VA Youth Entrepreneurship Council to Expand Student IP Rights, Opportunities

A new Virginia council will coordinate the state’s efforts to help young people create businesses. Gov. Terry McAuliffe recently signed Executive Order 47 establishing the Governor’s Council on Youth Entrepreneurship, following up on a series of roundtables with students and faculty. The council will issue recommendations later this year on how to give students more rights over their research and intellectual property, promote collaborative spaces for entrepreneurs and students to meet, integrate entrepreneurship into university curriculum, identify ways to award students academic credit for starting a business and remove cost barriers to student entrepreneurship. Now in its 14th year, SSTI's Tech Talkin' Govs series has returned as governors across the country formally convene the 2014 legislative sessions. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses. The first edition includes excerpts from speeches delivered in Idaho, Kentucky, New York, Virginia, and West Virginia. 

Foundations Commit Funding for Entrepreneurial Development Programs at Nonprofits, Universities

Foundations increasingly are tapping into the unique skills of institutions of higher education by partnering with them to support entrepreneurial growth within their surrounding communities. These foundations view institutions of higher education as the ideal partners to provide education and business services necessary for entrepreneurs to reach their potential. Several foundations recently have announced funding to support entrepreneurship development activities at universities including the Ratcliffe Foundation and the Allstate Foundation. The Blackstone Charitable Foundation also announced that it is accepting applications from institutions of higher education and nonprofit organizations to pilot, expand or replicate entrepreneurship initiatives.

Universities Turn Focus on Entrepreneurship to Boost Regional Economies

Recognizing startup businesses as a powerful force in building stronger local economies, a number of universities across the country have announced significant expansions in their entrepreneurship offerings over the last few weeks. Universities in Missouri and Virginia have announced new and expanded entrepreneurship programs for students, while a nationwide network of top business schools, including Babson College, Stanford University and the University of California, San Francisco, plans to launch an online entrepreneurship program that can be licensed to other schools. The U.S. Economic Development Administration (EDA) has awarded $2.5 million in grants through its 2013 University Center Economic Development Program that will be used to support regional entrepreneurship and innovation.

Georgia, Virginia Lawmakers Expand Investments in Research, Cybersecurity

As the 2013 legislative session draws to a close for several states, lawmakers approved measures to create new opportunities for economic growth or expand investments in programs demonstrating positive outcomes. Lawmakers in Georgia increased funding for established university-based research initiatives and set up a state-run venture capital fund to invest in innovative companies. In Virginia, a new cybersecurity accelerator will help propel technology and companies in an emerging sector.

VA Gov Wants Additional $10M for Entrepreneurship, Workforce Measures

Through a combination of new funding in the current budget and legislative measures aimed at coordinating state efforts and measuring progress, Gov. Bob McDonnell hopes to showcase Virginia as the premier destination for entrepreneurs to start or relocate a business. New funding, to the tune of nearly $10 million, would be used to establish a regional accelerator grant program, cybersecurity accelerator, and career pathways development program, among others.

Virginia Lawmakers Dedicate Additional Funding for TBED, Higher Ed

Lawmakers approved many of Gov. Bob McDonnell's proposals aimed at growing Virginia's technology and life sciences industries by dedicating about half of the funding requested by the governor to support R&D, commercialization, SBIR matching grants, and funding for early stage equity investments. To help reach a goal of adding 100,000 college graduates to the state over the next 15 years, lawmakers also passed the Virginia Higher Education Opportunity Act of 2011, providing enrollment-based funding to increase access to higher education and enhancing science, technology, engineering and mathematics (STEM) fields of study.
