The Federal Laboratory Consortium for Technology Transfer (FLC) is showcasing a new, online gallery of successful stories of regional value produced when state and local government entities and federal laboratories work together. The State and Local Government T2 Partnerships Gallery features 11 stories from nine states, spotlighting partnerships from nine federal agencies, 12 federal laboratories, and their respective state and local government partners.

While Virginia has worked over the past 30 years to build their innovation economy, this past year it changed up the game. SSTI recently talked with Robby Demeria, Virginia’s deputy secretary of commerce and trade for technology, about the planning underway in Virginia and how the commonwealth is proceeding with a new initiative to grow their economy.

Expenditures in higher education R&D (HERD) grew in FY 2018, increasing by $4.1 billion over FY 2017, the largest year-over-year increase since FY 2010-2011 according to an SSTI analysis of recently released data from the National Science Foundation’s National Center for Science and Engineering Statistics. For the 10-year period from FY 2009 to FY 2018, HERD grew by 38.4 percent nationally, representing an increase of nearly $22 billion.

Earnings for Appalachian manufacturing workers grew 3.4 percent from 2012 through 2017 to an average of $63,583. The growth is in the Appalachian Regional Commission’s Industrial Make-up of the Appalachian Region, 2002-2017, which reviews employment and wages by sector across the region. Appalachian workers overall saw earnings increase by 3.7 percent over the five years.

The U.S. Small Business Administration announced 24 grants to organizations working to increase SBIR/STTR awards and commercialization outcomes in their states. The Federal and State Technology Partnership program (FAST) emphasizes initiatives focusing on underrepresented regions and entrepreneurs.

Universities frequently play an integral role in providing activities, research, and products that positively affect or support local, regional, state and national economic development or strategic goals.  In higher-education’s efforts to align its participation in innovation and entrepreneurship systems, universities’ incubators, accelerators and fund programs are essential in assisting their faculty, staff, or students in the services and support needed to create startups, bring products to market, or provide critically needed funding.

The importance of business and industry R&D investment for competitiveness and economic growth is a well-entrenched dictum of national and state innovation policy across most of the developed world. Approaches for incentivizing increased research expenditures fall into two broad categories, direct grants and subsidies to offset R&D costs or R&D tax credits companies may take post-investment for research expenditures.

SSTI received an Appreciation Award as part of the Association of University Research Parks (AURP) Awards of Excellence at their 2019 International Conference earlier this month. SSTI President &CEO Dan Berglund accepted the award and has led SSTI since its launch in 1996. The award recognized the organization for having “helped develop a nationwide network of practitioners and policymakers dedicated to improving the economy through science, technology and innovation.

Students and tech employers stand to benefit from a new initiative in Virginia that grew out of the Commonwealth’s proposal to Amazon, which is building its second headquarters in Northern Virginia. Last week, Gov. Ralph Northam announced that Virginia will invest in their tech talent pipeline to produce 31,000 new computer science graduates over 20 years.

As employers continue to face a shortage in trained and skilled workers, federally registered apprenticeship programs (RAPs) continue to grow as a response. However, the ability to evaluate these programs depends on the quality of data collection and reporting practices. While there are variations in the federal data collection and reporting standards for adult RAPs, new and innovative programs such as state youth apprenticeship programs face a greater disparity in the quality of data management practices.

From 2006 to 2018, income inequality has risen continuously both nationwide and in all states (but not in the District of Columbia). Annual changes vary widely for state income inequality, with some states experiencing increases year after year, and others displaying more volatile trends consisting of both sharp annual decreases and increases.

Access to reliable and fast internet service is a foundational element for the modern economy. Since the advent of broadband service its delivery has been highly divided between urban and rural areas. Many states are continuing to address this divide and took action in 2019. Several states repealed laws prohibiting local electric companies and co-ops from providing broadband services, other states initiated official planning efforts to expand internet services, and many approved and dispersed funding to develop broadband infrastructure in rural areas.

Jennifer Roche prepared the following summary of a recent Enrico Moretti working paper for the November 2019 issue of the NBER Digest. The summary has been edited here for length and clarity; SSTI comments are in brackets.

The U.S. Chamber of Commerce and Google released a new analysis of export activity by U.S. small businesses. Results, based on surveys and Global Trade Analysis Project data, find $541 billion in national economic output, just 2.8 percent of the U.S. total.

Research universities and their partnerships with industry, including an institution’s research capacity, are important elements to building a state’s economy as well as the national economy and talent pipeline and workforce.

Rising tuition and worsened racial and class inequality are two of the effects of decreasing state support for higher education, according to a recent report from the Center on Budget and Policy Priorities.  In it the authors detail how overall state funding for public two- and four-year colleges has not fully recovered in most states following the recession, leaving higher costs and reduced services in many cases.

The U.S. Department of Energy and the U.S. Department of Agriculture have announced an agreement between them to promote rural energy and the development of technologies “that will support and advance rural and agricultural communities and domestic manufacturing.” The Memorandum of Understanding (MOU), which was required under the 2018 Farm Bill, is expected to increase the economic development of rural areas through new energy technologies and investments.

As voters head to the polls next week, some will be deciding the fate of innovation and development-related initiatives, while voters in Kentucky, Louisiana and Mississippi will be voting in gubernatorial elections. The initiatives include a possible additional $3 billion in Texas for cancer research. And in Louisiana, Mississippi, New Jersey and Virginia, legislative chambers are holding regular elections. Those races and initiatives are covered below.

The White House Office of Science and Technology Policy (OSTP) is exploring a national strategy to promote the U.S. bioeconomy. In response to a request for information, SSTI submitted a letter encouraging OSTP to leverage existing regional assets as part of its approach. To see more innovations converted into new products, services and businesses, the letter encourages a new program to fund commercialization assistance and to strengthen SBIR.

SSTI and five peer, economic development-focused organizations submitted a letter to assistant secretary for economic development, John Fleming, in response to a request for information about incorporating Opportunity Zones (OZs) into existing EDA practices. The letter encourages the agency to be cautious in its approach, pointing out that OZ’s impacts are not yet understood.

Two recent reports highlight the importance of funding innovation in the U.S., and give a glimpse into the perils of ignoring it. The reports, from The Aspen Institute and Information Technology & Innovation Foundation (ITIF), independently corroborate the role of the public sector in ensuring a more prosperous future through innovation.

President Donald Trump this week issued an executive order reinstituting the President’s Council of Advisors on Science and Technology (PCAST) to advise the president on matters involving science, technology, education, and innovation policy and named the first seven people to the council.

Knowing that research universities are integral to the innovation in this country, states continue their efforts to build the economy by supporting efforts to move the research from the labs to the market.

In recent weeks, three separate reviews of R&D grants and awards at NIH have shed new light on issues of minority and women representation among researchers and on potential conflicts of interest by investigators. NIH has been publicly working to address concerns about representation and trustworthiness among its investigators. While the results from these studies show that the agency has more work to do, the availability of this information speaks favorably to NIH's transparent approach to these conversations.
