Economic downturns have a way of encouraging states, universities and communities to assess, refine and re-invigorate their strategies to promote growth and prosperity. The current recession is no exception. With the widely recognized roles played by science and technology in economic success, the news of changes and additions to tech-based economic development strategies from across the country is not too surprising. Here are some recent highlights:

Buffalo

The Buffalo News reports InfoNiagara, a technology council serving 230 IT companies, has signed a reciprocal membership with the Amherst Chamber of Commerce to increase the benefits offered to both organizations' members. The chamber's 2,300 members gain access to InfoNiagara's training and professional development programs, according to the paper, while the tech council is able to offer its members a variety of insurance programs the chamber has in place.

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

Alabama

Convergence Group Formed in Silicon Valley

The Oklahoma Center for the Advancement of Science and Technology has named Sheri Stickley interim executive director, following the resignation of William Sibley.

Former president and CEO of the Columbus Technology Council William "Sandy" White is the new CEO of the University of Alabama at Birmingham Research Foundation.

Jacque Shaia, director of the Economic Development Partnership of Alabama, is leaving to pursue a doctorate degree at the University of Alabama.

Last week, Governor Don Siegelman signed Executive Order Number 71, which establishes the Alabama Research Alliance, a partnership among Alabama’s research universities, the business community and state government. The mission of the research alliance is to foster economic development in Alabama by investing in existing and new research initiatives at Alabama’s research universities.

Terri Adams is serving as Chief of the Science, Technology and Energy Division of the Alabama Department of Economic and Community Affairs. Martha McInnis resigned from ADECA in January.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

Position descriptions for three new positions have been posted on the Institute's home page (http://www.ssti.org). The KPB Economic Development District in Alaska is seeking a Chief Executive Officer. The Associate Director position of Iowa State University's Center for Advanced Technology Development is open. Auburn University is accepting applications for the Associate Director of Industrial Programs and Technology Transfer position.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

Bill Sibley has been named as President of the Oklahoma Center for the Advancement of Science and Technology. Mike Irby, who has been serving as Acting President for OCAST, will be retiring at the end of the year.
