Inaugural Open-Source Ecosystems awards announced on eve of next competition deadline

On the closing days of the previous federal fiscal year and with an Oct. 21 deadline looming for new proposals, the National Science Foundation announced the first 24 awards for a new program to support “Pathways to Enable Open-Source Ecosystems” (OSE). NSF’s goal is to exploit the advantages of using open-source development to find technological solutions to problems of national and societal importance.

51 recipients share $47 million in EDA Build to Scale awards

A total of $47 million has been awarded to 51 organizations by the U.S. Economic Development Administration to support programs that accelerate innovation and tech-based economic development as part of the Build to Scale program,  U.S. Secretary of Commerce Gina Raimondo announced yesterday. The 2022 awardees will leverage an additional $48 million in matching funds from private and public sector sources.

Gender and racial makeup of startup's founding team impacts funding

A recent report by DocSend Inc., a subsidiary of DropBox, surveyed over 300 pre-seed startups, finding that on average, in terms of gender alone, mixed teams raise the most funds, while all-male teams raise the least. States with top-ranking university AI research programs garner a greater number of Phase II AI-related SBIR awards, according to a working paper from the Department of Economics at the University of North Carolina at Greensboro. Researchers there investigated state variations in the distribution of Phase II SBIR research projects focused on artificial intelligence (AI). The authors of the paper hypothesized that the state-by-state variations are related to the presence of a research university with a “Top 10” AI program in each state.

Administration’s FY 2027 budget repeats cuts desired in R&D and economic development

The Trump Administration’s FY 2027 budget request, submitted to Congress on April 3, bears considerable resemblance to its FY 2026 request with proposals to cut funding for many of the agencies and line items of most interest to the state and regional innovation community. Congress approved a FY 2026 budget that in most ways mirrored previous years’ allocations for TBED-related programs and priorities, such as R&D.

Ten-day clock ticking on SBIR reauthorization

The 2026 SBIR/STTR reauthorization bill (S. 3971, the Small Business Innovation and Economic Security Act) has cleared Congress and is now awaiting final action by the President. The Senate passed the bill by unanimous consent on March 3, 2026. The House subsequently approved the Senate-passed measure on March 17, 2026, by a vote of 345–41. Because the House adopted the Senate version without amendment, the bill moved straight to enrollment, where the final official copy is prepared for signature before being sent to the White House.

As states look for ways to expand access to bachelor’s-level education while controlling costs and strengthening workforce pipelines, community college baccalaureate (CCB) programs have emerged as a promising policy tool. A recent NBER working paper by Riley Acton, Camila Morales, Kalena Cortes, Julia A. Turner and Lois Miller examines whether CCB programs deliver meaningful economic returns for graduates and how they compare to traditional degree pathways from four-year institutions.
