Technology Assessment Service for Congress Explored

With technology's pervasiveness and important role in most aspects of the policy agenda before Congress, the need for accurate, nonpartisan information on technology may never have been greater. Two approaches to meeting the need were the topic of Technology Assessment: Identifying the Needs of Congress, a recent forum co-hosted by ASME International and the Institute of Electrical and Electronics Engineers (IEEE).

Useful Stats: Industrial R&D Per Capita: 1997-1999

Industrial R&D intensity, or measuring industrial research and development expenditures as a proportion of Gross State Product, is just one method to standardize the data for comparison across states (see the April 12, 2002 edition of the SSTI Weekly Digest). Reviewing a state's expenditures on the basis of its population is another technique.

David Winder, currently executive director of the Utah Department of Community and Economic Development, has been appointed to a newly created post as Governor Mike Leavitt's special assistant for post-Olympic projects. According to the Salt Lake Tribune, Mr. Winder will serve both positions until a replacement is named for the DCED position.

The State of Colorado is creating an office to recruit and assist space technology businesses, the Associated Press reported. Approximately $240,000 has been raised for the office, which will be led by a yet-to-be-named "Colorado space advocate." One fourth of the funds are provided by the state, with the balance received from the private sector.

The Lehigh Valley Technology Network was launched mid-April in Bethlehem, Pennsylvania. Organizing efforts were led by the Lehigh Valley Chamber of Commerce, the Ben Franklin Technology Partners of Northeastern Pennsylvania and the Lehigh Valley Economic Development Corp. One of the Network's potential roles, according to The Morning Call, may be to serve as a liaison between high-tech entrepreneurs and a new angel capital group, the Northeast Pennsylvania Angel Network.

New Website Offers Tools for Tech-based ED Practitioners

Areas working to encourage the growth of technology companies and build tech-based economies have a new resource to aid their cause. A new website, the Tech-based Economic Development (TBED) Resource Center (http://www.tbedresourcecenter.org), offers users the chance to learn from others’ experiences and benefit from the latest research on building a tech-based economy.

Mississippi Technology Alliance Partners with Tribal Government

Mississippi Band of Choctaw Indians (MBCI) Tribal Chief Phillip Martin and Mississippi Technology Alliance President and Chief Executive Officer Angie Dvorak recently announced a partnership to help foster science-based economic development for the state of Mississippi. Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
