President Obama launched the Advanced Manufacturing Partnership Steering Committee “2.0.” Former SSTI board member Luis Proenza, president of The University of Akron is part of the steering committee chaired by Andrew Liveris, president, chairman, and CEO of the Dow Chemical Company, and Rafael Reif, president of the Massachusetts Institute of Technology.

Indiana University Network Launched to Diversify Economic Development Efforts

A new statewide network will coordinate the regional economic development activities of Indiana University, according to an announcement released by the university this week. The Innovate Indiana Network will complement the work done by the Innovate Indiana initiative and the university's Council for Regional Engagement and Economic Development (CREED). The network will include representatives from 16 schools, offices and centers across the state that offer services that could potentially benefit regional economies.

NY, WI, IN Initiatives Address Region-Specific Barriers to Commercialization

Follow-on funding, access to technology, talent and resources all can be barriers to commercialization and successfully spinning off sustainable companies. Always seeking a quicker, more viable path to market for technologies and products, university-based programs and public-private partnerships try to tackle these hurdles, which often times are region-specific. Such is the case in Long Island, NY, where a recent partnership between a nonprofit organization and venture capital firm is working to address access to capital concerns.

Midwest States Launch Public-Private R&D Centers in Key Manufacturing Industries

Over the last few weeks, Indiana and Michigan have announced the launch of manufacturing-focused innovation centers to help transform manufacturing sectors that are long-standing drivers of economic prosperity in their respective state into 21st century global hubs for manufacturing innovation. In partnership with key local industry partners, these centers are intended to help spur job creation while reimaging the role of manufacturing in their state through innovation.

Indiana Governor Announces Plan to Advance Innovation, Entrepreneurship

IN, MS Announce Workforce Initiatives to Support State Competitiveness, Job Creation

To drive state competitiveness and job creation, Indiana and Mississippi announced new efforts to engage regional institutions of higher education and other organizations to provide workers with the skills that match the needs of existing industry as well as attract new business and industry to their state. Through the Indiana Department of Workforce Development (DWD), the state will commit $22 million to fund industry-led regional partnerships aimed at aligning education and workforce needs. Budget Passes in PA, but Debate Continues; FY17 Spending Approved in AL, FL, ID, NM

Many states across the country already have, or will soon have, signed budgets ready for the 2017 fiscal year.  Over the past few months, SSTI has examined gubernatorial addresses and proposed budgets for a preview of technology-based economic development spending in the coming year. NGA Launches Pilot Program in Six States to Prepare Teens, Millennials for Middle-Skill, STEM Careers

The National Governors Association’s (NGA) Center for Best Practices launched the 2016 Policy Academy on Scaling Work-Based Learning – a pilot program in six states that blends work experience and applied learning to develop youth and young adults’ foundational and technical skills to expand their education, career and employment opportunities. The goal of the program is to connect 16- to 29-year-olds with middle-skills career opportunities in STEM-intensive industries such as advanced manufacturing, health care, information technology and energy.

New Initiatives Drive Rural Broadband Adoption in AL, KY, WI

For many states, broadband connectivity is becoming an increasingly important tool used to improve the economic well-being of residents, especially in rural areas. While some have paved the way for publicly funded municipal broadband providers, others, such as North Carolina and Tennessee, have filed suit with the Federal Communications Commission and joined the telecommunications industry in their opposition.

Budgets in AL, NC, NH Emerge After Extended Negotiations

While most state legislative sessions ended over the summer, a number of states only recently approved spending for FY16. Governors in Alabama, North Carolina and New Hampshire have approved budgets in the past few weeks, each after months of tense negotiations. Lilly Endowment, State Fund Indiana’s Regional Economic Development Efforts

The Indianapolis-based Lilly Endowment announced three grants totaling $42 million to boost regional development efforts in 11 counties located in Southwest-Central Indiana with a focus on research and development, workforce and education, and efforts to enhance quality of life.

NY, IN Pursue Regional Strategies to Fuel High-Tech Economy

New York Gov. Andrew Cuomo recently announced the fourth round of regional economic development grants to support tailored approaches to job creation in different areas of the state. The $709.2 million in awards are part of the state’s ongoing Regional Economic Development Council (REDC) initiative begun in 2011. Regional strategies have long been a key component of state development policy, enabling policymakers to encourage institutional partnerships with a focus on the specific needs of local economies.

Groups Call for Aggressive Bioscience Strategies in IN, NY and PA

Two common themes emerged in a trio of reports aimed at growing the bioscience sectors in Indiana, New York and Pennsylvania: the need for a sustained financial commitment from the states and the importance of a shared vision and better communication between policymakers and industry leaders. In all three reports, the authors say the payoff is big for the states. The bioscience and life science industries support high-wage jobs and attract significant federal funds.

Universities, Public-Private Partners Launch Commercialization Funds in IN, LA, PA, WA

Purdue University, the University City Science Center, and Washington State University announced the creation of new investment funds to support the growth of university-affiliated startups in their respective communities. These three recently announced commercialization funds all share a common trend – they will be managed or assisted in the management process via public-private partnerships.

Govs Focus on Education in AL, LA, OK, PA, TN Budget Proposals

SSTI’s analysis of gubernatorial addresses, strategic plans and budget proposals continues this week with highlights from Alabama, Louisiana, Oklahoma, Pennsylvania and Tennessee. Governors are facing difficult fiscal situations in several of these states, often scaling back tech-based economic development efforts. Tennessee Gov. Bill Haslam, however, is using a fiscal surplus to invest in higher education and regionally focused economic initiatives.

2014 Bills Tackle Crowdfunding, Tax Credits, Startup Capital and More

Several bills aimed at supporting startups, advancing research and improving the workforce have been introduced with the start of the 2014 sessions. Some of the proposed legislation offers a glimpse into the investment priorities of governors and lawmakers in the wake of economic recovery. Providing innovative companies with access to startup funds is a continued theme from previous years. Some states are seeking to expand tax credits for angel investors or offer new tax credits to encourage emerging industries. Other bills focus on generating more skilled workers quickly and positioning universities to enhance regional economic competitiveness.

Indiana Consolidates Entrepreneurial Initiatives

A bill to consolidate several organizations and entrepreneurship efforts into one office led by the lieutenant governor passed in the Indiana General Assembly with unanimous support from both chambers. HB 1332 combines the Young Entrepreneurs Program, the Small Business Development Center and the Small Business Ombudsman into a single entity know as the Office of Small Business and Entrepreneurship.

States Pass Innovation-Focused Legislation

Yuka Nagashima, executive director of the High Technology Development Corp. and center director for the Innovate Hawaii program, has resigned from both posts and will leave the state agency in August. Nagashima will be leaving for Denmark to support her husband's research career. Len Higashi, current senior economic development manager, was selected to become the acting executive director.

Indiana Governor Launches Office of Small Business and Entrepreneurship

Indiana Gov. Mike Pence has announced details of a realignment of the state's services for small business owners and entrepreneurs through the establishment of a new Office of Small Business and Entrepreneurship (OSBE). The office will incorporate the Indiana Small Business Development Center, the Procurement Technical Assistance Centers and several small business specialty programs. OSBE will offer business consulting, as well as bringing together universities, private sector businesses and government stakeholders.

States Target Research, Commercialization for Economic Growth

A continued trend toward improved fiscal conditions gave rise to targeted and riskier investments in research for several states this legislative session. In particular, lawmakers dedicated funds for life sciences research and for initiatives aimed at commercialization through partnerships with higher education and the private sector. Other states dedicated additional funds to expand promising research and technology-focused initiatives already underway.
