Janet Yancey-Wrona, director of the Maine Technology Institute (MTI), has been named the Governor's Science and Technology Advisor and the first Director of Innovation for the Maine Department of Economic and Community Development. In her new position, Dr. Yancey-Wrona will oversee the state's research and TBED activities, including MTI, the business incubator program and Maine EPSCoR initiative.

Betsy Biemann will be the new director of the Maine Technology Institute, pending legislative confirmation in January. Biemann currently serves as an associate director at The Rockefeller Foundation.

Patrick Tam resigned last month as executive director of the Spokane Intercollegiate Research and Technology Institute.

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Fred Kocher has been elected president of the New Hampshire High Technology Council, which advocates technology-based businesses in New Hampshire.

Laurie Lachance recently was named the next president of the Maine Development Foundation, Maine's economic development policy organization. Lachance is a former economist for the Maine State Planning Office.

In a move to integrate technology and traditional learning, New Hampshire Governor Craig Benson introduced on Tuesday a four-year pilot program to bring laptop computers into classrooms. The program, Technology Promoting Student Excellence, is intended to provide wireless connectivity to all 7th-grade students and teachers from selected schools.

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

Two of the most critical issues in today's tech-based economic development (TBED) involve money — funding for companies and funding for TBED programs.

The City of Spokane and a group of local organizations have penned a strategic plan designed to help the city and the Inland Northwest achieve an Innovation Economy.

With the sustained depth of the recession, the IT crash, the rapid growth in unemployment and the speculative office construction craze of the late 1990s, one would expect office vacancies to climb and property lease rates to edge down in many cities. Following this thought further might suggest, with cheaper office space available, the need for publicly supported low-rent technology incubator space would decrease.

Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.

Spokane Economic Development Council president Mark Turner has announced his resignation.

The Washington Technology Center (WTC) has created a new program that will make obtaining access to early-stage seed capital easier for companies outside the Puget Sound. WTC is Washington's statewide science and technology organization.

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.

The past week has marked the beginning of two public initiatives in Washington State to increase the availability of financing for technology firms.
