Treasury Estimates $10 Billion in R&D Could Be Supported by Permanent Research Credit
Expanding the federal research tax credit and making it permanent could help generate $10 billion per year in research activity, according to a report from the U.S. Department of Treasury's Office of Tax Policy. Treasury also suggests that the enhanced credit could expand use of the credits, which already generate a one-to-one match in research spending and help support almost one million jobs. The current credit, which has been reauthorized temporarily 14 times since its introduction in 1981, is set to expire at the end of the year.
Iowa Bioscience Report Urges More State Support for University Researchers, Facilities
Recruiting bioscience faculty to universities and investing in R&D infrastructure tops the list of strategies recommended for Iowa to capitalize on a growing bioscience economy. A report commissioned by Innovate Iowa also finds that while significant progress has been made in growing the state's bioscience industry over the last 10 years, declining state funds to build research capacity and provide seed and venture capital remains a challenge for bioscience companies and entrepreneurs to compete regionally and globally.
University R&D and Venture Capital Rise, While Business Growth Declines in Maine
Three recent reports from Maine provide insight into the challenges of fostering an innovative economy in a rural state. Overall, the research suggests that Maine has done well in its efforts to support startups, but could do more to help those startups expand and find new markets. By encouraging innovation-based businesses to expand to markets outside of Maine and by offering mentoring services, the state could overcome the stagnation that can occur when companies and states focus on local markets.
Useful Stats: Department of Energy R&D Obligations per State FY2002-2006
Marking the first decline in a decade and despite a then-healthy economy, federal R&D for the Department of Energy (DOE) declined from FY05 to FY06. The percentage of total federal R&D obligations dedicated to DOE R&D also declined from FY05 to FY06.
Useful Stats: Federal R&D Obligations to Academia Per Capita, FY 2003-2007
On a per capita basis, federal R&D obligations to U.S. universities and colleges increased by 7 percent from FY 2003 to 2007, rising to $83.80 per person in FY07, according to the National Science Foundation. Total U.S. federal R&D obligations to academia increased by 11.1 percent over the same five years to $25.3 billion in FY07.

Commerce Taking Up Need to Commercialize More Federal R&D
Describing the nation’s innovation system as broken, U.S. Secretary of Commerce Gary Locke yesterday said the Department of Commerce will be “working hard to find solutions” that move more federally funded R&D into the commercial market.

University-based Research Initiatives Slated for Reduction in Georgia Budget
Gov. Sonny Perdue last week outlined an $18.2 billion budget for FY11 that reduces spending across several state agencies, including a $9.6 million reduction for R&D activities through the Research Consortium. The governor’s budget also would eliminate two science, technology, engineering and mathematics (STEM) programs within the Department of Education.
Florida 5-Year Plan Advocates STEM, Clusters & Tech Commercialization
Enterprise Florida released its latest five-year strategic plan for the state, calling for increased investment in STEM education, university research, commercialization assistance and early-stage capital access programs. Florida must diversify its economy and strengthen its high-tech industries in order to reduce the state’s reliance on population-based growth, according to the report. Enterprise Florida also endorses a cluster-based strategy to promote high-tech industries based on their relative levels of development in the state.

NSF: U.S. R&D Spending Continued to Grow in 2008
Despite the depth of the economic recession, preliminary estimates by the National Science Foundation indicate that U.S. R&D expenditures totaled $397.6 billion in 2008, up from $372.5 billion in 2007. This increase in overall national R&D performance represented growth in 2008 of 6.7 percent over the 2007 level. It also substantially exceeded the pace of growth in U.S. gross domestic product over the same year, which was 3.3 percent.
Should State R&D Funding Be Surveyed Annually?
Academic, industrial and federal R&D spending is surveyed annually by the National Science Foundation (NSF). Similar information regarding state R&D investments, however, only is captured periodically. The latest survey results, for fiscal years 2006 and 2007 were released this past December and used to create an SSTI Useful Stats table on state R&D intensity (see the Dec. 9, 2009 Digest). Is this information useful for state and local TBED practitioners and policy makers?
Change in Health & Human Services R&D, by State 2002-2006
Increasing life science and health-related research remains a major component of many state, local and university TBED strategies. Change in federal R&D obligations from the Department of Health and Human Services (HHS), which includes the National Institutes of Health, the Centers for Disease Control & Prevention, and Agency for Healthcare Research and Quality among other agencies, could be a good indicator of progress — or an indicator of the need to expand or amend those strategies.
Japan Experiences First Decline in R&D in Nine Years
A recent NSF survey found that between April 2008 and March 2009 Japanese R&D expenditures decreased by 0.8 percent to $188 billion compared to the previous year. Though this is the first decline in Japanese R&D spending in nine years, the rate of R&D investment as a percentage of GDP hit a record high of 2.78 percent. Louisiana Innovation Council Seeks Funds for Research Agenda
In a report to the Joint Legislative Committee on the Budget this week, the Louisiana Innovation Council set forth an agenda to recruit world-class researchers, establish centers of excellence, and facilitate university-based technology transfer. In a tight budget year, the council recommends using some of the remaining Louisiana Recovery Authority funds and private sector money to support the initiative with a minimum $15 million total commitment over three years.
NIH Common Fund Programs Emphasize Collaborative Research
Seven new research programs encouraging collaborative research across biology, behavioral sciences, global health and clinical medicine were announced last week as part of the National Institutes of Health (NIH) Common Fund Programs. The programs, which are scheduled to begin in 2010, expect to yield scientific discoveries and new and better treatments by capitalizing on emerging technologies. Programs to create a national stem cell center and increase capacity for global health research are among the new scientific initiatives.
MD Stem Cell Research Yields Positive Results, but Best is Yet to Come
Grants made for stem cell research projects in 2008 through the Maryland Stem Cell Research Commission and the Maryland Technology Development Corporation yielded a return of nearly $3 million to state and local governments and supported more than 500 high-paying jobs, finds a recent impact report. A total $38 million was awarded to researches in 2007 and 2008 following the passage of the Maryland Stem Cell Act of 2006 and Gov. Martin O'Malley's $1.3 billion BIO 2020 Initiative in 2008, which includes $20 million per year for stem cell research.

