NY, IN Pursue Regional Strategies to Fuel High-Tech Economy

New York Gov. Andrew Cuomo recently announced the fourth round of regional economic development grants to support tailored approaches to job creation in different areas of the state. The $709.2 million in awards are part of the state’s ongoing Regional Economic Development Council (REDC) initiative begun in 2011. Regional strategies have long been a key component of state development policy, enabling policymakers to encourage institutional partnerships with a focus on the specific needs of local economies.

NY Launches $50M Innovation Venture Capital Fund

Last week, New York Gov. Andrew Cuomo launched the New York State Innovation Venture Capital Fund (NYSIVC or The Fund), a $50 million fund that is expected to leverage at least $100 million in private capital to support early stage companies in high growth areas such as advanced materials, clean technology, life sciences/biotechnology, and information technology.

National Broadband Adoption Stagnant, TechNet Finds

A new report from TechNet finds that on the two-year anniversary of the National Broadband Plan aimed at getting more Americans to use broadband at home, the adoption rate remains about the same. The study identifies several reasons behind the plateau and calls for better coordination among policymakers and private stakeholders to improve adoption rates. Meanwhile, some states have big plans in the works to improve their broadband networks, including governors in Hawaii and New York pushing for funding to expand Internet access to underserved areas.

Illinois, Massachusetts, Maine Release Innovation Indices

While many state programs provide periodic reports on their activities and impacts, a few states provide regular data on their innovation economy as a whole. These reports can be useful in assessing a state's overall approach to TBED and in finding new areas for strategic intervention. Recently, groups in Massachusetts, Maine and Illinois separately released innovation indices that provide quantitative guides to their state's progress in fostering innovation.

NY Budget Agreement Advances Gov's Regional Economic Development Agenda

Funding is inlcuded for Gov. Andrew Cuomo's regional economic development initiatives under a FY13 budget agreement between the governor and legislative leaders announced earlier this week. This includes a new round of funding for the state's 10 regional councils and university challenge program initiated last year. The agreement also provides a down payment on the Buffalo Regional Innovation Cluster and funding to create a statewide energy initiative.

Groups Call for Aggressive Bioscience Strategies in IN, NY and PA

Two common themes emerged in a trio of reports aimed at growing the bioscience sectors in Indiana, New York and Pennsylvania: the need for a sustained financial commitment from the states and the importance of a shared vision and better communication between policymakers and industry leaders. In all three reports, the authors say the payoff is big for the states. The bioscience and life science industries support high-wage jobs and attract significant federal funds.

Illinois Unveils High-Tech Entrepreneur Network

Gov. Pat Quinn and the Illinois Innovation Council launched a new initiative to facilitate business and research collaboration and to provide services to the state's high-tech entrepreneurs. Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

NY Offers $140M To Spur University-Business Collaborations

New York Gov Andrew Cuomo has announced the launch of the NYSUNY 2020 Challenge Grant Program. In its first phase, the program will make $140 million available (up to $35 million per institution) to SUNY University Centers in Albany, Binghamton, Buffalo and Stony Brook for partnerships with the private sector. These partnerships are intended to create new jobs and revitalize regional economies.

State and Local Economic Development Centering on Regional Approaches

Much of the recent economic recovery plans coming from governors across the country have focused on growing and nurturing existing businesses through a regional approach to economic development. The idea is that by identifying and defining the unique needs of a region, policymakers and practitioners can then provide the necessary tools and resources to grow industries likely to succeed within a given region, thus improving the overall economic landscape of the state. This approach is happening both in states and at the local level.

State University of New York System "Packs a Double Punch" to Support State's Innovation Economy

In the 2008-2009 academic year, nearly 66 percent of all degrees awarded by the State University of New York system were in fields related to the 16 clusters identified as key to the state's future growth, according to a new study — How SUNY Matters: Economic Impacts of the State University of New York. The 64-campus SUNY system is comprised of research universities, university colleges, community colleges and specialized institutions from across the New York state.

Higher Ed Tuition Hikes Nearing Double Digits in Some States

As the cost of a college education continues to rise and good paying jobs are seemingly scarcer than ever before, many Americans are questioning the value of a college degree. A recent survey from the Pew Research Center found 57 percent of Americans believe the U.S. fails to provide good value for the money students and their families spend, and about four in ten college presidents say the system is headed in the wrong direction. At the same time, however, studies find the lifetime earnings of college graduates to be much higher than those of high school graduates.

NY Dedicates Federal Funds for Investment in Emerging Tech Companies, Manufacturers

Lawmakers last week passed a measure establishing the Innovate NY Fund to invest $25 million of federal funds in technology development organizations, research universities, and seed-stage investment funds. The Empire State Development Corporation will administer the fund and establish a competitive process for evaluating applicants. Investment priority is given to companies involved in commercialization of R&D or high-tech manufacturing.

Tech Projects Funded Through Third Round of NY Regional Councils

Manufacturing Resurgence Attracts Attention of State Legislatures

The recent uptick in U.S. manufacturing activity, along with the attention generated by additive manufacturing and the Makers movement, has led to an increase in state initiatives to help cash in on this growth. In recent months, New York, Connecticut, Maryland, and Arizona have all taken steps to build stronger manufacturing sectors through research collaborations, grants and tax credits. Leaders in Colorado and New Jersey have pursued their own cluster-specific efforts to build stronger high-tech industries.

Lab Space, Commercialization Support Backed by State Governments

State legislators in many parts of the country took action this year to fund the construction of research infrastructure and provide financial support for commercialization. In Kansas, New York, Georgia, Maine and Wyoming, legislators funded the construction of laboratories and other innovative spaces at public universities to boost the high-tech economy. In Colorado, Maryland and a number of universities, new initiatives were rolled out to support public-private research collaborations and the commercialization of cutting-edge technology.

States Shift Priorities Toward Long-Term Research Capacity Building

With an eye toward long-term payoffs associated with investments in research, lawmakers dedicated funds and strengthened ties with industry partners. Some states made significant investments in facilities and R&D to grow cancer research capabilities, while others looked to universities to establish new avenues for discovery or attract star researchers. Chicago Launches Effort to Train, Employ 1,000 Manufacturing Workers

Mayor Rahm Emanuel and a coalition of Chicago organizations and private businesses have announced plans to place at least 1,000 workers in manufacturing jobs. The mayor’s 2015 budget proposal, presented this week, includes $200,000 for the effort, with another $750,000 in funds and in-kind contributions from partners. Recent growth in the region’s manufacturing sector has created an urgent need for workers with specific training and apprenticeships, according to the mayor’s announcement.

NY Budget Advances State’s Research, High-Tech Agenda

Many of the proposals put forth by Gov. Andrew Cuomo for growing New York’s innovation economy were fulfilled or received ongoing support in the enacted FY15 budget. This includes a final installment of $680 million to complete the Buffalo Billion initiative, new rounds of funding for the Regional Economic Development Councils, SUNY and CUNY challenge grants, and tax breaks for manufacturers. Lawmakers also approved funding for a new genomic medicine network and STEM scholarship program.

17 Governors Sign Accord to Promote Clean Energy, Economic Prosperity

A bipartisan group of 17 governors signed the Governors’ Accord for a New Energy Future – a joint commitment to support the deployment of renewable, cleaner and more efficient energy technologies and other solutions to make the U.S. economy more productive and resilient as well as spur job creation in member states.
