The Trent Lott National Center of Excellence for Economic Development & Entrepreneurship is pleased to announce its inaugural Excellence in Technology Based Economic Development Research award will be made to Dr. Edward Feser on Oct. 19, 2007, at the SSTI 11th Annual Conference in Baltimore.

For many states, increasing industrial research and development (R&D) within the state's academic research institutions is a priority. Some state tech-based economic development agencies offer financial assistance, such as matching grants to foster greater university-industry research collaboration. Some offer tax credits to companies for research expenditures within the state higher education community.

Angie Dvorak, vice president of research and economic development for the University of Southern Mississippi, is becoming president of the university's research foundation.

SSTI has compiled a table of the National Institutes of Health (NIH) awards in total dollars and state rankings from fiscal years 2000-2004. The states are ranked by percent change over the five-year period. The greatest gains were posted in North Dakota (202.51 percent), Alaska (200.98 percent), Idaho (157.48 percent), Montana (144.72 percent), Virginia (120.85 percent), and Hawaii (107.06 percent).

Evan Barrett was named chief business officer of The Governor's Office of Economic Opportunity in Montana.

David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.

University of Southern Mississippi Research Foundation President Angie Dvorak was named president of the Area Development Partnership. Dvorak currently serves on the organization’s executive committee.

Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. All but one of the 21 FAST awards distributed by the Small Business Administration (SBA) were worth $95,000 -- they totaled nearly $1.98 million. Five ROP awards of $49,470 also were made by SBA.

The Metropolitan Development Association, of Syracuse and Central New York, also recently named a new chairman, John Zawadzki, of its Regional Development Alliance.

Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. However, when measured against other minority women-owned firms, African American women-owned businesses showed greater job loss and lower survival rates.

The nonprofit Challenger Learning Center of Alaska Board of Directors recently announced the hiring of Sharon Gherman as its new Executive Director. Gherman was the former K-12 program executive for the Alaska Science and Technology Foundation.

The Mississippi Technology Alliance has released a second annual index focusing on the process of innovation, the links between innovation and technology-based economic development, and activities that government, academia and the private sector provide to support innovation and economic development.

Lloyd Chestnut, vice president of research at the University of Montana is leaving to take the position as vice president for research and technology transfer at the University of North Texas.

Community buy-in to building a technology-based economy is vital for TBED success. Establishing a strong private sector commitment to science and technology can make a significant difference, particularly as elected officials are deciding what to cut or trim from the budget. TBED organizations use different approaches to get the buy-in. In states such as Massachusetts (see story in this Digest), the top-down direction from the Governor could provide the group critical access.

As the nation's economy shifts to knowledge- and technology-based industries, Mississippi's colleges and universities must provide expertise and leadership to attract new jobs and build a stable state economy, members of a special committee told the state House of Representatives last week.

Leland Speed has been named the new executive director of the Mississippi Development Authority.

Andy Taggart has been appointed president and chief executive officer of the Mississippi Technology Alliance.

Alaska Technology Councils To Merge

U.S. Navy Rear Admiral Thomas Q. Donaldson, V has been appointed Director of the John C. Stennis Space Center (SSC), effective Jan. 5, 2004.

Whether it is oil, gas, logging or fishing, only one other state in the nation, Alaska, is as dependent on natural resource extraction as Wyoming. Using tech-based economic development to diminish the impact of the boom and bust cycles experienced by all "colonial" economies to diversify the state's economy has been one of the goals of Alaska's gubernatorial leaders since 1988, with the creation and continuation of the Alaska Science and Technology Foundation (ASTF).

Alaska Governor Frank Murkowski has named Edgar Blatchford, a journalism professor at the University of Alaska, to serve as commissioner for the Department of Community and Economic Development.
