The line was drawn in the sand a year ago. Some felt Virginia's Center for Innovative Technology (CIT), the Commonwealth's lead organization for science and technology, had been set up for failure in a partisan fight for limited public revenues. Like the rest of Virginia's economic development portfolio, CIT took a big hit in the budget cycle as Virginia dealt with a multibillion-dollar deficit in fiscal year 2003.
Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:
Total research and development investment in the United States was strong in 2000, and is expected to increase about five percent in 2001, according to two separate reports recently released by Battelle Memorial Institute and the National Science Foundation.

State employees will get a 27th biweekly paycheck this calendar year, resulting in an additional budgetary burden of approximately $20 million.

Commerce Secretary Don Evans is expected to release today the Bush Administration's plan for economic growth in the manufacturing sector. In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.
NASA has selected 280 research proposals across 37 states for negotiation of Phase I contract awards for its 2000 Small Business Innovation Research (SBIR) Program. The total value of the awards is expected to be more than $19 million, $1 million less than a year ago. The space agency made 290 awards in the 1999 solicitation cycle.

On the SSTI Calendar of Events webpage, we present brief descriptions and contact links for more than 100 regional or national conferences, meetings, and workshops planned for the coming year. The Computer Systems Policy Project (CSPP), an information and communications technology (ICT) advocacy organization comprised of the industry's top chief executive officers, issued a report this week calling for a more activist federal government for encouraging innovation, entrepreneurship and education in the sciences and math.
In what may be the first gift of its kind, a $5 million cash donation has been made to a technology transfer office to endow the commercialization of new health technologies. The Cleveland Clinic announced receipt of the donation from John Ferchill, a Northeast Ohio real estate developer, in mid-December.
In 2003, Arizona Governor Janet Napolitano charged the Governor's Council on Innovation and Technology with developing specific recommendations to help diversify the state's economy.
