After a busy election season that saw gubernatorial elections in 36 states, newly elected and re-elected governors delivered their annual State of the State addresses, kicking off new programs and reviewing the conditions of their states. SSTI reviews the speeches every year and covers news of new developments and initiatives the governors have highlighted as they relate to the innovation economy. New programs are laid out here in the governors own words as excerpts from their State of the State or budget addresses.

State leaders zero in on recovery in budget proposals, state addresses

As state budgets move into the legislatures for final negotiations and approvals, the last of the governors have addressed their constituents and put forth their proposals. While a renewed sense of hope is seeping into the latest addresses, governors are still cautious and guarded in proposing new programs. Broadband, small business, education and workforce initiatives continue to be among the innovation-related initiatives announced by the state leaders, with the intent that those efforts will also boost the economic recovery of the states.

Tech Talkin’ Govs, part 8: education, workforce, climate action and rural initiatives focus of innovation efforts

This week we nearly finish our state of the state coverage, save two remaining governors (Louisiana and Minnesota) who have yet to present their addresses. In reviewing the speeches for news on innovation efforts, we find education taking the main stage in Florida and Tennessee, while Alabama and Ohio’s governors are hoping to build the state’s workforce, and North Carolina, still recovering from natural disasters, wants to decrease greenhouse gas emissions and provide tuition assistance for community college.

Tech Agenda, Billion Dollar Green Bank Top NY Gov's Economic Growth Plan

Innovation was a key term used in Gov. Andrew Cuomo's State of the State address and is referenced heavily throughout his economic development agenda for the upcoming year. The governor proposed creating innovation hot spots, an innovation network and innovation venture capital fund. Efforts would be focused on accelerating technology transfer and providing funds to attract startup companies. Cleantech investments and support for competitive university-based projects that emphasize economic impact also are a priority for the governor.

Gubernatorial Candidates Make the Case for TBED

On November 6, in addition to the presidential election, eleven state and two territorial gubernatorial contests will be decided. Seven of these races (Delaware, Missouri, North Dakota, Puerto Rico, Utah, Vermont, and West Virginia) include a sitting governor running for re-election, while the remaining six (American Samoa, Indiana, Montana, New Hampshire, North Carolina and Washington) are open races.

Compromise on SBIR reauthorization released; Congressional votes expected soon

It has been five long, dark months for the nation’s small innovation-focused businesses and the regional innovation systems that rely on them for their strongest startups and future leaders, but a ray of light appeared Wednesday afternoon as a compromise was announced on the stalled reauthorization of the federal SBIR/STTR programs. And, if passed as written, we won’t have to go through this again until September 2031, which shifts future debate until an off-election year.

Overview of governors’ State of the State & Budget addresses

As we come to the end of February, more than half of the governors have either delivered their 2026 State of the State, their Fiscal Year (FY) 2027 Budget addresses, or a combination of the two, laying out their priorities for the coming year. With forecasted revenues for many states tightening, many governors and lawmakers, with a few exceptions, offer cautious or constrained funding priorities and proposed initiatives.

It may not always be rocket science, but that doesn’t mean companies with scientific or technologically sophisticated innovations have an easy time raising capital. New academic research might lead one to wonder: Should TBED policy makers provide training for angel and VC investors that improves their understanding of critical tech - or continue to focus primarily on funding gaps and teaching founders to speak the language of VCs?
