Not all of the news coming out of governors' offices is bad for TBED strategies. For example, just in the past week, governors in Missouri, Ohio and Texas proposed increases in state investments for job creation in emerging fields, higher education scholarships, and technology commercialization and research programs. The following overview provides highlights of their recommendations for TBED proposals in the upcoming fiscal year or biennium.

Technology-focused incubators are an important component to fostering entrepreneurial development in a region by nurturing businesses in the earliest stages of development and helping them grow into larger companies that employ high-wage workers and bring new technologies to the market. The following select announcements provide an overview of new incubators from across the nation, illustrating the vital role of entrepreneurial development in growing high-tech regional economies.

Virginia lawmakers passed a bill last month supporting the state's bioscience industry and providing incentives to investors for bioscience and advanced technology commercialization. The legislation comprised all of the top recommendations from the 2008 Joint Legislative Subcommittee on the Biosciences.

Growth is most noticeable in dogs, cats and humans when they are puppies, kittens and infants. A new analysis by the Kauffman Foundation looking at the Census Bureau's Business Dynamics Statistics reveals the same phenomenon in businesses: growth, as measured by net employment, is most significant for younger companies compared to their more mature counterparts.  Infant mortality of young firms is very high, though - nearly 20 percent of all jobs at very young startups are lost due to the businesses failing within the first year.

In the midst of a national economic recession contributing to a record number of job losses in traditional industries, forward thinking states are exploring ideas and committing funds to help grow and diversify their economies and strengthen their renewable energy portfolios.

The role of a technology incubator or accelerator for supporting nascent firms generally is regarded with the utmost importance by the tech-based economic development community. Tech incubators provide essential resources for startup companies to develop and commercialize new technologies, leading to the creation of high-quality jobs.

Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.

A full week after the Administration's budget request was released, NSF made available details on the foundation's $7.05 billion request. With the new information, SSTI is presenting below its summary regarding the NSF budget proposal's impact on programs of importance to state and regional TBED efforts. With less money to spend on risky endeavors, many states are taking more targeted approaches toward economic development, seeking out sectors of the economy they consider most likely to grow and be sustainable beyond current conditions. In Hawaii, for example, lawmakers established an Aerospace Advisory Committee this session seeking long-term growth in aerospace-related industries.

J. Mike Books is leaving his post with the Indiana Health Industry Forum to become the first economic development director for the city of Columbia, Missouri. He also will serve as president of the Regional Economic Development Inc. Brooks will assume his new responsibilities on July 15.

Earlier this year, Congress and President Obama, seeing an opportunity to stimulate the economy while improving the nation's digital infrastructure, set aside $7.2 billion for broadband programs in the 2009 Recovery Act (read SSTI's analysis of the Recovery Act in the February 19 issue). Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Between 2003 and 2007 R&D spending at U.S. small businesses increased by 38.8 percent, according to a recent National Science Foundation InfoBrief. During that period the share of U.S. R&D done by firms with fewer than 500 employees increased from 17.9 percent to 18.7 percent.
