While many states have begun negotiations on budget plans for FY17 and beyond, Pennsylvania has made some progress on FY16 spending. Gov. Tom Wolf signed a partial budget that funded many agencies and programs related to economic development, but that did not include higher education funding and other operations. North Carolina Gov. Pat McCrory recently signed an economic development bill (HB 117) that would expand the operations of the state’s Job Development Investment Grant (JDIG) fund. The fund, which offers grants to companies for job creation and expansion, will have a higher annual cap, and a contingency to offer even more funds in years in which a “high-yield project” is supported.

Colorado Gov. John Hickenlooper released his administration’s $27 billion budget request for fiscal year 2017, which includes significant refunds for taxpayers and reductions for higher education, hospitals and state buildings.
While most state legislative sessions ended over the summer, a number of states only recently approved spending for FY16. Governors in Alabama, North Carolina and New Hampshire have approved budgets in the past few weeks, each after months of tense negotiations. State government tax revenues increased by 2.2 percent in FY14, according to the U.S. Census Bureau's 2014 Annual Survey of State Government Tax Collections. The uptick marks the fourth consecutive year of modest revenue growth. Data from the National Association of State Budget Officers' (NASBO) Fiscal Survey of States: Spring 2015 corroborates this trend, indicating increases in state revenues and proposed spending. NASBO found that 42 executive state budgets proposed spending increases for FY16.
