NIST will use the information to inform a study it will provide Congress with a comprehensive analysis of the nation’s emerging technology sector including information on relevant marketplaces; supply chains; future investment, legislative, policy and standards needs; and, strategic public-private partnerships to enhance the nationwide adoption of technology development and utilization.

Private sector investment into research and development (R&D) is a critical component of innovation, new product development, and regional economic vitality. As a substantial performer and funder of R&D in the United States, the strength of private industry’s R&D activity in a region can provide an indication of the region’s capacity for developing and bringing innovative technologies to market.

As a substantial performer and funder of R&D in the United States, the strength of private industry’s R&D activity in a region can provide an indication of the region’s capacity for developing and bringing innovative technologies to market. Using data from the recent release of the National Science Foundation’s 2019 Business Enterprise R&D (BERD) Survey, this SSTI analysis shows that while private companies nationally paid for the greatest share of total business R&D expenditures themselves in 2019, this was not the case for all states.

Arkansas report offers possible template for public-private capital access analysis

In a move designed to strengthen southwest Pennsylvania’s role in life sciences research, the University of Pittsburgh and Richard King Mellon Foundation last month announced a $100 million gift to help fund a bioresearch and development facility.

In a move designed to strengthen southwest Pennsylvania’s role in life sciences research, the University of Pittsburgh and Richard King Mellon Foundation last month announced a $100 million gift to help fund a bioresearch and development facility. The grant, which will be disbursed in $10 million increments over 10 years, will help build Pitt BioForge, a biomanufacturing facility that will leverage biomedical research conducted at Pitt and bring “an entirely new commercial manufacturing sector to Pittsburgh and, if all goes according to plan, increase the economic opportunity for residents and families in and around Hazelwood,” according to a Pitt press release.

As the Economic Development Administration (EDA) continues to award its $3 billion allotment of pandemic relief funding made available by the American Rescue Plan Act of 2021 (ARPA), many states are taking aim at several specific areas of economic concern — while others are maintaining a broad perspective.

As the Economic Development Administration (EDA) continues to award its $3 billion allotment of pandemic relief funding made available by the American Rescue Plan Act of 2021 (ARPA), many states are taking aim at several specific areas of economic concern — while others are maintaining a broad perspective. Under the Statewide Planning, Research & Networks program (“planning grants”), EDA provides $1 million grants to states to use in forming coordinated state-wide plans for economic development as well as developing the data, tools, and capacity to evaluate and scale evidence-based economic development efforts. SSTI’s analysis of the funded projects’ brief descriptions shows that states were split between those focusing on broadly-scoped planning projects and those focusing on a few specific areas of interest.

Small Business Pulse Survey Phase 7 announced

The U.S. Census Bureau has recently announced that data collection has begun for Phase 7 of the Small Business Pulse Survey (SBPS). The SBPS measures the effects of changing conditions for small businesses (businesses that have a single location and under 500 employees) during the COVID-19 pandemic. This phase of the survey also includes new questions on changes in the use of digital technologies and in business, production, and management practices.

New broadband mapping tool announced in Illinois

J.B Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) have announced a new project for interactive broadband mapping and speed test tools that is intended to help expand access to high-speed internet in communities across Illinois. FCC commits additional $421 million in off-campus learning support to bridge the pandemic “homework gap”

A $7.17 billion Emergency Connectivity Fund (ECF) was established by the 2021 American Rescue Plan Act to help ease the educational impact on students of school closures in response to the Covid-19 pandemic. While much instruction transitioned to an online environment, many students were inadequately equipped to properly participate.

A $7.17 billion Emergency Connectivity Fund (ECF) was established by the 2021 American Rescue Plan Act to help ease the educational impact on students of school closures in response to the Covid-19 pandemic. While much instruction transitioned to an online environment, many students were inadequately equipped to properly participate. To address issues with access to technology, the program provides funding to schools and libraries across the nation to purchase connected devices and equipment needed for students to use off-campus. The Federal Communications Commission’s (FCC) latest commitment of $421 million brings the program’s total funding to more than $3 billion.

SBA hosting Innovation Ecosystem Summit next week

The U.S. Small Business Administration is hosting its first innovation ecosystem summit, a free virtual event that is open to all. The Economic Development Administration (EDA) recently announced it received more than 500 applications to its Build Back Better Regional Challenge (BBBRC. Applicants are competing for 50 to 60 Phase 1 awards of $500,000 each to support the planning of “bottom-up, middle-out” economic development projects designed to advance and accelerate an equitable economic recovery, create good-paying jobs, and build resilient regions across the country.

Regional Innovation Cluster award winners listed

Five clusters have been added to the U.S. Small Business Administration’s (SBA) Regional clusters Initiative, according to information available through USASpending. The Regional Cluster Initiative was launched in 2010 to maximize the potential of clusters and better support small businesses. Support for small companies has long been a pillar of federal and state policies meant to drive business formation, job creation, and the resulting spillover economic benefits for regional economies. The debate remains, however, about whether smaller or larger businesses play an outsized role in the nation’s economy.

The debate remains, however, about whether smaller or larger businesses play an outsized role in the nation’s economy. This edition of Useful Stats provides some context to the argument, finding that although smaller and newer establishments accounted for the greatest amount of total job creation, job losses from small business closures reduced the group’s net job creation significantly, leaving larger companies to account for the greatest share of net job creation in 2019.

Recent Research: National industrial policy to reshore US manufacturing can yield positive local effects

Three academic researchers estimate that the localized job creation impacts resulting from the CHIPS and Science Act already have had a net gain of 12% in the affected counties. The direct jobs in the semiconductor sector alone are 15,000-16,000 short-term positions. With the high-paying nature of jobs in the field, researchers Bilge Erten, Joseph E. Stiglitz, and Eric Verhoogen estimate that, as a spillover effect, 15,000 to 30,000 additional indirect jobs have been created in related sectors.

Policymakers should be interested in which sectors are present in their region to ensure TBED investments and workforce priorities can have the greatest impact. Exploring gross domestic product (GDP) at the county level offers a detailed look at the economic output of sectors and how they shape local economies. At the county level, data for smaller or more rural counties may reveal nuances invisible when looking broadly at entire MSAs or states, particularly for those areas with lower populations.

National VC trends and which states are bucking them

National VC investment over the past five years has seen significant swings, first driven by pandemic impacts and rebounds, then by the rocket ride of AI. According to PitchBook data, national VC activity below $100 million declined from nearly 10,500 deals in 2020 to just under 8,200 in 2025, a 22% drop. Over the same period, the total capital invested increased by just over $5 billion (6%). The trend of more funding into fewer deals is highlighted by the median deal size more than doubling to over $4 million (Fig 1). These macro trends are important as they set the stage for what is happening at the state level.
