NSF announced five new multi-institution I-Corps Hubs to deliver entrepreneurship training to academic researchers and scale the National Innovation Network. Each hub is funded at $3 million per year for five years and comprises a regional alliance of at least eight universities. The hubs are intended to offer a more integrated approach than the previous I-Corps Nodes and I-Corps Sites, which were funded separately. The new model will provide increase funding and enable scaling I-Corps across the country.

The Pennsylvania Department of Community and Economic Development (DCED) in partnership with a student team at Carnegie Mellon University has developed a new Innovation Economy Dashboard that is intended to help inform policymaking decisions based on reliable data. Whether or not your state embraced strict measures in an attempt to reduce virus spread, the current pandemic has created the need for reflection and revision of how each of us go about our lives. The same opportunity has arisen for the public and private sectors to rethink how they engage in many core functions.

Regardless of the approach used, the goal of every economic development program in the country is to create economic opportunity within a specific geographic area.

High-risk/high-reward research can yield breakthroughs, produce new technologies, and allow the surrounding region to remain economically relevant. However, the scientific community remains concerned that research and development-focused policies, both in the U.S. and elsewhere, continue to be conservative with their goals by only encouraging incremental growth that can yield tangible results in shorter amounts of time. These concerns, and potential policy solutions, are explored in a recently published research paper by the Organization for Economic Cooperation and Development (OECD).

Outlining the need for a new national effort to build regional innovation economies, a panel of experts gave testimony to the Research and Technology subcommittee of the House Committee on Science, Space and Technology, chaired by Rep. Alabama is the latest state that is embracing innovation as a way to grow the state’s economy. On May 19, Alabama Gov. Kay Ivey signed legislation that grew from two top priority measures of the Alabama Innovation Commission — proposals discussed between SSTI and commission members in a meeting earlier this year.

Facing current challenges and a changing economy, Oregon is turning to innovation-based economic growth. Their new 10-year Innovation Plan focuses on ensuring a competitive position through four means — traded sector industries that constantly innovate; a robust entrepreneurial ecosystem; financial capital markets that are open to investing in innovative firms and entrepreneurs; and promoting itself as a place to start and grow in innovative company.

To bolster its already thriving technology sector, the city of Austin, Texas, has partnered with Opportunity Hub (OHUB) and others from industry and academia to bring a new Equity District to the city.

Already weakened before the pandemic, a new report from the National Defense Industrial Association (NDIA) finds that the health and readiness of the U.S. defense industrial base — composed of manufacturers, technology innovators, and systems integrators, research organizations, and suppliers — faces particularly large obstacles in the areas of innovation and supply chain. Ohio’s governor and other state leaders this week announced the creation of a new Cleveland Innovation District, with the state of Ohio, through the Ohio Development Services Agency (DSA), JobsOhio and the Cleveland Clinic committing a combined $565 million to the new district.

Nearly 75 years ago, the head of the U.S. Office of Scientific Research and Development, Vannevar Bush, published what became a seminal report in the science community. The report chronicled the necessity of basic scientific research, investment by government in science and innovation, and identified the reasons to push the limits of our own knowledge. In nearly every research institution, there are individuals who achieve oversized impacts. In the academic environment, publications and citations were the traditional standard bearers for advancing science, engineering and discovery — unfortunately, tenure and title are still stubbornly tied to these measures in universities. Patents became the next tier for measuring performance many years ago.

While economic development tends to be nonpartisan at the state level, many states are limited in their ability to fund innovative programs. In order to fund efforts that may serve as part of a national development strategy, Congress should use the bipartisan support of state efforts to establish and expand federal-state development partnerships and a strategy focused on countering China’s rise in advanced industries.

With the general election less than one month away, SSTI has reviewed the 120 state ballot initiatives throughout the country for innovation-related issues. Education, gig workers, redistricting and issues surrounding elections and state budgets are scattered across the country and can affect the future of innovation through funding, talent and political will. In the largest single gift in the history of Missouri higher education, $300 million has been donated to support Missouri S&T that will enable the university to establish a new school of innovation and entrepreneurship, among other things. The benefactors are St. Louis businessman Fred Kummer, a graduate of the school who credited the education he received there with his success, and his wife.

The United States Patent and Trademark Office (USPTO) has launched the National Council for Expanding American Innovation (NCEAI), an initiative aimed at expanding innovation and entrepreneurship in America. The council consists of leaders in industry, government, and academia. The USPTO created the council to develop a comprehensive national strategy to build a more diverse and inclusive innovation economy.

The Lab-to-Market (L2M) subcommittee of the National Science and Technology Council’s Committee on the Science and Technology Enterprise is launching a $325,000 prize competition to highlight successful examples of innovation ecosystems, particularly existing resources that support underserved communities or remarkable responses to the pandemic environment. There are three categories for applicants with an informational webinar

The House has now passed 10 of the 12 annual appropriations bills for FY 2021. Within the total funding is support for key innovation priorities, including $35 million for EDA’s Build-to-Scale (i.e., Regional Innovation Strategies), $6 million for SBA’s innovation clusters program and $4 million for Federal and State Technology Partnerships (FAST). SSTI’s Innovation Advocacy Council had made expanding funding for each of these initiatives a priority for the year.
