Total funding for research and development is expected to increase by approximately 2.9 percent to $329 billion in 2006, according to the joint Battelle-R&D Magazine annual forecast. The projected increase, from the estimated $320 billion spent in 2005, covers all R&D expenditures across industry, government and academia.

Whether it is explicitly stated or implicitly understood, one of the distinctions between technology-based economic development (TBED) and more traditional economic development functions is TBED's goal of encouraging the creation of high-skill, high-wage jobs to raise the standard of living for the state or region's residents.
