Maryland legislators recently approved a $42.3 billion fiscal year 2017 spending bill that incorporates many of the funding levels included in Gov. Larry Hogan’s proposal. Gov. Hogan made education a main focus of his proposal, and the final bill would hold university tuition increases to no more than 2 percent. In addition, legislators formalized the growing strategic partnership between University of Maryland campuses in Baltimore and College Park.

SSTI’s analysis of gubernatorial addresses, strategic plans and budget proposals continues this week with highlights from Alabama, Louisiana, Oklahoma, Pennsylvania and Tennessee. Governors are facing difficult fiscal situations in several of these states, often scaling back tech-based economic development efforts. Tennessee Gov. Bill Haslam, however, is using a fiscal surplus to invest in higher education and regionally focused economic initiatives.

Last week, Rhode Island Gov. Gina Raimondo proposed more than $51 million in investments focused on reinvigorating the state’s economy through innovative industries with the release of her fiscal year 2017 budget request.

Although universities are often pitted against each other in athletic events or competitions for state funding, one area in which they have increasingly been able to collaborate is in research and development. Modeled after the hugely successful Research Triangle in North Carolina, the University Research Corridor (URC), an alliance of Michigan’s three largest higher education institutions – Michigan State University, the University of Michigan, and Wayne State University – was established by the state in 2007 with the goal of accelerating statewide economic development.

While many states have begun negotiations on budget plans for FY17 and beyond, Pennsylvania has made some progress on FY16 spending. Gov. Tom Wolf signed a partial budget that funded many agencies and programs related to economic development, but that did not include higher education funding and other operations. In the coming months, SSTI will review gubernatorial addresses and budget proposals related to economic development. This week, we highlight developments in Hawaii, New Mexico, Pennsylvania and Virginia.

North Carolina Gov. Pat McCrory recently signed an economic development bill (HB 117) that would expand the operations of the state’s Job Development Investment Grant (JDIG) fund. The fund, which offers grants to companies for job creation and expansion, will have a higher annual cap, and a contingency to offer even more funds in years in which a “high-yield project” is supported.

Around the country, states are beginning to feel the fiscal impacts of falling oil prices.  In FY 2016, eight states enacted FY 2016 budgets below their FY 2008 levels, largely as a result of challenges associated with their oil and gas industry, according to the Fiscal Survey of States report by the National Association of State Budget Officers (NASBO). Similarly, a quarterly update of gross domestic product (GDP) by the U.S.

Colorado Gov. John Hickenlooper released his administration’s $27 billion budget request for fiscal year 2017, which includes significant refunds for taxpayers and reductions for higher education, hospitals and state buildings.

While most state legislative sessions ended over the summer, a number of states only recently approved spending for FY16. Governors in Alabama, North Carolina and New Hampshire have approved budgets in the past few weeks, each after months of tense negotiations. State government tax revenues increased by 2.2 percent in FY14, according to the U.S. Census Bureau's 2014 Annual Survey of State Government Tax Collections. The uptick marks the fourth consecutive year of modest revenue growth. Data from the National Association of State Budget Officers' (NASBO) Fiscal Survey of States: Spring 2015 corroborates this trend, indicating increases in state revenues and proposed spending. NASBO found that 42 executive state budgets proposed spending increases for FY16.

On Monday, Oklahoma Gov. Mary Fallin signed a $7.1 billion fiscal year 2016 budget (HB 2242) that includes a 3.5 percent reduction in base higher education funding.
