The Department of Energy (DOE) announced a new $120 million five-year multidisciplinary and sustained effort intended to identify problems and develop solutions across the lifecycle of critical materials. The Critical Materials Hub will work to advance U.S. leadership in energy manufacturing (e.g., electric vehicles, wind turbines and efficient lighting) through research aimed at having a reliable supply of these rare earths and other critical materials, as well as finding efficiencies and alternatives that reduce the amount needed.

Past judges of the Excellence in TBED award program have told us they want to read a clear, concise and compelling story about how tech-based initiatives are improving local, state and regional economies. To assist applicants in their quest for the trophy, SSTI has provided several resources for writing an outstanding proposal. First, we recommend downloading the brochure, which explains the program philosophy and provides complete instructions. Writing samples from past award winners are available to gain a better understanding of what the judges are looking for in the narrative.

Last week, the White House released a comprehensive national strategy to guide federal investments and collaborations with the private sector in the life sciences. The National Bioeconomy Blueprint identifies five strategic objectives that will inform administration efforts to boost the bioeconomy. Key among these objectives is the expansion of foundational, cross-disciplinary research, which will require improved funding mechanisms that are flexible enough to support many kinds of collaborations and that encourage high-risk/high-reward research.

A program envisioned nine years ago as a $1 billion endowment that would transform Oklahoma into the research capital of the Great Plains was eliminated last week by the legislature. The Economic Development Generating Excellence Fund, or EDGE Fund, which provided grants to high-tech companies, was unable to secure a long-term financial commitment from the state following an initial appropriation of $150 million in 2006. The balance of the fund, about $161 million, will be transferred to Oklahoma universities for the endowed chairs program to fund academic positions and research.

It's easy to recognize a great thing when you see it. Over the years, judges of the SSTI Excellence in TBED awards program have seen promising tech-based economic development initiatives worthy of showing off to the community. If your organization is working toward improving economic conditions through a creative approach, we want to hear about it. This is a great opportunity to capture national recognition and secure support for your program. Judges also look for strategic partnerships and a well-defined action plan.

House lawmakers fell short of overriding Gov. Paul LePage's veto of a $20 million bond for R&D projects that would have gone to voters in November following passage in the legislature earlier this month. The money would have been used by the Maine Technology Institute to provide competitive grants to businesses, nonprofit organizations, university research labs and others for R&D and commercialization projects through the Maine Technology Asset Fund (MTAF).

Michigan State University (MSU) launched Spartan Innovations, a newly formed subsidiary of the MSU Foundation, to help its faculty and students form spin-off companies based on technology developed at the university. To achieve this goal, it will provide five key resources to increase the MSU startups including:

Northeast Ohio's Lorain County Community College (LCCC) plans to bring its unique approach to entrepreneur assistance to other parts of the country with support from the Kauffman Foundation. On Thursday, LCCC announced a $1 million grant from Kauffman would help establish pilot versions of the community college's Innovation Fund in three U.S. communities. The current Innovation Fund provides entrepreneurship education, mentoring and early stage funding for the region's startups.

Massachusetts Governor Deval Patrick announced the creation of the Massachusetts Big Data Initiative, a number of steps and initiatives that will help turn the state into a world leader in big data — the collection and analysis of data that is too big, growing too fast or is too complex for existing information technology systems to handle. To achieve this goal, the state will partner with several private partners and research institutions to establish several new initiatives including:

States across the U.S. are directing their attention to science, technology, education and technology (STEM) education, and already have passed a plethora of new initiatives in the current legislative session.  These programs are directed at various levels of education including primary education and higher education, with one program specifically designated for the state’s community colleges. A number of states have created STEM advisory councils under the governors’ offices, following the lead of Iowa and Massachusetts.

At the close of many recent legislative sessions, states across the country moved to strengthen their high-tech workforce while supporting industry cluster development.

A steady increase in personal income and sales taxes has helped state tax revenue in most states to surpass previous peak levels seen at the start of the recession. All regions of the country saw gains in the fourth quarter of 2011, with the exception of the Far West. The Plains had the largest gain, at 12.5 percent, followed by the Great Lakes states at 8.9 percent. However, tax collections for local governments are not faring as well mostly due to the lagged impact of falling housing prices on property tax collections. Findings are from a recent Nelson A.

Talented human capital is singled out as the most critical resource differentiating the prosperity of countries and companies in the manufacturing sector, according to a new report from the World Economic Forum. Even as unemployment remains high across the globe, an average 10 million jobs cannot be filled because of a growing skills gap. Experts say the problem is likely to worsen as more skilled workers retire. The report highlights key trends that will define manufacturing competition over the next 20 years.

