Students and tech employers stand to benefit from a new initiative in Virginia that grew out of the Commonwealth’s proposal to Amazon, which is building its second headquarters in Northern Virginia. Last week, Gov. Ralph Northam announced that Virginia will invest in their tech talent pipeline to produce 31,000 new computer science graduates over 20 years.

Knowing that research universities are integral to the innovation in this country, states continue their efforts to build the economy by supporting efforts to move the research from the labs to the market. In our ongoing review of state activities in 2019 (see our stories on free tuition offerings, climate change and clean energy), this week we report on new initiatives launched in 2019 that were focused on commercialization of technology. The following programs represent some of those efforts.

Vibrant Virginia (VV), a new program from Virginia Tech’s Office of Economic Development, is offering seed grants as a way to encourage faculty and graduate students to explore persistent public policy challenges spanning the state’s urban, suburban, and rural communities. Providing between $5,000 and $12,000 to university researchers targeting key issues facing the state, VV has an initial focus on Southwest Virginia, Hampton Roads, Northern Virginia, and Southside Virginia – regions located outside of the university’s traditional footprint. Examples of projects funded so far include programs that match public school students with internships, build online capacity at rural nonprofits, and use population health expertise to identify strategies around the opioid crisis. The VV program also funds regional conversations to help Virginia Tech become a more effective partner in advancing community changes, as well as academic projects, which seek to highlight important challenges and opportunities across the state. 

On April 8, New York Gov. Andrew Cuomo announced that the Excelsior Scholarship program will be included in the state’s FY 2018 budget, after having been approved by the legislature. In its first year, the state will commit $163 million to provide tuition-free options for New Yorkers from ‘middle-class’ families at the state’s public institutions of higher education. Under the Excelsior Scholarship program, students can attend any of the colleges or universities that comprise the State University of New York and the City University of New York systems. After completing their degree, the scholarship requires that recipients must work or live in the state after graduation for the same number of years that they receive support. Cuomo contends that over 75 percent of the state’s 940,000 families with college-aged children would qualify for the program.

Two states are looking to make college more affordable through state programs aimed at decreasing or eliminating tuition costs. The New York legislature will decide the fate of a new proposal for free tuition at its state universities for middle income earners there, while in Kentucky students may be eligible for financial aid through the Work Ready Kentucky Scholarship Program.

The Research Foundation for State University of New York (SUNY) is seeking feedback regarding the translation of SUNY research and innovation into meaningful startup company formation, acceleration and growth through targeted venture investing. In particular, the foundation seeks ideas on how SUNY could connect research experts to entrepreneurial leaders, advisors, or mentors in order to build upon emerging industry sector strengths. The group plans to use this information to open a dialogue to better understand the breadth of strategies for university-related venture investing that can be designed and implemented. Once completed, this request for information (RFI) RFI may lead to further partnership discussions including, but not limited to, the development of a venture fund committed to developing SUNY technology for both strategic impact and financial return.  Read the RFI...

Over the last several years, universities have been forced to reimagine ways that they engage with alumni beyond the traditional method of fundraising via alumni donations. These universities and their alumni associations want to increase alumni involvement and facilitate interactions between their high-achieving alumni, faculty, and students. Over this same time span, many universities have increased the size and scope of their entrepreneurship curricula and degree programs. These two trends have started to merge as there has been a rise in the number of alumni angel networks that connect the talents and capital of alumni with faculty and students looking to launch an entrepreneurial venture.