In 2007, the federal government dedicated $111.4 billion to R&D, an amount roughly equal to 0.81 percent of the U.S. gross domestic product (GDP), according to a recent report from the National Science Foundation (NSF). While research-intensive states, such as California, Maryland, Massachusetts and Virginia are the leading targets for federal R&D spending, several other states attracted a comparable amount of federal funding relative to their economies between 2002 and 2007.
Measuring the Impact of Federal R&D (Finally)
The vast majority of basic research performed in this country is funded by the federal government, so odds are most innovations also stem from our federal research investments, right? The generalization may seem logical but it could never be proven. Let alone following research through to any resulting technologies, it is currently impossible even to tell the number of jobs resulting from federal research investments–supporting people in positions ranging from top of the field faculty researchers to research assistants, lab technicians, and administrative/custodial support staff.
Useful Stats: NSF Data Shows U.S. R&D Companies Employed 27.1 Million in 2008
The National Science Foundation (NSF) has begun reporting employment and R&D investment figures for companies that perform R&D based on the agency's new Business R&D and Innovation Survey. The inaugural data, based on 2008 results, shows that U.S. companies that perform R&D employed 27.1 million people worldwide 1.9 million of whom were directly involved in research. Domestic employment within these companies totaled 18.5 million, with 1.5 million R&D workers.
New Invention Disclosures at Canadian Universities Grew 20 Percent in 2008
Canadian universities and affiliated hospitals disclosed and reported 1,613 new inventions in 2008, a 20 percent increase over the previous year, according to a new report from Statistics Canada. These same institutions reported that 19 new spin-off companies were created using university intellectual property in 2008, bringing the total number of spin-off companies to 1,242 since 1999. The reported value of research undertaken at Canadian universities and hospitals reached an estimated $2 billion in 2008, a 55 percent increase over 2007.
Companies that Perform R&D are More Innovative, Says NSF
Companies that engage in R&D activities — either through performing R&D or funding others to perform R&D — are far more likely to innovate than companies that do not, according to new data from the National Science Foundation's (NSF) 2008 Business R&D and Innovation Survey (BRDIS). NSF researchers found that companies with R&D "exhibit far higher rates of innovation than do non-R&D companies. However, only 47,000 (3%) U.S. companies engaged in R&D activities from 2006 to 2008.
SBA Announces 2010 FAST Award Recipients
Twenty universities and organizations received $100,000 grants to support R&D and small business innovation under the U.S. Small Business Administration's FAST program. The program is designed to stimulate economic development among small, high-tech businesses through federally-funded innovation and R&D programs such as the SBIR and STTR programs. The project and budget periods are for 12 months beginning Sept. 30, 2010, according to a press release.
President Obama Outlines National Innovation Strategy
The Obama administration's interest in directing more federal support to innovation and research was evident very early in the President's first weeks in office with more than $100 billion of the Recovery Act funding going toward innovation, education and research infrastructure. Earlier this week, the National Economic Council and Office of Science & Technology Policy released a brief report presenting the guiding principles and priorities for the administration's innovation agenda.

Often credited with contributing significant revenue to states' economies, research parks also house facilities for workforce training and provide resources for tech-based industries, which is especially important as the nation's employment begins to pick up steam. In West Virginia, officials are building a $15 million advanced technology-training center at the state-owned research and technology park, and in Utah, officials recently broke ground on a building that will house engineers and analysts working on the nation's Intercontinental Ballistic Missile program.
