Useful Stats: A standardized look at state-level academic S&E article output

States invest heavily in academic research with the expectation that these efforts will advance scientific knowledge, support innovative industries, and strengthen local talent pipelines. Comparing research performance across state lines is difficult due to differences in academic landscapes: some may have large medical schools with high-cost labs, while others have research-active public universities in lower-cost fields or are more pedagogically focused. 

States invest heavily in academic research with the expectation that these efforts will advance scientific knowledge, support innovative industries, and strengthen local talent pipelines. Comparing research performance across state lines is difficult due to differences in academic landscapes: some may have large medical schools with high-cost labs, while others have research-active public universities in lower-cost fields or are more pedagogically focused. Article output is one way of measuring academic research. This edition of Useful Stats standardizes science and engineering (S&E) article output for peer-reviewed documents (e.g., articles, reviews, and conference proceedings) published in refereed scientific journals at the state level by two complementary numerators. These numerators showcase different facets of academic research productivity: output per million dollars of academic S&E R&D spending, and per 1,000 science, engineering, and health (SEH) doctorate holders employed in academia. Although similar, each highlights a distinct part of the research ecosystem, with one reflecting the intensity of research spending and the other the publishing activity of academic researchers themselves.

Institutions with limited federal funding have new access to R&D programs

The objective of the Established Program to Stimulate Competitive Research (EPSCoR) is to help states receiving the least amount of federal research and development (R&D) funds within their postsecondary institutions improve their competitiveness for federal grants and awards. A measure of EPSCoR's effectiveness, then, is whether or not the state's academic research enterprise is capturing a larger share of federal R&D expenditures. This article utilizes data from the Higher Education Research and Development (HERD) survey, analyzing the total and federal HERD dollars for the 25 current EPSCoR eligible states compared to those not eligible, finding: 1) EPSCoR states are not receiving proportionately more federal HERD dollars and 2) EPSCoR states have an extremely large variation of total HERD dollars between states, inclusive of both the highest grossing states as well as all three states experiencing a decrease.

Fiscal Year (FY) 2021 saw higher education research and development (R&D) spending increase by a total of $3.43 billion (3.97%) over the prior year — a higher rate of growth than the 10-year average of +3.53% per year — and $23.99 billion (36.51%) over the past 10-years. Using data from the most recent release of the Higher Education Research and Development (HERD) survey, this article will analyze state-level trends on higher education R&D expenditures, revealing the aforementioned increased expenditures, although strong, are barely keeping pace with the nation’s overall economic growth.

NSF announces new $60 million program for academic institutions to scale the translation of research

The U.S. National Science Foundation announced a new $60 million investment led by NSF's Directorate for Technology, Innovation and Partnerships — the Accelerating Research Translation, or ART, program. The program will build capacity and infrastructure at higher education institutions that are needed to strengthen and scale the translation of basic research outcomes into impactful solutions and practice.

NSF solicits proposals for $20M program to broaden participation in innovation ecosystems

NSF’s 11 new AI institutes total $220M and expand reach to 40 states

The National Science Foundation has announced the establishment of 11 new NSF National Artificial Intelligence Research Institutes, reaching a combined investment of $220 million and including a total of 40 states when adding the original seven institutes announced last year. After 4-years of decline, universities report increased federal R&D funding for FY 2016

For the first time in five years, federal funding for higher education research and development increased in both current and constant dollars, according to recently released data from the National Center for Science and Engineering Statistics within the National Science Foundation. In FY 2016, universities reported $72.0 billion in total R&D expenditures, a 4.8 percent increase from FY 2015. Of this amount, more than half (54 percent) came from the federal government.

For the first time in five years, federal funding for higher education research and development increased in both current and constant dollars, according to recently released data from the National Center for Science and Engineering Statistics within the National Science Foundation. In FY 2016, universities reported $72.0 billion in total R&D expenditures, a 4.8 percent increase from FY 2015. Of this amount, more than half (54 percent) came from the federal government. Institutionally financed research represented 16 percent, the second largest source of R&D funds at universities in FY 2016.

