DOE Issues Call to Help Commercialize Energy Technologies From National Labs
The U.S. Department of Energy’s (DOE) Office of Technology Transitions (OTT) announced that it will commit up to $20 million for the first round of the DOE’s Technology Commercialization Fund (TCF) – a matching fund that helps bring promising energy technologies developed at DOE-funded national laboratories to market. In addition to helping advance promising energy related technologies with commercial potential, the TFC is intended to strengthen partnerships between the national labs and private-sector companies that can deploy energy technologies to the marketplace.
VA Gov Set to Sign Package of ED Bills Including New Research Fund
On April 20, the Virginia General Assembly sent three economic development-focused bills (HB 1343, HB 846, and HB 834) to Gov. Terry McAuliffe. The bills include the creation of a new research fund and the creation of a network of regional economic development councils. Although the bills have yet to be signed, Gov. McAuliffe has publicly supported each of them. This package of economic development initiatives was originally proposed in the governor’s economic development strategy as well as his recent budget proposal. However, it took some compromise between the governor’s original proposals and the General Assembly to reach a final package.
MA Lawmakers Pass Economic Development Bill, Awaits Gov Approval
On August 1, the Massachusetts lawmakers enacted a comprehensive economic development bill (H.4377). The bill currently awaits Gov. Deval Patrick’s approval. Per state law, Gov. Patrick has until August 14 to sign the bill, 10 days after he received it. The approved bill that received unanimous approval by the Massachusetts state Senate was passed as a comprise package between two bills proposed in the Senate and House.
TEDCO Announces State-Backed Investment Fund for Cybersecurity Companies
The Maryland Technology Development Corporation (TEDCO) announced that it received state-backing for its Cybersecurity Investment Fund (CIF) – a fund that helps companies across the state develop and commercialize new cybersecurity products. TEDCO will make investments of up to $100,000 to help companies achieve early technical milestones that are critical to the commercialization process.
CA, MN University Systems Take Different Approaches to Startup Support
Within the past month, two of America’s major research universities – the University of California system (first in total R&D expenditures, according to the NSF) and the University of Minnesota-Twin Cities (eleventh in total R&D expenditures) announced new funds to increase the rate at which their students, faculties, and researchers are able to commercialize their ideas into new businesses.
DOE Releases Second Quadrennial Technology Review on S&T Energy Efforts
The Department of Energy (DOE) released the 2015 Quadrennial Technology Review (QTR), a more than 500-page report examining the status of foundational energy science and technology (S&T). The QTR also highlights the research, development, demonstration, and deployment (RDD&D) opportunities with a focus on technologies with commercialization potential in the mid-term and beyond.

START Program to Accelerate SBIR Funded Projects in Massachusetts
A new program launched in Massachusetts will help companies commercialize technologies developed under the Small Business Innovation Research (SBIR) program by picking up where Phase II of the program leaves off, providing financial support, coaching and introductions to potential investors. The Massachusetts Technology Development Corporation will initiate the program with $6 million over the next three years.
Canada's 2012 Budget Focuses on Industry-Led R&D
With a new approach to supporting innovation by pursing business-led initiatives focused on better meeting private sector needs, Minister of Finance Jim Flaherty presented Canada’s Economic Action Plan 2012, providing $1.1 billion CAD ($1.1 billion USD) over five years for direct R&D support. The budget also includes $500 million CAD ($502 million USD) to increase private sector investments in early stage risk capital and support the creation of large-scale venture capital funds led by the private sector.
Virginia Gov's Amendments Would Restore Funding for Research, Life Sciences
While touting broad support from lawmakers for his 2012 legislative agenda during the regular session, Gov. Bob McDonnell also expressed concern about several economic development and education initiatives left out of the 2012-14 biennial budget passed by lawmakers during a special session that ended last month. Just in time for the deadline, Gov. McDonnell submitted $43.9 million in budget amendments, which include restoring funds for research, life sciences and teacher recruitment.

Senators Introduce Startup Act 2.0 to Accelerate New Business Development, Expansion
Sens. Moran (R-KS), Warner (D-VA), Rubio (R-FL), and Coons (D-DE) introduced legislation on Tuesday that would continue to spur the economy through the creation of new businesses. Senate Bill 3217, also known as Startup Act 2.0, expands on the initial Startup Act introduced by Sens. Moran and Warner in December, and builds on the success of the JOBS Act passed with bipartisan support in both houses and signed by President Obama earlier this year.
Two Long-standing TBED Organizations Joined to "Innovate Washington"
Created as the successor to two longstanding and accomplished tech-based economic development organizations — the Washington Technology Center (WTC) and the Spokane Intercollegiate Research and Technology Institute (SIRTI) — Innovate Washington will serve as the state's primary agency responding to tech transfer needs and strengthening university-industry partnerships. Officials in Louisiana, Rhode Island Tout Tech Hub Proposals
One is a proposed tech corridor focused on energy and environment in southeastern Louisiana and the other is being called a "knowledge district" meant to capitalize on the life sciences sector in Providence, but both have the same goal: growing high-tech industry sectors and creating high-wage jobs. Though the concept has been around for decades and is successful in many areas of the country, some states and regions are just now finding their niche and gaining support to establish tech hubs.
Trio of Tech-focused Tax Credits Pass in Louisiana Legislature
At the close of the 2011 legislative session in Louisiana last week, lawmakers approved three measures to encourage investment in high-tech economic endeavors. This includes renewing and enhancing the R&D tax credit and the Technology Commercialization credit and reinstating an angel investor tax credit for investment in emerging startups.
NY Dedicates Federal Funds for Investment in Emerging Tech Companies, Manufacturers
Lawmakers last week passed a measure establishing the Innovate NY Fund to invest $25 million of federal funds in technology development organizations, research universities, and seed-stage investment funds. The Empire State Development Corporation will administer the fund and establish a competitive process for evaluating applicants. Investment priority is given to companies involved in commercialization of R&D or high-tech manufacturing.

NIH Announces Competition for Biomedical Proof-of-Concept Centers
The National Institutes of Health (NIH) is accepting applications for the Research Evaluation and Commercialization Hub (REACH) program to support proof-of-concept centers (Hubs) that facilitate and accelerate the translation of biomedical innovations into commercial products that improve patient care and enhance health. New Commercialization Efforts Launched by Universities, Industry Partners
University-focused initiatives that help bring new technologies and products to market help drive regional economic development and encourage an entrepreneurial culture on campuses. SSTI’s latest Trends in TBED report featured a number of commercialization efforts launched in 2013, including university-based funds to support ideas from faculty, staff and alumni. So far, 2014 also has proven active in this area with the announcement of several new initiatives to support university technology startups.
Industry Support Boosts Chances of Tech Commercialization, Study Indicates
Corporate-sponsored research resulted in licenses and patents much more frequently than federally sponsored projects at the campuses of the University of California system, according to findings published in Nature. A 20 year study found that industry support was more likely to produce patents, licenses and future citations in all fields of research. Projects that received both corporate and federal support were even more likely to generate useful intellectual property.

Unlike last year when a wave of new governors pushed sweeping proposals to re-organize economic development activities and grow the economy, the 2012 legislative sessions brought mostly modest changes for tech-based initiatives. While many programs were level funded or received smaller increases than in previous years, a handful of states increased funds or introduced new initiatives to support economic development efforts.
