College mergers a prescription in meeting higher ed headaches

Declining enrollments, higher costs and limited state funding continue to challenge higher education institutions, and possible mergers continue to surface as an option to meeting those challenges. In Pennsylvania, a new study sponsored by the Pennsylvania Legislative Budget and Finance Committee identifies options to help ensure the sustainability of the State System of Higher Education, and mergers factor into those considerations.

States launch more help for students in completing education

North Carolina and Tennessee are implementing new initiatives to get students in their states the help they need to either complete degrees or training that will help improve workforce development in those states. North Carolina’s governor recently added a new line of grants dubbed “Finish Line” grants, to help students that are struggling with non-academic problems complete community college.

Across the nation, R&D at colleges and universities plays an important role in generating promising inventions, training our STEM talent pipeline, and supporting regional economic development. An SSTI analysis of National Science Foundation data finds that higher-education R&D (HERD) is a multi-billion dollar industry that directly employs nearly one million personnel on projects and grants in the United States. However, the locations of R&D projects and personnel differ greatly by state and region.

Salary and debt from college majors revealed in new Texas tool

May 1 marks the deadline to choose a school for students considering their college options. A new tool developed by the University of Texas system and the U.S. Census Bureau can give a real sense of what students graduating from that system can expect to earn as well as the average debt graduates carry. The tool, seekUT, reveals the average earnings from each of the majors at the different schools and branch campuses one, five and 10 years after graduation.

Given higher education’s role in generating the knowledge that catalyzes innovative new technologies developed by high-growth startups, R&D conducted at institutions of higher education is one of the most important metrics for evaluating an area’s innovation economy. This edition of Useful Stats examines NSF’s recently updated Higher Education R&D (HERD) survey, finding that most states, although not all, experienced growth in HERD expenditures from 2018 to 2019.

Given higher education’s role in generating the knowledge that catalyzes innovative new technologies developed by high-growth startups, R&D conducted at institutions of higher education is one of the most important metrics for evaluating an area’s innovation economy. This edition of Useful Stats examines NSF’s recently updated Higher Education R&D (HERD) survey, finding that most states, although not all, experienced growth in HERD expenditures from 2018 to 2019. This analysis also examines 2019 state HERD expenditures by R&D field, finding that life sciences accounted for the lion’s share of HERD spending in every state except Alaska, typically followed by either engineering; the physical sciences; or the geological, atmospheric, and ocean sciences.

EDA announces University Center Competition winners

The EDA University Center Economic Development Program Competition recently announced $2.5 million in grants awarded to 25 colleges and universities in the Chicago and Philadelphia EDA regions to leverage assets, promote innovation and strengthen regional economies. The goal of these awards is “to boost innovation, create good-paying jobs and ensure American competitiveness in the global economy” while funding research as well as innovation economy development services.

Federal funding is a major source of support for the science and engineering (S&E) activities of the nation’s institutions of higher education (IHEs). This week’s edition of Useful Stats shows that in 2019 (the most recent year for which data is available), the vast majority — 87.6 percent or $33.4 billion— of that federal support came from only three agencies: the Department of Health and Human Services (HHS), the National Science Foundation (NSF), and the Department of Defense (DoD).

NSF’s 11 new AI institutes total $220M and expand reach to 40 states

The National Science Foundation has announced the establishment of 11 new NSF National Artificial Intelligence Research Institutes, reaching a combined investment of $220 million and including a total of 40 states when adding the original seven institutes announced last year. The institutes are expected to act as connections in a broader nationwide network and will be led by NSF in partnership with the U.S.

Some universities canceling student debt

In an unexpected turn of events, some college students around the country have been logging into their accounts to check on account balances and finding them canceled. Many institutions of higher education across the country have been taking advantage of federal assistance provided through the CARES Act Higher Education Emergency Relief funds (HEERF) to cancel student debt. HEERF I, II and III represent three programs that Congress appropriated to higher education to help prevent, prepare for, and respond to coronavirus, including emergency financial grants to students.

University endowments see uncertain success in returns from alternative assets

Across the United States, universities’ endowments have seen a large return in their portfolios in the past year, according to a recent PitchBook report. This trend was most notable in well-known universities with large endowments. The University of North Carolina reported a 42.3 percent return, Duke University reported a 56 percent return, and Washington University in St. Louis reported a 65 percent return. These gains are largely attributed to their investments in alternative assets like venture capital and private equity.

Census Bureau expands institutional participation for Post-Secondary Education Outcomes

Despite having no coordinated outreach and growth strategy, the Census Bureau’s Longitudinal Employer-Household Dynamics (LEHD) program has increased university participation in its Post-Secondary Education Outcomes (PSEO) survey — which illuminates the employment and earnings outcomes of graduates as well as what industries they work in and which region of the country they live in after graduation — and is already in the process of negotiating a significant expansion for the next wave.

