Texas Gov. Rick Perry's Competitiveness Council has released its recommendations following a year-long study of the state challenges in the global economy. According to statistics released last week by the Bureau of Economic Analysis (BEA), per capita personal income in the U.S. was $38,632 in 2007, a 22.6 percent increase since 2003.
