"Tapping the Technology Innovation Program and the Manufacturing Extension Partnership"
On September 14th from 9:00 A.M.-12:00 P.M., SSTI is co-hosting a regional meeting with officials from the Technology Innovation Program (TIP) and the Manufacturing Extension Partnership (MEP) that we encourage you or one of your colleagues to attend. TIP and MEP are two of the most market-driven programs offered by the federal government. The meeting will give you a chance to learn directly from officials with the two programs about:

SSTI's popular plenary format with instant audience polling allows you to take part in the most pressing issues facing the TBED community by providing input, asking questions, and contributing data from your state or region. Through a request for information on commercializing university technology and a series of regional meetings, Obama administration officials have been seeking input on what universities' economic development roles have been, haven't been, should be, and what the federal government should do about it.

A research consortium led by Pennsylvania State University will receive up to $122 million over the next five years to develop an Energy Innovation Hub focused on developing technologies for making buildings more energy efficient. The team will pursue a research, development and demonstration program targeting technologies for single buildings and district-wide systems, according to a news release. This is the third innovation hub announced by DOE this year to receive FY10 funding.

Regular readers of the Digest know that over the last year, SBA has launched a set of new programs and initiatives, including support for cluster development, changes to the SBIC application process, the revival of the FAST program, and a request for information on mentoring and entrepreneurship education for high-growth companies.

SSTI's 14th Annual Conference agenda features some of the most relevant topics designed to help your efforts to support regional innovation, and this year we're going straight to the top to find out what federal officials, governors, and state policymakers envision on the road ahead for tech-based economic development. Brian McGowan, a senior Economic Development Administration official, will kick off the conference on Tuesday, Sept.

Pressure on state budgets is at a historic high, and, ultimately, it's going to be state legislators that will make the decisions on how limited resources are allocated. The Road Ahead: The View from Legislators will provide you the opportunity to get a candid assessment from two legislators on what is needed to build support for tech-based economic development in this tough environment and what they see as the road ahead.

Everyday more organizations are realizing the potential of mentoring programs to help assist high-tech entrepreneurs and to build stronger tech industries. In recognition of this growing trend, SSTI will feature two sessions on entrepreneurial mentoring at this year's Annual Conference. The first, Sustaining Entrepreneur-in-Residence & Mentoring Programs, will examine how these programs recruit, retain and support experieinced mentors.

The Tennessee Biotechnology Association has changed their name to Life Science Tennessee.

Ann Arbor SPARK recently added Bill Mayer as director of their business accelerator team.

The Philadelphia region increased retention of non-native students (students who are not originally from Philadelphia but attended undergraduate or graduate school in region) by 165% from 2004 to 2010 due to an increase in regional involvement opportunities for students (e.g., volunteer opportunities, internships, off-campus work opportunities and local cultural/entertainment activities), according to a new survey by Campus Philly.

Carl Bauer is retiring from federal service and leaving the National Energy Technology Laboratory effective Feb. 28, following a four-year tenure as the laboratory’s director.

Joining the Pittsburgh Life Sciences Greenhouse as executives in residence are Maureen Peszko and Michael Lang. Pierre Queiroz de Oliveira will be joining the program as an executive associate.

The recent creation of the Energy Alliance of Southwestern Pennsylvania is intended to advance the energy-related economy of the Pittsburgh region by funding companies, coordinating projects, devising policies, and marketing the region's assets. While staff for the Energy Alliance will come primarily from the Allegheny Conference and Innovation Works, other partners of the effort include the University of Pittsburgh, Carnegie Mellon, and various energy-related firms in the region.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

The first third of the current fiscal year was over before Pennsylvania leaders could agree on a $27.8 billion FY10 budget that sharply reduces spending across many areas of community and economic development. It does boost funding for basic education to historic levels, however.

Richard Lunak is the new CEO of Innovation Works and Ron Bianchini has been named chairman of the organization.

Is Pennsylvania getting enough bang -- or the right bang -- from its investments in promoting a tech-based economy? The state has been one of the nation's leading public investors in technology-based economic development (TBED) for more than 20 years. Programs have evolved and been added over the years as factors affecting innovation and private sector growth changed. The result is now Pennsylvania's researchers and entrepreneurs have a complex portfolio of public-private resources available to them.

Across the nation, policymakers, business leaders, private foundations and nonprofit groups are investing in science, technology, engineering, and mathematics (STEM) graduates to maintain a competitive U.S. workforce. From middle school math and science labs to engineering-centered summer camps and tuition reimbursement for undergraduates who pursue these fields, there is widespread support for STEM graduates.

 

The Beaver County (Pa.) CO-OP announced it will change its name to StartingGate. The incubator will continue to assist entrepreneurs and new business start-ups and help expand existing businesses.

Joe Dedman was chosen as the first executive director of the Southeast Indiana WIRED.

Brian DuBoff was named the director of Maryland's southern region Small Business Development Center, which is hosted by the College of Southern Maryland.

In the midst of a national economic downturn, coupled with stagnant to little growth in wages for even college-educated individuals, state efforts to build a qualified workforce and attract industries in emerging fields that pay above-average wages are crucial to ensuring economic growth.
 

The U.S. Department of Commerce's Economic Development Administration (EDA) recently announced Ben Franklin Technology Partners (BFTP) as the winner of the "Excellence in Technology-led Economic Development" award, as part of EDA's Excellence in Economic Development Awards 2008. BFTP, created in 1983, has regional offices in Lehigh Valley, Philadelphia, Pittsburgh and State College.

It's no wonder SSTI's Annual Conference presents such a broad range of perspectives and approaches to TBED each year, when our organization draws in active membership from organizations from all across the continent! For example, with the involvement of the Alaska Manufacturing Extension Partnership, SSTI now has active members in 47 states, the District of Columbia, and Canada.

While many universities offer business plan competitions and programs in entrepreneurship and commercialization, fewer opportunities are available to learn about the capital side of the equation. Last week, however, two major conferences invited students to learn more about venture capital (VC) investment and emerging trends in the venture industry.
