California Governor Arnold Schwarzenegger has signed an executive order establishing the Governor's Office of Economic Development. The new office will offer assistance to businesses, connect entrepreneurs to state and regional organizations and encourage collaboration among research institutions and the private sector to promote emerging sectors. Several states recently enacted spending plans for the upcoming fiscal year, which started July 1 for most states. In Louisiana, Gov. Bobby Jindal signed into law the LA GRAD Act, granting universities more flexibility to raise tuition in return for meeting certain performance goals. Lawmakers in Massachusetts allocated $10 million to continue the state's investment in life sciences, Pennsylvania Gov.

Over the past few months, several states have announced efforts aimed at reducing the nation's dependence on oil. While the importance and urgency of such efforts is perhaps magnified in the wake of one of the worst U.S. environmental disasters, the shift to a renewable energy-focused economy also brings with it the expectation of job creation, new product development, and increased revenue for states struggling in the aftermath of the Great Recession.

Recognizing the value in supporting companies that innovate to create high-quality jobs, governors in New Jersey and Louisiana recently outlined proposals to enhance tax incentives for R&D, technology commercialization, and transferable tax certificates during the upcoming legislative sessions. In New Jersey, Gov. Chris Christie proposed increasing the R&D tax credit to 100 percent and restoring full funding for the Technology Business Tax Certificate Transfer program as part of his FY12 budget recommendations. Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. The Baton Rouge Area Chamber (BRAC) has released the second and final component of its strategy advocating the need to advance a tech-based economy throughout Louisiana. The white paper focuses on the topics of entrepreneurship, workforce development, risk capital, and coordinating TBED efforts at the state level. For example, BRAC calls for all returns from state funds invested in venture capital firms to be reinvested, for regional angel networks to be supported, and for the state’s angel investor tax credit to be reinstated.

The Los Angeles County Economic Development Corporation has approved what is being called the region's first consensus strategic plan for economic development. The plan includes support for local research and commercialization activities, sector-based worker training and placement programs and provides assistance to entrepreneurs. In a report to the Joint Legislative Committee on the Budget this week, the Louisiana Innovation Council set forth an agenda to recruit world-class researchers, establish centers of excellence, and facilitate university-based technology transfer. In a tight budget year, the council recommends using some of the remaining Louisiana Recovery Authority funds and private sector money to support the initiative with a minimum $15 million total commitment over three years.

Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

The Baton Rouge Area Chamber seeks an executive director for its Regional Innovation Organization (RIO). The desired candidate will be a dynamic, visionary, and entrepreneurial leader who will launch a new regional acceleration entity that will lead entrepreneurial development in the Baton Rouge area. The individual will have direct responsibility for developing programming and capacity to support best-in-class business acceleration services that prepare companies for rapid growth in the region.

California's next governor will inherit a dire budget situation and an unemployment rate that is above the national average. While the two main candidates vying for the job offer different visions for enhancing California's economy, both plans set forth policies and incentives to encourage renewable energy development and deployment and provide resources to support entrepreneurs. Jerry Brown (D) has a clean energy jobs plan that he says will produce half a million jobs in research, development, manufacturing, construction, installation, and maintenance over the next decade.

California's green economy remains strong through the Great Recession, according to a new report — the 2010 California Green Innovation Index. The yearly report published by Next 10 provides dashboard of indicators that track changes over time. This year's report indicates that California's clean tech companies continue to attract venture capital (VC) investments, the state leads the nation in clean tech patents and green manufacturing has grown.

Sacramento's Green Capital Alliance reports that the six-county region is now home to 13,000 clean technology jobs and 98 clean energy companies. In a five-year progress report on Sacramento's clean energy cluster roadmap, the group document's Sacramento's rise as one of the country's key hubs for clean energy technology development. The report provides a detailed look at the alliance's efforts to leverage regional partners over the past few years and its immediate plans to expand the region's data gathering and smart grid infrastructure.

As a percentage, Silicon Valley has lost more jobs over the past four years than any U.S. metropolitan area since 1939, but evidence shows the region is stabilizing with a return to levels reminiscent of the late 1990s. Funding for venture capital is up, per capita income is increasing, and research and development funding has reached new highs. Yet, the region's most striking feature of late is, perhaps, the way it is growing, according to the 2005 Index of Silicon Valley.

Gov. Arnold Schwarzenegger has selected Brian McGowan to replace Yoland Benson as deputy secretary for economic development in California's Business, Transportation and Housing Agency. McGowan, San Bernardino County's economic development administrator, will start his new position in January. Gov. Schwarzenegger also has appointed Teresa Takai as the state's first Cabinet-level chief information officer.
