The sustainability of Manufacturing USA institutes depends on their ability to offer value across a wide range of stakeholders according to a recent report by The National Academies of Sciences’ National Materials and Manufacturing Board, on behalf of The National Institute of Standards and Technology and the Department of Defense. Since 2012, DoD has invested more than $600 million in its Manufacturing USA institutes, with funding intended to help cover startup costs and the first five to seven years of operations.

As a bedrock of American innovation, universities and federal laboratories research and develop new products that help drive economic growth. A new study from the Economic Growth Institute at the University of Michigan aims to improve national competitiveness in this arena by providing a roadmap for universities that includes best practices on translating research from the lab to the marketplace.

Earth Day has evolved from environmental consciousness raising in its beginnings in the early 1970s to this year’s celebration surrounded with climate change concerns and development of the clean energy industry.  A recent report from the Brookings Institution shows more discussion needs to happen around the types of workers, activities and skills that will be needed in the clean energy industry, and how those efforts can be more inclusive.

We’re sad to report that in the last month, three individuals who helped shape the field of tech-based economic development have passed away. Bruce “Tab” Wilkins was most recently the President and Center Director of Impact Washington. In addition to five years with the Washington Technology Center, the majority of his career was spent with the Manufacturing Extension Partnership (MEP) network, going back to 1994 when he helped form and then lead CONNSTEP.

Last week, U.S. Air Force secretary Heather Wilson released a new Science and Technology Strategy outlining three broad areas for realignment within the branch. The secretary’s emphasis on transformational partnerships should be particularly noteworthy for non-defense organization working with new technologies or STEM workforce.

Describing the 125+ page document outlining the administration’s thoughts regarding the movement of federal R&D into market use as a “discussion guide, not a policy document,”  Under Secretary of Commerce for Standards and Technology and NIST Director Walter Copan announced the report’s release April 24 during the early minutes of the national convening of one of the communities most directly affected by any changes likely to result from the document: the technology licensing practitioners and offices which make up the Federal Laboratories Consortium fo

A new report from The Institute for College Access and Success (TICAS) released last week describes the misleading perceptions resulting from employment rates used by the three entities tasked with oversight of the U.S. higher education system and proposes two specific measurements that could better inform student choices.

In its latest report on the conditions of the states, the National Association of State Budget Officers (NASBO) found that conditions continue to improve and show more stability, with funding expected to grow 4.3 percent in FY 2019. NASBO also reported that 40 states saw general fund revenue collections coming in higher than budget projections in fiscal 2018. General fund revenues grew 6.4 percent in fiscal 2018, due to an increase in personal income tax collections, and are projected to grow 2.1 percent in fiscal 2019.

Rhode Island Gov. Gina Raimondo has announced the first three projects for the state’s Innovation Campus Program, an effort to support the commercialization of academic research in key industries such as cybersecurity, data analytics and agricultural technology. The centers, in partnership with the University of Rhode Island and located in Kingston and Providence, will receive a combined $12 million from the state. The funding stems from a $20 million innovation bond approved by the state’s voters in 2016.

New York Gov. Andrew Cuomo has announced more than $763 million for economic development projects throughout the state as part of the regional economic development council (REDC) competition. The program, which tasks leaders in 10 regions to determine economic development priorities, has awarded more than $6.1 billion across 7,300 projects since its inception in 2011. In each region, funding went toward projects such as infrastructure, main street revitalization, feasibility studies, strategic planning, microenterprise funds, and workforce development.

The latest Farm Bill, expected to be signed into law Thursday, contains provisions that could provide significant new tools for rural innovations. The two greatest opportunities are the Rural Innovation Stronger Economy (RISE) grant program, which creates an innovation cluster and strategy program for rural regions, and a change to allow the existing Community Facilities program to support incubators, makerspaces, and job training centers.

At SSTI's 2018 Annual Conference this week, the U.S. Department of Commerce announced 40 awardees for $21 million in the latest round of the Regional Innovation Strategies program. The program which makes grants for the i6 Challenge and Seed Fund Support, has now provided $78 million to 180 projects across 46 states, DC and Puerto Rico.

The governments of France and Canada said last week they would create a joint International Panel on Artificial Intelligence (IPAI) to study and respond to the changes resulting from artificial intelligence and facilitate an international collaboration focused on sharing research and best practices.