Innovation quickly is becoming the key phrase for the world’s economies. Increasingly nations are turning their economic development efforts towards building 21^st century economies that are cleaner, more efficient and built on collaboration, both domestically and internationally. The European Union, New Zealand, South Korea and the United Kingdom have announced new initiatives that target increasing their overall competiveness not simply in the short-term, but long-term. 

United Kingdom

Sens. Moran (R-KS), Warner (D-VA), Rubio (R-FL), and Coons (D-DE) introduced legislation on Tuesday that would continue to spur the economy through the creation of new businesses. Senate Bill 3217, also known as Startup Act 2.0, expands on the initial Startup Act introduced by Sens. Moran and Warner in December, and builds on the success of the JOBS Act passed with bipartisan support in both houses and signed by President Obama earlier this year.

The Obama Administration has released details on this year's $26 million Advanced Manufacturing Jobs and Innovation Accelerator Challenge, a multi-agency initiative to assist in the development and implementation of regionally-driven economic development strategies that support advanced manufacturing and cluster development. The challenge will fund approximately 12 new awards, each with a project period of up to three years. The deadline for applications is July 9, 2012.

Although the U.S. has been at the forefront of the life sciences revolution, a lack of sustained federal funding in biomedical research and intensified competition are threatening its global leadership, finds a new report from the Information Technology and Innovation Foundation (ITIF). Another problem for the U.S. is a lack of consistency and predictability in the level of biomedical research funding — particularly through the National Institutes of Health (NIH).

Several SSTI members met yesterday with Sen. Moran (R-KS), his staff, and staff for Sens. Coons (D-DE) and Rubio (R-FL) to express support for the creation of a fund to commercialize university-developed technology, and also encouraged the bill's sponsors to broaden eligibility for funding to include public and nonprofit organizations working with institutions of higher education to commercialize technology. SSTI as part of its efforts in DC will be working on this issue over the coming months.

Two common themes emerged in a trio of reports aimed at growing the bioscience sectors in Indiana, New York and Pennsylvania: the need for a sustained financial commitment from the states and the importance of a shared vision and better communication between policymakers and industry leaders. In all three reports, the authors say the payoff is big for the states. The bioscience and life science industries support high-wage jobs and attract significant federal funds.

The National Science Foundation (NSF) released a report on federal research and development (R&D) spending — Federal Funds for Research and Development: Fiscal Years 2008–10. It percents data collected from NSF surveys sent to all 27 federal agencies that were conducting R&D programs in early 2008. Total R&D spending is reported as both outlays and obligations for those three fiscal years (FY). In this report, the basis for reporting is determined by fiscal year:

Intellectual property-intensive industries contribute approximately $5 Trillion to U.S. Economy and at least 40 million jobs, according to a new U.S. Patent and Trademark Office (USPTO) report — Intellectual Property and the U.S. Economy: Industries in Focus. The report highlights 75 industries that use several forms of intellectual property (IP) protections (i.e., patents, copyrights and trademarks) most extensively. Using several economic impact indicators, the authors found that these industries were key drivers of the U.S. economy in 2010 including:

Massachusetts House leaders introduced a bill earlier this week calling for funding to support R&D at universities and research centers, manufacturing grants and workforce training, and a venture capital mentoring program for startups. The measure is touted as a jobs bill to stimulate the state's sluggish recovery by focusing on high-growth sectors of the economy.

As global economies shift, developing nations are attempting to transition as suppliers of raw materials to nations that are producers of value-added goods. Africa has been a major supplier of raw materials to the developed world. However, it drastically lagged behind in the production of valued-added goods. Recently, African nations have attempted to reinvent their economic development efforts from suppliers to producers by developing programs to grow tech-based economies.

Throughout our travels across the country, SSTI always is impressed by the important work TBED organizations are doing to improve economic conditions for their state or region. Many of these organizations have been around for decades, and continue to innovate and evolve, while others are just getting off the ground with a creative approach. SSTI seeks to honor these initiatives as part of the 2012 Excellence in TBED awards program.

New Hampshire's University System and Community College System recently committed to increasing the number of science, technology, engineering and mathematics graduates 50 percent by 2020, and then doubling that number by 2025. Currently, the two systems together graduate about 1,120 STEM students each year. Specific steps include the creation of new transfer pathways, cross-institutional sharing of facilities, staff and faculty and partnerships with the state's employers.
