States of Innovation 2017: States look to tax incentives to spur startup investments, R&D, business growth

This week we continue our series on state legislation pertaining to the innovation economy that has been enacted this year around the country. This third installment of the States of Innovation 2017 series deals with innovation and entrepreneurship-focused tax credits.

This week we continue our series on state legislation pertaining to the innovation economy that has been enacted this year around the country. This third installment of the States of Innovation 2017 series deals with innovation and entrepreneurship-focused tax credits.

Over the past year, state lawmakers in approximately have looked to grow innovation and entrepreneurship in their respective states by introducing and expanding tax credit efforts intended to increase the availability of startup capital, support R&D activities, facilitate business growth, and spur job creation. The two most common types of tax credits proposed to support innovation at the state level are angel tax credit programs and R&D tax credit programs. In addition to these two areas, states also proposed other tax credits intended to support job creation and business growth.

SSTI recognizes outstanding initiatives driving regional prosperity

Washington, D.C. – From teaching high school students in rural western Kentucky how to become entrepreneurs to connecting entrepreneurs with a worldwide network of partners in a virtual hub, organizations are finding innovative ways to build regional prosperity.

Washington, D.C. – From teaching high school students in rural western Kentucky how to become entrepreneurs to connecting entrepreneurs with a worldwide network of partners in a virtual hub, organizations are finding innovative ways to build regional prosperity. Four outstanding examples were recognized today by SSTI, a national organization working to strengthen initiatives to create a better future through science, technology, innovation and entrepreneurship. SSTI’s Creating a Better Future Awards celebrates outstanding economic development initiatives from across the country in a variety of categories.

“It’s important that we recognize the good work that is being done throughout the country and showcase the successful programs that others can emulate,” said SSTI’s president and CEO, Dan Berglund. “These initiatives are creating the environments that make it possible for innovation and entrepreneurship to thrive.”

SBA reverses decision on SBIC investments in passive companies

The Small Business Administration (SBA) announced that is withdrawing a December 28, 2016, final rule concerning Small Business Investment Company (SBIC) investments in passive businesses – a small entity that does not engage in regular and continuous business activity.

Second set of NSF INCLUDES awards focuses on increasing STEM diversity

The National Science Foundation (NSF) has announced the recipients of 27 Design and Development Launch Pilots as part of its INCLUDES initiative. The initiative is aimed at enhancing U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations through a commitment to diversity and inclusion. The 27 pilots feature public-private partnerships that will develop blueprints for broadening STEM participation and are funded through two-year, $300,000 grants.

NSF commits $80 million to four ERCs

For 32 years, the Engineering Research Centers (ERC) program of the National Science Foundation has provided long-term funding for university-industry-government collaborations focused on addressing specific, complex engineering challenges. EDA announces $17M in awards via RIS program

On September 20, the Economic Development Administration (EDA) announced $17 million in awards to the 2017 Regional Innovation Strategies (RIS) program awards. SSTI’s Innovation Advocacy Council has worked with members to encourage Congress to support this program, which makes awards to support the creation and expansion of tech transformation networks (i6 Challenge) and early-stage seed capital funds (the Seed Fund Support). In total, EDA

New IAC chair named

The Innovation Advocacy Council (IAC), an initiative of SSTI to better communicate with and educate Congress on innovation issues, has named Ben Johnson its new chairperson. Johnson, BioSTL’s vice president of programs, will take over the position from Michael Cassidy, president and CEO of the Georgia Research Alliance.

Pittsburgh at precipice of innovation initiative

Recognizing that the former steel city was at tipping point in its development, Pittsburgh’s city leaders decided to tip the scale toward continued growth. Whether the city is able to rise to the level of a serious global competitor may hinge on the implementation of initiatives that will guide the city in capitalizing on their innovation, research and business assets, according to a new report from the Brookings Institution. Pittsburgh leaders received a call to action as a result of a collaborative effort initiated by two city foundations and the Brookings Institution.

SSTI conference builds innovation bridges

SSTI’s 2017 Annual Conference held last week in Washington, D.C., helped build bridges to the future through its gathering of more than 250 participants working to create a better future through science, technology, innovation and entrepreneurship. Congressman David Cicilline addressed the gathering and stressed the importance of the Regional Innovation Strategies program in his keynote address.

SSTI’s 2017 Annual Conference held last week in Washington, D.C., helped build bridges to the future through its gathering of more than 250 participants working to create a better future through science, technology, innovation and entrepreneurship. IN governor launches ‘Next Level Jobs’ initiative

Indiana Gov. Gary Holcomb announced two new workforce development grants program as part of the state’s Next Level Jobs initiative. Through this new initiative, the state will commit more than $20 million over the next two years to help state residents find careers in high-demand, high-wage jobs as quickly as possible.

Philanthropies target anchor institutions to support place-based prosperity

Numerous foundations are investing in and partnering with anchor institutions to support inclusive and equitable community and economic development, according to a new report from the Funders’ Network for Smart Growth and Livable Community. The report, Anchored in Place: How Funders Are Helping Anchor Institutions Strengthen Local Economies, stems from a study by the Anchor Institutions Funders’ Group (AIFG), a working group established by the Funders’ Network. The report also includes case studies on how funders are working with anchor intuitions in Albuquerque, Baltimore, Chicago, Denver and Minneapolis-St. Paul.