Despite having no coordinated outreach and growth strategy, the Census Bureau’s Longitudinal Employer-Household Dynamics (LEHD) program has increased university participation in its Post-Secondary Education Outcomes (PSEO) survey — which illuminates the employment and earnings outcomes of graduates as well as what industries they work in and which region of the country they live in after graduation — and is already in the process of negotiating a significant expansion for the next wave. Originally developed in partnership with the University of Texas System, the program has grown to include the Colorado Department of Higher Education, the University of Michigan-Ann Arbor, and the University of Wisconsin-Madison — bringing the total number of participating institutions to 47. The Census Bureau is currently negotiating agreements with university systems and state departments of higher education in Arizona, Indiana, New York (SUNY and CUNY systems), Ohio, Texas (Higher Education Coordinating Board), Utah, and Virginia.

An important element of a region’s innovation community is its knowledge capital, and one way to try to determine a locality’s knowledge capital is to examine the number of individuals receiving research-based doctorate degrees in the science and engineering (S&E) fields. The National Science Foundation (NSF) recently updated their Survey of Earned Doctorates with data for the 2018-2019 academic year.

An important element of a region’s innovation community is its knowledge capital, and one way to try to determine a locality’s knowledge capital is to examine the number of individuals receiving research-based doctorate degrees in the science and engineering (S&E) fields. The National Science Foundation (NSF) recently updated their Survey of Earned Doctorates with data for the 2018-2019 academic year. For the period ranging from July 1, 2018 to June 30, 2019, the number of total PhDs awarded increased nationally by 1.1 percent over the previous academic year to 55,703. The update also shows that the number of degrees awarded to recipients in S&E fields was 42,980. SSTI’s analysis explores the total number of S&E PhDs awarded per state, as well as the number of S&E PhDs per 100,000 state population.

The Times Higher Education Impact Rankings has measured 768 universities around the world against the United Nations Sustainable Development Goals (SDGs). Combining research and activity metrics, the 2020 rankings place institutions from New Zealand and Australia in the top four spots, with U.S. universities holding 14 places within the top 200.

Last week,  U.S. Secretary of Education Betsy DeVos announced that more than $6 billion of the roughly $14 billion in funding for higher education through the Coronavirus Aid, Relief, and Economic Security (CARES) Act would be made available to colleges and universities to provide direct emergency cash grants to college students whose lives and educations have been disrupted by the coronavirus outbreak. Those disruptions reflect just a piece of the larger upheaval the coronavirus has inflicted on the entire higher education community. Institutions across the country are wrestling with ways to stem the damage from the pandemic, from easing admission standards and furloughing employees to delaying a return to campuses and possibly even closures. And some are saying that the funds that have been provided, just a fraction of the $50 billion the higher education community had sought, won’t be nearly enough.

$300 million gift to MO higher ed will support innovation and entrepreneurship

In the largest single gift in the history of Missouri higher education, $300 million has been donated to support Missouri S&T that will enable the university to establish a new school of innovation and entrepreneurship, among other things. The benefactors are St. Louis businessman Fred Kummer, a graduate of the school who credited the education he received there with his success, and his wife.

This year marks the 30th anniversary of the Georgia Research Alliance (GRA), a public-private partnership that works with both the University System of Georgia and the Georgia Department of Economic Development to expand the research capacity at the state’s universities and seed and shape startup companies. When it was formed in 1990, GRA was a new kind of enterprise.

First-year earnings and debt for 37,000 college majors at 4,400 institutions

Investing in a college education comes with expectations of good returns on the investment. A recent analysis by Georgetown University’s Center on Education and the Workforce (CEW) found that first-year earnings for the same degree and major can vary by as much as $80,000 at different colleges. And while graduates from more famous, selective colleges have higher earnings in many instances, such is not always the case.

First- and second-generation immigrants making up larger portion of higher education enrollment

In 2018, 5.8 million students at colleges and universities within the United States were either the children of first-generation immigrants or were immigrants themselves, which accounted for 28 percent of the total student population and was a noticeable increase from the 2.9 million enrolled in 2000. This data serves as the foundation of a new report from the Migration Policy Institute, Immigrant-Origin Students in U.S.

First-time beginning students looking to pursue post-secondary education tumbled this fall, showing a 16.1 percent decrease nationally when compared with last year’s figures, according to recently released data from the National Student Clearinghouse Research Center. That decline was even worse at community colleges, down 22.7 percent compared to a 1.4 percent increase the previous year.

A new report from the Minority Business Development Agency (MBDA) highlights the impact of business and entrepreneurship courses at Tribal Colleges and Universities (TCUs), which have long served as bastions of cultural identity at many American Indian and Alaskan Native reservations and important economic drivers in these prominently rural areas.