With a potential economic impact of $2.5 trillion over the next decade, a new report from Deloitte and the Manufacturing Institute projects that the manufacturing skills gap may leave more than 2 million positions unfilled from 2018 to 2028. In the 2018 Skills Gap in Manufacturing Study, the authors find that the talent shortage is accentuated by two factors: a prolonged economic expansion that has increased the number of job openings in manufacturing and projected growth in baby boomer retirement. Although these two factors are expected to lead to more than 4.6 million manufacturing jobs over the next decade, the authors’ research finds that fewer than half of these jobs are likely to be filled. In addition to making the case that this skills shortage poses risks to the broader economy, the authors also put forward strategic approaches to influence a more positive employment future over the long-term.

Envisioning a future where all Americans will have lifelong access to high-quality STEM education, and where the U.S. will be the global leader in STEM literacy, innovation and employment, the federal government released a five-year strategic plan for STEM education.

Bringing the innovation community together and examining how it has advanced — or how it hasn’t — is one of the driving goals of SSTI’s annual conferences. This year we brought together thought-provoking leaders to help reflect on whether stakeholders in the innovation economy are moving the needle in the right direction.

For the first time, the U.S. Bureau of Economic Analysis has released prototype gross domestic product (GDP) data at the county level. This preliminary data, which includes the years 2012 to 2015, provides a granular look at county-level productivity. Furthermore, standardizing this data by population – GDP per capita – makes it a useful metric for comparing counties over time and across the country.  From 2012 to 2015, per capita GDP grew in 82 percent of counties.

The National Institute of Standards and Technology has released a paper making recommendations to improve federal technology transfer. Recommendations are organized around five topics: regulation and administration, private-sector engagement, R&D workforce, tech transfer tools, and metrics and benchmarks. These recommendations — and the responses they generate — are expected to lead to regulatory and legislative proposals over the course of the next two years.

ESI ThoughtLab, a branch of economic consulting firm Econsult Solutions, has announced a new effort to study the return on investment of smart city programs across the world. Sponsored by groups like Accenture, General Motors, CBRE, and Oracle, the group is focusing on how the cities of the future can use sensors, data, and analysis to help fully realize the beenfits of working and living in a city.

Last week, New York Gov. Andrew Cuomo launched a new effort to streamline the state’s workforce development programs. The $175 million Workforce Development Initiative will consolidate the state’s fragmented workforce development funding opportunities. Using the state’s 10 regional economic development councils (REDC’s) to suggest and prioritize projects, the initiative will offer awards in three competitive categories: public-private partnerships that expand infrastructure and capacity for state universities to meet employer needs; programs to expand employer investment in workforce pipelines; and, workforce solutions that provide flexible funding for innovative workforce development projects such as those targeting advanced industries or underrepresented populations.

Software plays an increasingly large role in private sector research and development (R&D) expenditures, according to new research from the National Science Foundation’s (NSF) National Center for Science and Engineering Statistics (NCSES) and the Bureau of Economic Analysis (BEA). Based on a recent change in how the BEA treats software R&D in its calculations for gross domestic product (GDP) and other metrics, the analysis finds that the share of business R&D coming from software increased from 20 percent in 2006 to 32 percent in 2016, a 60 percent increase. The authors also look at longer-term trends in business R&D expenditures on software, as well as an analysis of software R&D in manufacturing and non-manufacturing industries.

The Washington legislature passed a higher education bill that is awaiting the governor’s signature that would provide more aid for state residents attending higher education institutions in the state. The bill could raise nearly $1 billion over four years through an increase in the state’s business and occupation tax.

The Oakland-based Kapor Center, a nonprofit focused on leveling the playing field in tech, has announced the Tech Done Right (TDR) Challenge with funds from the Bill and Melinda Gates Foundation. With an emphasis on growing opportunities for women and people of color in the sector, the challenge will fund organizations with innovative solutions to building diverse, inclusive, and thriving tech ecosystems. Awardees will receive one-time grants beginning at $100,000.

Two community colleges in Florida became the winners of the 2019 Aspen Prize for Community College Excellence, which recognizes high achievement and performance among America’s community colleges. Winners were Indian River State College (IRSC) ($350,000) in Fort Pierce, Florida, and Miami Dade College ($350,000) in Miami; Odessa College and Palo Alto College in Texas and Pierce College in Washington were named as Rising Stars ($100,000 each).
