Alabama then-Governor-elect Robert Bentley on January 3 named former House Speaker Seth Hammett as director of the Alabama Development Office, replacing Interim Director Linda Swann. He also appointed the president of the Birmingham-based Economic Development Partnership of Alabama, Bill Taylor, to lead efforts to grow and retain existing Alabama industries, while at the same time recruiting new businesses to the state.

Gov. Martin O'Malley last week unveiled details of his proposed $100 million venture fund announced last year during his re-election campaign as an initiative to grow the state's knowledge-based industries, particularly within the life sciences sector (see the June 9, 2010 issue of the Digest).

The National Heart, Lung, and Blood Institute, National Institutes of Health in Bethesda, Maryland is seeking a dynamic and innovative biomedical/biotechnology expert to provide strategic leadership as the director of the newly created Office of Translational Alliances and Coordination (OTAC). The OTAC is charged with accelerating the translation of basic discoveries and innovations into new diagnostics, devices, and therapeutics, and facilitating the development of new technologies via SBIR initiatives.

Missouri Small Business Technology Development Center invites applications for an associate state specialist (counselor). This position serves as a statewide specialist to provide leadership, expertise, and training to University faculty and staff, and private sector clients with SBIR/STTR.

Two recent efforts – a new program launched in Maryland and legislation introduced in Congress – aim to help manufacturers retool for the rapidly changing economy. During the upcoming legislative session in Missouri, lawmakers will consider a proposal by Gov. Jay Nixon to create a funding source aimed at attracting top scientists, commercializing research, recruiting and building science infrastructure, and creating capital programs for early-stage technology companies. The Missouri Science and Reinvestment Act (MOSIRA) would dedicate an annual portion of new tax revenues generated by biotechnology companies to a newly-created state fund administered by the Missouri Technology Corporation.

In his budget presentation to the legislature last week, Gov. Martin O’Malley called for continued support of his 10-year, $1 billion plan to build Maryland's reputation as a global leader in biosciences. To this end, the governor recommends $43 million in FY11 for stem cell research, tax credits for biotech companies, and support for biotechnology commercialization and translational research.

The National Institute of Standards and Technology is seeking qualified applicants for the director of the Technology Innovation Program (TIP). John Collar, the chief executive officer and president of the Colorado BioScience Association, resigned this week to pursue other business opportunities. Denise Brown has been selected serve as the organization's interim executive director while a search is conducted for Collar's replacement.

Grants made for stem cell research projects in 2008 through the Maryland Stem Cell Research Commission and the Maryland Technology Development Corporation yielded a return of nearly $3 million to state and local governments and supported more than 500 high-paying jobs, finds a recent impact report. A total $38 million was awarded to researches in 2007 and 2008 following the passage of the Maryland Stem Cell Act of 2006 and Gov. Martin O'Malley's $1.3 billion BIO 2020 Initiative in 2008, which includes $20 million per year for stem cell research.

With input from industry leaders in life sciences and tech-based organizations, a group convened by Gov. Jay Nixon is tasked with identifying a vision and mission to transform the state's economy within five years targeting high-growth industries. By the end of the year, the group hopes to identify six to eight key initiatives most likely to impact the economy. Tech-based components will be critical to the plan, with details forthcoming.

The Minnesota High Tech Association announced Margaret Anderson Kelliher, speaker of the Minnesota House, will assume the role of president of the Association beginning in January after she leaves public office.

As economists and policymakers debate the details of how and when the nation will recover from the recession, the topic of entrepreneurship and the role it will play in shaping the new economy continually arises. In the coming years, some analysts predict a rise in entrepreneurship both as a result of massive layoffs and an aging workforce not yet ready or able to retire.

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

The Tennessee Biotechnology Association has changed their name to Life Science Tennessee.

Ann Arbor SPARK recently added Bill Mayer as director of their business accelerator team.

Two economic development reports, one outlining strategic initiatives to transform the state's economy and the other making recommendations for reforming the state's tax programs, were delivered last week to Gov. Jay Nixon. The governor's Strategic Initiative for Economic Growth, launched in May, submitted initial job-creation proposals focused in the areas of advanced manufacturing, energy solutions, bioscience, health science and service, information technology, financial and professional services and transportation and logistics.

The Kauffman Labs for Enterprise Creation announced its first Women in Science and Engineering Business Idea Competition to encourage female scientists and engineers to pursue entrepreneurial ventures. The competition's goal is totap into the "growing pool of highly educated women who have the potential to start scalable science and engineering-related ventures".

The National Institutes of Health (NIH) is seeking input from the public and NIH staff on the proposed creation of a new center that would support translational science and consolidate several existing translational research programs. The National Center for Advancing Translations Sciences (NCATS) would support the development of therapeutics and clinical care from basic research discoveries.

Johns Hopkins University has named Jill Tarzian Sorenson to serve as associate provost and director of the Office of Licensing and Technology Development.