NSF Releases Five-Year Investment Framework for Graduate Education

In FY13, federal agencies obligated $29 billion to 995 academic institutions for science and engineering (S&E) activities, according to a recent National Science Foundation (NSF) InfoBrief. The FY13 federal obligation represented a 6 percent decrease in current dollars from the $31 billion that federal agencies obligated to 1,073 academic institutions in FY12 – the third year in a row of declining S&E funding to academic institutions.

NSF Accepting Applications for New I-Corps Sites

NSF Awarded $6.8B for Research, STEM Education in FY14

The National Science Foundation (NSF) was appropriated $7.2 billion in FY14 (not including mandatory accounts) of which over $6.8 billion (nearly 95 percent of NSF’s total appropriations) was used to support research and education awards. Underrepresented minorities' share of  Science and Engineering (S&E) bachelor's and master's degrees has been rising since 1993, but their share of doctorates in these fields has flattened at about 7 percent from 2002 to 2012, according to the National Science Foundation’s (NSF) Women, Minorities, and Persons with Disabilities in Science and Engineering: 2015 report.

Federal funds for science and engineering at American universities grew steadily from 2001 to 2008, jumped in 2009 and 2010 due to the American Reinvestment and Recovery Act (ARRA), and more or less returned to its original trajectory in 2011, according to survey data from the National Science Foundation (NSF). Federal S&E funding in most states followed a similar pattern. A few states, including Minnesota and Delaware, managed to sustain their level of federal S&E support after the Recovery Act funds ceased.

Top 30 Research Universities Accounted for Over 40% of Total Academic R&D FY11 Spending

In FY11, the top 30 U.S. research universities accounted for over 40 percent (approximately $26.1 billion) of total academic R&D spending in 2011, according to survey data collected by the National Science Foundation. The other 882 universities surveyed accounted for approximately $39 billion of the total academic R&D spending for the 2011 fiscal year (approximately $65.1B billion). The Higher Education Research and Development Survey population also increased from 742 universities in 2010 to 912 in 2011.

NSF: Federal Support for Academic Basic Research Remains Steady

Federal funding for basic research performed at universities and colleges decreased 0.3% between FY11 and FY12, according to a new National Science Foundation (NSF) Infobrief. In FY12, basic research at universities and colleges accounted for 11.4% of total R&D obligations, and is estimated to increase to 11.8 percent of total R&D obligations in FY13, and to 12.5 percent in FY14.

U.S. S&E Graduate Enrollment Steady While Foreign Enrollment Rises, NSF Reports

In 2012, U.S. science and engineering graduate programs saw a small 1.7 percent drop in enrollment by U.S. citizens and permanent residents, according to data from the National Science Foundation (NSF). Enrollment by foreign students, however, rose by 4.3 percent. NSF notes that 2012 is the second year in a row that saw very little increase in citizen enrollment, following five years of growth in the range of 2-3 percent.

With Earth Day just around the corner, SSTI is taking a closer look at environmental science research spending in the states.  Even as climate change emerged as a key political topic during the first decade of the millennium, spending on environmental research at American colleges and universities declined as a percentage of all R&D, according to data from the National Science Foundation (NSF) Higher Education Research and Development (HERD) Survey. Between 2003-12, environmental science expenditures fell from 5.3 percent of all R&D expenditures to 4.8 percent.

Between FY2007-12, research and development (R&D) spending at U.S. universities grew 27.5 percent, from about $51.6 billion to $65.8 billion, according to the latest edition of the National Science Foundation’s (NSF) Higher Education Research and Development (HERD) survey. The survey provides a look at R&D spending at U.S. universities, with data broken down by state, institution, research area and funding sources.

U.S. spending on higher education research and development (R&D) declined in FY12 (after adjustments for inflation) for the first time in almost 40 years, according to data from the National Science Foundation (NSF). The decrease marks the end of a period of modest growth since 2009 in which R&D expenditures increased at an average of five percent each year. NSF Awards $74M for Engineering Research Centers

The National Science Foundation (NSF) has announced that it will award $74 million total for the creation of four interdisciplinary research and education centers as part of the third generation of NSF Engineering Research Centers. In addition to their primary focus on commercialization and education, these centers will emphasize innovation, entrepreneurship, small business collaboration, and international partnerships. For the first time, two of the ERCs will be co-funded by the Department of Energy.
