The National Institute of Standards and Technology (NIST) is soliciting public comments on the establishment of a federally funded research and development center (FFRDC) related to integrated cybersecurity tools and technologies. Comments should address how the FFRDC would perform its three primary responsibilities: research, development, engineering and technical support; program/project management; and, facilities management. A Request for Proposals (RFP) from organizations to establish and operate the proposed FFRDC will be released later this summer.

Earlier this month, President Obama announced plans to expand broadband and wireless Internet access to every school and library in the U.S. The new initiative, ConnectEd, has a goal of connecting 99 percent of students to the Internet within five years by having the Federal Communications Commission (FCC) modernize and leverage its existing E-Rate program. The president claimed that millions of students lack access to high-speed broadband and fewer than 20 percent of educators say that their school's internet connection meets their needs, particularly those in rural America. The ConnectEd program will direct federal funds to support the use of new digital education tools in the classroom and provide support and training for teachers to better implement and utilize these tools. With the global education marketplace surpassing $1 trillion in value, the initiative hopes to encourage private sector innovation to produce educational devices and software that can unlock the value of the federal government's investment. A new series of briefs from the National Institute of Standards and Technology lays out the argument for federal, state and local intervention in the high-tech economy. Authors Gary Anderson and Gregory Tassey suggest that U.S. economic policy places too much emphasis on macrostabilization efforts at the expense of policies targeted to promote technology development and entrepreneurship. States are capitalizing on the increased coordination to build public-private partnerships that seed industry growth.

NIST MEP has finalized cooperative agreements to create new MEP Centers in Arizona and Rhode Island. NIST is awarding $1 million to the Arizona Commerce Authority and $750,000 to the University of Rhode Island Research Foundation to serve small- and mid-sized manufacturers in their states. On Thursday, the Obama administration announced it had selected the TechBelt region, encompassing northeast Ohio, western Pennsylvania and northern West Virginia, to host the pilot institute of the National Network for Manufacturing Innovation (NNMI). The new National Additive Manufacturing Innovation Institute (NAMII) will operate as a partnership of more than 60 companies, research universities, community colleges and nonprofit organizations from the region. As the pilot effort of NNMI, the partnership will receive $30 million in initial federal funding, with another $40 million from regional partners. The institute will be housed at Youngstown Business Incubator in Youngstown, OH.

This week, the National Institute of Standards and Technology (NIST) established a new office to coordinate the Advanced Manufacturing Partnership (AMP), an initiative created by the White House in June 2011 to facilitate advanced manufacturing collaborations among industry, academia and government partners. The National Program Office for AMP involves all federal agencies related to manufacturing, including the new Office of Manufacturing Policy of the National Economic Council.
