Velazquez Amendment to STTR Threatens FAST

The House Small Business Committee approved H.R. 1860 this week, legislation that amends and reauthorizes the Small Business Technology Transfer (STTR) Program. STTR funds cooperative research and development projects between small companies and research institutions such as universities or federally funded R&D laboratories. H.R.

Overview of the President's FY17 Federal Budget Request

Earlier this week, President Obama released his final budget proposal, outlining $4.1 trillion in spending for federal agencies. Each year, SSTI reviews the president’s federal budget request for programs and spending related to entrepreneurship, regional innovation, economic development, manufacturing, research and development, technology commercialization, and STEM education and workforce training.

FAST Deadline Extended

The Small Business Administration has extended the deadline for states to submit proposals in response to program announcement no. FAST-01-R-001 for the Federal and State Technology Partnership (FAST). FAST will support state efforts to foster economic development among small high technology businesses through federally funded innovation and research and development programs. According to the website for the SBA Office of Science & Technology, the deadline for proposals has been extended to June 28, 2001.

Support for Federally Funded R&D Centers Stagnate After Recovery Act

New National Science Foundation data indicates that the federal government’s support for national laboratories and research centers has continued to decline in constant dollars after peaking with the 2011 infusion of American Recovery and Reinvestment Act (ARRA) funding.  Six federally funded research and development centers (FFRDC’s) comprise about one-half of all FFRDC spending: NASA’s Jet Propulsion Lab (JPL) and five Department of Energy national labs.

Several Universities Look to Unify Startup Investment Efforts to Support Regional, State Economic Prosperity

Over the last month, several universities have announced new initiatives that look to spur investments in university-related startups to support economic growth and prosperity within their region or state. SBA Releases FAST Solicitation

The Small Business Administration (SBA) will distribute up to $3.4 million for small technology business development efforts across as many as 30 states through the first Federal and State Technology Partnership (FAST) request for proposals, released online Tuesday. Proposals are due Thursday, June 7, 2001. Individual state awards will range from $100,000 - $150,000.

FAST Update

As Digest Popularity Grows, Original Subscribers Share Thoughts on its Impact

On March 1, 1996, the first edition of the SSTI Digest was sent to a select group of fewer than 60 state tech-based economic development leaders. The original subscribers received the Digest via fax every Friday because Sprint offered unlimited, free calls and faxes each Friday. Since these early days, the Digest has grown to thousands of subscribers from across the country as well as hundreds of subscribers from several countries.

Congress Passes FAST; SBIR Reauthorization

The most common component of state tech-based economic development efforts -- technical and financial assistance to small, technology firms competing for federal research funding -- got a much needed boost last Friday with Congressional approval of legislation creating the Federal and State Technology Partnership (FAST). Equally important for proponents of better state outreach for the Small Business Innovation Research Program (SBIR) was a $3.5 million initial appropriation for FAST.

NIST Releases $70M National Manufacturing Institute FFA, First NNMI Reports Released

The National Institute of Standards and Technology (NIST) released a new Federal Funding Announcement (FFA) to award its first national manufacturing innovation institute (NMII). Proposers may solicit a new NMII on any advanced manufacturing technology focus area not already addressed by another institute or competition.

17 Governors Sign Accord to Promote Clean Energy, Economic Prosperity

A bipartisan group of 17 governors signed the Governors’ Accord for a New Energy Future – a joint commitment to support the deployment of renewable, cleaner and more efficient energy technologies and other solutions to make the U.S. economy more productive and resilient as well as spur job creation in member states.

GAO: Increased Coordination Needed to Address Capital Access Gaps for Innovative Manufacturers

More than three-quarters of U.S. venture capital dollars went to companies in California, New York and Massachusetts in 2015, according to data from the PricewaterhouseCoopers (PwC)/National Venture Capital Association (NVCA) Moneytree Report. California companies received over 57 percent of all U.S. investment, about 0.5 percent down from the state’s peak in 2014. Both New York and Massachusetts received about 10 percent of U.S. dollars. Washington, the state with the fourth highest share, trailed far behind at 2.1 percent.

Govs Focus on Education in AL, LA, OK, PA, TN Budget Proposals

SSTI’s analysis of gubernatorial addresses, strategic plans and budget proposals continues this week with highlights from Alabama, Louisiana, Oklahoma, Pennsylvania and Tennessee. Governors are facing difficult fiscal situations in several of these states, often scaling back tech-based economic development efforts. Tennessee Gov. NSF Announces Funding to Establish, Sustain I-Corps Nodes

CBPP Report: State Job Creation Strategies Often Misguided

Despite a small decrease in venture capital deals last year, the San Francisco-Oakland-Fremont metropolitan area remains the most active investment regions on a per capita basis, according to data from the PricewaterhouseCoopers (PwC)/National Venture Capital Association (NVCA) MoneyTree Report. San Francisco led all other MSAs in both total dollars and per capita activity, with its $21 billion in 2015 investment averaging about $4,500 per metro resident.

TBED Around the World: Governments Launch Startup Investment Funds to Spur Innovation, Prosperity

In the last month, several international countries and Hong Kong have made significant monetary contributions to establish investment funds that will make strategic investments in their country’s startups. These investment funds have a two-fold focus. First, they want to help provide early stage capital to companies that have the potential to spur economic prosperity within their borders. Recent Research: What makes place-based economic development policies work?

Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

A BBBRC grant builds momentum for a highly trained semiconductor workforce

For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

The impact of tax incentives on early-stage company investment varies

One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
