FSGG appropriations language favors innovation programs

The Financial Services and General Government appropriations bill for FY 2026 passed the House of Representatives yesterday and now moves to the Senate where passage is also expected. The bill sets spending levels for several agencies supporting regional innovation, economic development, and investment. Foremost are the Treasury and Small Business Administration; selected highlights are provided below.

Leveraging the SBIC program to increase access to innovation capital

SBA is possibly ramping up manufacturing support with a new advisory committee

The U.S. Small Business Administration posted a notice in the June 9, 2025, Federal Register of SBA’s intent to establish a Manufacturing in America Advisory Committee to “provide strategic guidance, advice, and recommendations to the U.S. government and relevant stakeholders on matters related to growth, supply chain resilience, and innovation of small manufacturing businesses across the country. The committee will act as the collaborative body to ensure the sector's needs, challenges, and opportunities are addressed.

Frank Salomone is new lead at SBA Office of Investment and Innovation

Frank Salomone has been hired as the associate administrator in SBA’s Office of Investment and Innovation. Salomone’s background includes more than 12 years as director of Segal Marco Avisors, an investment consultancy, and just over six years with Verizon Investment Management Corporation, according to his LinkedIn profile. He is a graduate of Iona University with a Bachelor of Business Administration and Master of Business Administration degree.

Federal advisory committees offer recommendations for SBA to improve the global competitiveness of US entrepreneurs

The United States’ global competitiveness rank, as calculated by the International Institute of for Management Development, fell three points from 9th in 2023 to 12th in 2024. The nation’s ranking for government efficiency had an even sharper drop of nine points, from 25th in 2023 to 34th in 2024. In timely response to these trends, two federal advisory committees recently submitted reports outlining ways for the U.S.

SBA names winners of Regional Innovation Clusters Initiative

The Small Business Administration’s (SBA’s) has announced the Regional Innovation Clusters initiative awards winners. There are 14 winners from a pool of 79 applicants. There are two categories for these awards: emerging and mature clusters.

SBA announces 2024 Growth Accelerator Fund Competition Stage Two winners, over $3 million in prizes awarded

The U.S. Small Business Administration (SBA) has announced the 2024 Growth Accelerator Fund Competition (GAFC) Stage Two winners. Each received between $50,000 and $150,000 in prize awards to advance their work supporting small businesses and startups in STEM and research and development (R&D) across priority areas like national and economic security, domestic manufacturing and production, and sustainability and biotechnology.

SBA to pilot 7(a) lines of credit against sales or assets to allow loans to more companies

The U.S. Small Business Administration (SBA) recently announced plans to launch a 7(a) Working Capital Pilot (WCP) Program later this year. The program will offer a lines of credit, made by 7(a) lenders and backed by the SBA. It is designed to give greater flexibility than a traditional term loan.

SBA seeks regional clusters; nonprofits welcome to apply

The Small Business Administration recently released a new solicitation for the Regional Innovation Clusters initiative. Unlike what SBA has done in recent years, and returning to the program’s roots, all nonprofit organizations are eligible to apply alongside for-profit firms. In a change from prior solicitations, proposals must include whether the work will support an emerging or mature cluster. The timeline is relatively tight: submissions are due July 26.

New SBIC rules facilitate early-stage investment

The U.S. Small Business Administration (SBA) is implementing a final rule, effective Aug. 17, that adds a category of Small Business Investment Company (SBIC) that will make the program a better-fit for early-stage investment strategies. The most significant change in this direction is the creation of an accrual funding mechanism that enables licensed SBICs to receive a loan from SBA that is repaid only upon distribution events or at the end of a 10-year term.

SBA Growth Accelerator Fund Competition Opens January 8

The U.S. Small Business Administration (SBA) announced the 2024 Growth Accelerator Fund Competition (GAFC) on January 8. The competition offers $50,000 to $200,000 in prize awards “for impactful and inclusive approaches to foster a thriving, collaborative national innovation support ecosystem to advance research and development (R&D) from ideas to impact.” The competition is not intended to provide capital directly to companies for R&D projects. The prizes will be awarded in two stages.

White House outlines new initiatives for innovation, manufacturing

SBA makes four awards through its Regional Innovation Cluster program

SBA has recently announced four contract awards to small businesses and entrepreneur support organization (ESO) partners, expanding the SBA’s Regional Innovation Clusters (RIC) to 16 hubs nationwide. Two contract awardees are new to the program in 2023, while two others are returning awardees, positioned with new contracts to continue and expand work in their respective regions.

SBA establishes the Invention, Innovation, and Entrepreneurship Advisory Committee

Treasury awards $125M to 43 organizations, distributes $57M in first SSBCI TA grants

U.S. Department of the Treasury recently awarded $125 million to 43 nonprofits and community-based organizations, including SSTI member University of Arkansas for Medical Sciences. The money came via the American Rescue Plan Act- (ARPA-) funded (CRP) Capital Readiness Program. The CRP enables small businesses to access technical assistance through organizations that provide services to underserved businesses.

Budget deal supports innovation, research

Congress has passed a budget for FY 2017 that largely continues support for federal innovation programs and R&D investments. Among the highlights are $17 million for Regional Innovation Strategies (a $2 million increase over FY 2016), level funding of $130 million for the Hollings Manufacturing Extension Partnership and $5 million for SBA’s clusters program. In reviewing dozens of line items, offices that had received significant cuts in the White House’s skinny budget appear to receive some of the largest funding increases (such as the Appalachian Regional Commission, Community Development Block Grant and ARPA-E). However, with the exception of multi-billion dollar increases for Department of Defense R&D, many increases are rather small in terms of overall dollars. This is, at least in part, a reflection of non-defense spending caps rising by only $40 million for FY 2017, limiting the availability of new funds. In this context, science and innovation gains are particularly impressive, with a five percent overall increase for federal R&D that particularly benefits NASA and NIH.

SBA rules changes mean more opportunities, TBED orgs should take second look at SBA lending programs

The U.S. Small Business Administration finalized new rules that provide more opportunities to leverage the agency’s flagship lending programs to support economic development strategies. The most significant changes in the rules would allow more non-depository lenders (e.g., loan funds) to participate in SBA’s lending programs, make employee ownership transitions an eligible use of loan proceeds, and remove many of the existing underwriting criteria. These changes mean tech-based economic development organizations should consider becoming approved SBA lenders.

SBA adds disclosure of foreign influence to SBIR policy directive

Pew finds partisanship growing in American support for science

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
