Rowan University Wins Approval for Technology Park Loan

Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.

When Florida Gov. Jeb Bush surprised the world last October by announcing the state had landed an East Coast campus for the Scripps Research Institute, the draw from the public coffers cost was pegged at $510 million. The state was contributing $310 million and the county's share was up to $200 million for land acquisition and building construction.

Michelle Bauer, executive director of the Tampa Bay Technology Forum, announced she will resign from her position in early 2005.

Julie Coons is the new president of the Technology Council of Maryland. Coons most recently served as executive vice president of PCIA -- the Wireless Infrastructure Association.

Secretary Aris Melisssaratos of the Maryland Department of Business and Economic Development recently announced two new appointments. Leslie Sipes-Pachol will serve in the position of executive director for the Maryland Economic Development Commission, and Paul Mauritz has been promoted to become Assistant Secretary for Technology Strategy and Business Development.

Biotechnology is one of the few tech-sectors in which jobs still seem to be in strong demand despite the weak economy, according to local news reports from around the country. As a result, many states, communities and universities have directed a portion of their economic development efforts toward encouraging life sciences research and biotech commercialization.

Editor's note: Few federal programs that fund research have undergone as much independent review and outside scrutiny as the Advanced Technology Program (ATP) within the National Institute of Standards and Technology and come out with high marks nearly every time. Yet two more independent papers described briefly below find that ATP funds make a positive difference for spurring innovation and commercializing technology.

Examination of nearly every strong regional technology center across the country will reveal at least one research university within its boundaries. As a result, many state and local technology-based economic development (TBED) efforts strive to increase the quantity and quality of university R&D undertaken within their boundaries.

In an attempt to attract more bioscience firms, Florida will invest up to $1 billion of its $102 billion employee pension fund into venture capital, the State Board of Administration recently announced. A forum was held last week by Enterprise Florida, the state's economic development agency, to outline the investment plan to more than 80 venture capitalists in attendance.
