ARC, EDA Announce Nearly $65M in POWER Funds for Coal-Impacted Communities

This week, the Appalachian Regional Commission (ARC) and the Department of Commerce’s Economic Development Administration (EDA) announced that FY 2016 funds for the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) program are now available. Now in its second year, POWER is a multi-agency effort to invest federal economic and workforce development resources in communities and regions negatively impacted by changes in the coal economy.

Report Examines Regional Differences in Post-Recession Income Inequality

More than 85 percent of the nation’s total income growth between 2009 and 2013 went to the top 1 percent of earners, according to a recently released report from the Economic Policy Institute (EPI). Furthermore, the top 1 percent captured at least half of all income growth in 24 states between 2009 and 2013, and the entirety of income growth in 15 of those states during the same timeline.

Manufacturing Org Launches National Effort Targeted at High School Students

With the U.S. facing an anticipated skills gap of two million manufacturing jobs by 2025, SME – a national manufacturing workforce development organization – launched the SME High School Membership program – a free online platform to “educate the next generation on the value of manufacturing and encourage careers in the field.” The new platform is the expansion of a pilot program that engaged more than 600 high school students via memberships, which included SME’s 16 PRIME (Partnership Response In Manufacturing Education) schools. Utilizing STEM Premier’s online platform, students can create a digital profile to showcase their skills and abilities; receive customized academic and career guidance; match up with $20 billion in scholarship opportunities; and, directly connect with colleges and companies looking to recruit.

DOL Announces Funding for Industry-Specific Sectors of Excellence in Apprenticeship

The Employment Training Administration (ETA) released solicitations for a total of 12 ApprenticeshipUSA Single Industry Intermediary Contracts and ApprenticeshipUSA Multiple Industry Intermediary Contracts to become national ApprenticeshipUSA partners and have a leading role in the Sectors of Excellence in Apprenticeship (SEAs) in several key industries.

Senate Seeks Declining Startups’ Causes, Solutions

The Senate Committee on Small Business and Entrepreneurship held America Without Entrepreneurs: The Consequences of Dwindling Startup Activity last week. Citing the decades-long decline in new business creation as a motivating factor, senators’ remarks and questions identified regulation and student debt as contributing factors to this decline and to supporting basic research and immigration policy as potential solutions. The majority of the discussion focused on geographic disparities in innovation and how to better share the promise of economic prosperity going forward.

Cities Launch Investment Funds to Become Hotbeds for Tech Activity, Improve Resident’s Quality of Life

NSF Releases Five-Year Investment Framework for Graduate Education

VA Expands Registered Apprenticeships to Cybersecurity Careers

In June, Virginia Gov. Terry McAuliffe announced that Virginia businesses can offer registered apprenticeships to individuals in three cybersecurity occupations – Information Security Analyst; Cyber Security Analyst; and, Incident Response Analyst. The Virginia Apprenticeship Council approved the three new registered apprenticeships as well as the criteria that registered apprentices in cybersecurity must learn and demonstrate through the program for the necessary proficiency in the cybersecurity field.

NSF Announces $10M to Support Commercialization of NSF-Funded Research

Indiana Governor Announces Plan to Advance Innovation, Entrepreneurship

Useful Stats: Business R&D Intensity by State

National business R&D intensity, as measured by business R&D expenditures as a share of gross product, increased by 6.6 percent from 2010 to 2013, according to SSTI’s analysis of recently released National Science Foundation (NSF) data. In total, business R&D intensity was nearly 1.9 percent in 2013, up from less than 1.8 percent in 2010. The states where business R&D expenditures were the largest share of gross state product were California, Massachusetts, and Delaware, while business R&D intensity grew the most from 2010 to 2013 in Washington, D.C., Maine, and Kentucky.

Is 'Venture Equity' the Next Capital Gap Solution?

Study: Science Literacy Needs Definition, Does Not Affect Attitudes

A recent National Institutes of Health-funded study by the National Academy of Sciences identifies how “science literacy” has been defined in research and the role this construct plays in attitudes about scientific research and funding. The 138-page report finds that science literacy has been measured many different ways but that the concept does not seem to directly affect attitudes toward science generally or in specific subjects.

FCC Overstepped Authority by Regulating Municipal Broadband Projects, Court Rules

The Court of Appeals for the Sixth Circuit ruled against the Federal Communications Commission’s (FCC) plan that would allow municipalities to build their own broadband network – superseding state laws in Tennessee and North Carolina that explicitly prohibit such projects. The FCC claimed that the Telecommunications Act of 1996 granted it implicit power to preempt state laws that are intended to support open markets for private-sector utility companies.

EDA Announces Grants to Spur Manufacturing Growth, Address Declining Coal Industry

Since the beginning of July, the Economic Development Administration (EDA) has announced almost $7.3 million in grants to support advanced manufacturing and support workforce development efforts in communities impacted by the decline coal industry. In Florida and Washington, the EDA announced funding to support the facilities that can house local manufacturing firms and provide the space and equipment necessary for them to create jobs.

NSF Announces Community College Innovation Challenge Winners

The National Science Foundation (NSF), in partnership with the American Association of Community Colleges (AACC), announced the winners of the Community College Innovation Challenge – a competition that challenged teams of community college students to propose innovative science, technology, engineering and mathematics (STEM)-based solutions to real-world problems. A team from Forsyth Technical Community College in North Carolina placed first in the challenge with its Energy Efficient Nanotech Solar Greenhouse idea.

KY, NH Launch New Workforce Programs to Address Industry Needs

Kentucky and New Hampshire recently have announced job training initiatives to address the needs of key industries at both the local and state levels. The Kentucky Work Ready Skills Initiative, a $100 million statewide bond program, is intended to meet “the needs of employers and promote sustainable incomes for Kentuckians.” Meanwhile, the launch of New Hampshire’s Manufacturing Sector Partnership, a statewide collaboration for industries to address their workforce needs, was announced.
