Lawmakers last week passed the 2011-13 biennial budget, providing $12 million for the state's Centers of Research Excellence program. Although it is less than Gov. Jack Dalrymple's request of $20 million to expand the program and provide additional funding for three new centers, the legislature's appropriation will allow for continued investments in infrastructure and research capacity at a time when many states are reducing funding for TBED to help fill budget deficits.

A record number of U.S. students received doctorates in 2012, according to new data from the National Science Foundation. For the first time, the number of doctoral recipients broke 50,000, with a final tally of 51,008. Total doctorates awarded grew by 4.3 percent over the previous year, the largest increase since 2007 and a significant improvement from the previous four years in which the numbers remains fairly steady.

In a report letter to the president this week, the U.S. President's Council of Advisors on Science and Technology (PCAST) advocated the expansion of massive open online courses (MOOCs) to boost U.S. competitiveness, STEM learning and economic mobility. PCAST recommends that the federal government avoid setting technology standards for these programs at this point, as online education is still in its infancy. Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Increased scrutiny for public investments has grown in recent years amid tight budget conditions. Connecticut's General Assembly approved a biennial budget that includes major increases for science and technology research and education at the University of Connecticut and a boost in funding for the state's others higher education institutions. The $44 billion budget also includes continued funding for the state's economic development programs.

While policymakers often tout workers in the field of science, technology, engineering and mathematics (STEM) as a critical element of U.S. competitiveness in the global economy, the Brookings Metropolitan Policy Program claims that a narrow definition of STEM occupations neglects vital employees in these technical fields.
