelerator, an accelerator for cleantech companies within the Pacific International Center for High Technology Research (PICHTR). Energy Excelerator originally launched three years ago with $10 million in seed funding from the Department of Energy.

The field of technology-based economic development strives to provide opportunities and support for budding entrepreneurs and technology-based startups in hopes of strengthening our economies. But, policymakers and governments have much to gain directly from the pool of talented tech entrepreneurs. Technology startups are tapping into the $142 billion public sector market and are helping governments reduce costs and improve their services through innovative web applications and, in some cases, total system overhauls.
