Federal government wants patent rights? Budget bills see action

Large federal slice of patent pie looming? In an exclusive interview with Mike Allen on The Axios Show, U.S. Commerce Secretary Howard Lutnick floated the idea that the federal government should receive “half the benefits” of federal R&D, referring to a direct share of the financial returns from patents stemming from R&D funded by the federal government.

NSF finds gender inclusion benefit within programs

In a report of FY 2011-2016 data, the National Science Foundation finds that rate of female participants in its currently-funded Engineering Research Centers (ERCs) may be higher than for overall engineering programs. Specifically, participation among female faculty is better by about seven percent, by about 15 percent among female undergraduates, and a more modest 1-2 percent increase among doctorate students.

Specter of Budget Sequestration Looms Over November's Elections

Unless Congress and the White House take action by the end of the year, across-the-board spending reductions will go into effect for all federal agencies as a result of provisions in the Budget Control Act of 2011. The budget sequestration would reduce defense discretionary funding by 9.4 percent and non-defense funding by 8.2 percent from the 2011 baseline.

Four ways the White House reorganization plan could affect American innovation

The White House Office of Management and Budget released Delivering Government Solutions in the 21st Century, a plan for reorganizing federal agencies. On topics related to innovation, the wide-ranging plan would make changes to education, workforce, economic development, small business and more. Some of the suggestions could advance with administrative actions only, while many will require congressional support.

Final FY 2018 budget increases Regional Innovation, MEP, NSF

With final passage and signage pending at the time of publication, the federal budget for FY 2018 provides relatively strong support for innovation economies. The Regional Innovation Strategies program is funded at $21 million, MEP at $140 million and the National Science Foundation at $7.8 billion, increases for all organizations. Other notable innovation programs receiving at least level funding are SBA’s cluster and accelerator programs, DOE’s ARPA-E, NASA science and the National Institutes of Health.

NSF-NIH Pilot to Offer Boot Camp for Biomedical Innovators

A pilot collaboration between the National Science Foundation (NSF) Innovation Corps (I-Corps™) and the National Institutes of Health (NIH) will offer a nine-week boot camp to help biomedical researchers bring their discoveries to market. Academic researchers and entrepreneurs who have received SBIR/STTR Phase One awards from participating NIH institutes may apply to the I-Corps at NIH™ for training in building scalable business models around their technologies.

Federal Support Declining for Academic Research, Universities Face Challenges with Budget Constraint

The Congressional Research Service recently published findings on the current conditions of federal support of academic research, highlighting the threat that constrained university, state and federal budgets places on critical basic research. Although there is growing recognition that R&D is crucial to the long term health of the nation's science and technology sectors, data from the report shows U.S. colleges and universities have seen a decline in financial support at the federal, state and private levels.

Federal Agencies Unveil R&D Dashboard

Several federal agencies have joined forces to launch a new beta website that allows individuals to look at U.S. federal investments in science and engineering from two agencies — the National Institutes of Health (NIH) and the National Science Foundation (NSF). The R&D dashboard gives users the ability to search and download data on grants issued by the federal government to research institutions (investments) and on output activities (e.g., patents and publications) from federally funded research by state, congressional district and research institution.

New R+D Dashboard Tracks Federal Science Agency Investments

A new prototype website allows users to track R&D grants and awards from federal agencies. The current version provides publicly reported federal agency data from the National Science Foundation and the National Institutes of Health from 2001 to 2010. It also provides output data on patents, patent application and publication. Future updates will integrate the site with all federal agency databases and additional output data. Visit the site...

Pew finds partisanship growing in American support for science

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