Bloomberg’s U.S. Startups Barometer for August 21, 2017 highlights an environment ripe for startups to attract venture capital (VC). The weekly index tracks the overall health of the business environment for private technology companies based in the U.S. Driven by the number of VC financing deals, the barometer set a new record high for the second consecutive week with a nearly 65 percent increase from last year’s index score.

Creating tomorrow’s STEM leaders in AZ schools

Arizona schools are taking a different approach to developing the next generation of STEM workers and leaders with the Chief Science Officer position, now in 120 schools across the state. The students, from grades six to 12, are elected by their peers and participate in training events where they learn about STEM activities and careers and can advocate for STEM education in their schools.

Administration R&D memo emphasizes basic science

The White House Office of Management and Budget released a memorandum on R&D priorities that directs agencies to prioritize basic science and lower costs in their FY 2019 budget requests. R&D investments should be made in military superiority, security, prosperity, energy dominance and health. The memo repeatedly encourages officials to identify, and divest of, research areas where industry is ready to make their own investments toward commercial development.

Entrepreneurial growth spreads outside typical hubs

Entrepreneurial growth continues to rebound and is spreading to different industries and geographies, according to the 2017 Kauffman Index of Growth Entrepreneurship, yet the report also states that entrepreneurial growth “continues to be a rare phenomenon. Most firms are not growth firms.” The five metropolitan areas with the highest levels of entrepreneurship were, in order: Washington, D.C.; Austin; Columbus, Ohio; Nashville; and Atlanta, according to the report.

Latest VC reports continue 2017’s Rorschach test

Two 2017 Q3 venture capital market updates are not providing much clarity on the underlying state of the industry. Data on greater uninvested capital, larger deals and fewer exits, among other indicators, suggest that venture capital is in need of a market correction. At the same time, new fundraising, a move toward wider geographic distribution and the rise of alternative financial structures could speak toward the emergence of a more sophisticated market. In the absence of decisive indicators, the data allow for any number of explanations and predictions.

Useful Stats: Labor force participation by state; overall rate continues decline

An aging, more diverse workforce is what the Bureau of Labor Statistics foresees in the coming decade, with a declining participation rate, which may in turn restrict economic growth. The new projections released this week echo the downward trend in the rate of labor force participation since the peak of 67.3 percent in early 2000. While recent trends show an increasing level of participation among the 55+ crowd, there has been a decreasing level of participation among 16 to 24-year-olds as school enrollment has increased, as well as a continuing decline among the prime working-age cohort of 25 to 54-year-olds.

An SSTI analysis of the labor force participation rate of the prime age workers for each state revealed a great amount of variation among the states. The map below shows the participation rate for this cohort averaged out over 2014-2016 to account for yearly fluctuations.

  • First, know your regions strengths and weaknesses; and,
  • Second, don’t chase the newest, hottest industry just because it’s the hot new industry.

Oregon lets R&D tax credit expire – will others follow?

At least three dozen states offer reductions in tax obligations to companies for some portion of the costs of the businesses conducting research and development within their particular state. During the 2017 session, one fewer could be included among the ranks. With little documented opposition, the Oregon legislature decided to get out of the R&D tax credit business altogether (p. 41, source).  Why? Millennials Take on Economy

Millennials internalized the effects of the most recent recession and revealed their beliefs about the economy and jobs future in a recent poll conducted by EY, a professional services company, and the Economic Innovation Group. Nearly one-third believe their community is still in a recession and 78 percent are worried about having good-paying job opportunities, according to the poll.

California College Students Promised New Graduation Incentives

Students at several California community colleges as well as California State University (CSU) campuses have access to a new incentive to graduate in four years through new state “promise” programs.  Gov. Jerry Brown Jr. signed SB 412 and AB 1741 creating “promise” programs that act in conjunction with a new 2025 Graduation Initiative, aiming to boost the number of students graduating from those institutions in four years to 40 percent. Success in the programs is intended to help address future workforce needs of California and improve achievement gaps.

Which states stand to benefit the most from the new Opportunity Zone criteria?

Just 19% of the approximately 25,000 census tracts potentially eligible for Opportunity Zone (OZ) designation are “More likely to attract OZ investment, with larger impact,” per the Urban Institute’s new OZ Designation Tool.1 The majority (68%) of potentially eligible tracts were found to be “Less likely to attract OZ investment,” while the remaining 13% were determined likely to attract capital regardless of OZ designation.

Nonetheless, disasters frequently impact the partners and constituents of TBED organizations and exacerbate the social determinants of economic growth. Therefore, teams of people from TBED organizations frequently choose to step up and step out of their economic development sphere and engage in societal recovery from disasters.

This week’s 2025 off-year elections resulted in two new governors, solidified legislative Democratic majorities in New Jersey and Virginia, and the approval of significant ballot measures in California and Texas. While the gubernatorial campaigns centered on affordability and tapped into an electorate’s concerns about state and national economies, they also kick off speculation on the 2026 midterms.
