Several federal agencies have joined forces to launch a new beta website that allows individuals to look at U.S. federal investments in science and engineering from two agencies — the National Institutes of Health (NIH) and the National Science Foundation (NSF). The R&D dashboard gives users the ability to search and download data on grants issued by the federal government to research institutions (investments) and on output activities (e.g., patents and publications) from federally funded research by state, congressional district and research institution.

Manufacturers across the nation celebrated National Manufacturing Day on Friday and the topic on many people's minds was reshoring.

The Air Force Research Laboratory announced that it will commit up to $2.2 million, plus up to an additional $2.2 million in matching funds collected by the recipient organization, to establish a National Nano-Bio Manufacturing Institute for Defense Aerospace, a virtual public-private partnership to spur collaborate research in industrially-relevant nano-bio manufacturing technologies and establish developmental roadmaps for the aerospace manufacturing community. Existing or near-established nonprofit organizations, including institutions of higher education, are eligible to apply.

Angel investment activity continues to recover from the crash that hit startup capital markets in late 2008, according to the latest report from the University of New Hampshire's Center for Venture Research (UNH CVR). During the first half of 2012, the number of ventures receiving angel funding grew by a modest 3.7 percent over the same period in 2011. Healthcare remains the dominant target of angel investments, comprising about a quarter of angel dollars into the first half of the year.

At the upcoming SSTI Annual Conference in Atlanta, SSTI staff will present on the role foundations have played in support of Venture Development Organizations (VDOs), accelerators, and other regional economic development organizations. In an effort to develop domestic renewable energy production, the Department of the Interior released details on the Solar Programmatic Environmental Impact Statement (PEIS). PEIS provides an outline for utility-scale solar energy development in six states — Arizona, California, Colorado, Nevada, New Mexico and Utah.

Building on a previous statewide initiative to boost technology entrepreneurship, a group of Rhode Island organizations have combined resources to launch a new effort called the Founders League. The idea is to assemble a treasure trove of support from universities, a mentorship-driven accelerator, and the Chamber of Commerce to provide resources and connections for established and aspiring entrepreneurs.

Clean Tech venture investments declined in the third quarter of 2012, according to the MoneyTree report released on Friday by PricewaterhouseCoopers (PWC) and the National Venture Capital Association (NVCA). The numbers reinforce the current trend of decreasing investment in clean tech companies and projects and the inherent challenges of VC backing in the sector. However, many are attributing this drop to a shift in the focus of clean tech investment by private and public entities rather than complete disenchantment in the promising sector.

The U.S. Small Business Administration's (SBA) Small Business Investment Company (SBIC) debenture program provided $2.95 billion in financing to small businesses in FY12, according to a recent SBA release. SBICs around the country help small businesses to expand by providing them with access to long-term capital. Earlier this week, 11 U.S. states (and Puerto Rico) held gubernatorial elections, and 44 states held elections for at least one house of their state legislative body. As a result, five states elected new governors, as did Puerto Rico. Partisan control of state legislatures changed in nine states. The results indicate a growing trend toward state governments unified under a single political party.

Congressional elections earlier this week did not change control of the U.S. House of Representatives or Senate, however, science committees in both houses are set for significant turnover, according to the American Association for the Advancement of Science. The House Committee on Science, Space and Technology is slated to lose ten members, one-quarter of its membership, and is expected to gain a new chairperson.

On November 15, the Securities Exchange Commission (SEC) will host the "SEC Government-Business Forum on Small Business Capital Formation," an annual forum focused on the capital formation concerns of small business. This year's agenda will focus on the implementation of the Jumpstart Our Business Startups Act (JOBS Act), specifically equity-based crowdfunding regulation. The forum also will look at issues related to capital for small business that were not addressed by the JOBS Act.

The Congressional Research Service recently published findings on the current conditions of federal support of academic research, highlighting the threat that constrained university, state and federal budgets places on critical basic research. Although there is growing recognition that R&D is crucial to the long term health of the nation's science and technology sectors, data from the report shows U.S. colleges and universities have seen a decline in financial support at the federal, state and private levels.

The answer may not be clear, but both sides can agree the U.S. skills gap will continue to deepen if changes do not occur. In the U.S. manufacturing sector, the skills gap may be less pervasive than many believe, according to a report from the Boston Consulting Group (BCG). BCG researchers estimate the U.S. is short 80,000 to 100,000 highly skilled manufacturing workers.

The world's fifth annual Global Entrepreneurship Week kicked off on Monday celebrating and encouraging innovators and entrepreneurs throughout the world. Two small grant programs and a minor reorganization of related functions within the U.S. Small Business Administration are the aims of a bill introduced Nov 26 by Democratic Sens. Mary Landrieu and John Kerry. "Today's Entrepreneurs are Advancing Mentorship Act of 2012," or the TEAM Act (S. 3638) for short, would create an Office of Entrepreneurial Support within SBA to administer the grant programs, oversee online entrepreneurship education and resources, coordinate programs targeting youth entrepreneurship, and host international groups interested in U.S. entrepreneurship.

In the aftermath of an election cycle in which manufacturing emerged as a key point of contention in many races, several groups are taking stock of the state of U.S. manufacturing competitiveness. The 2012 edition of the Global Manufacturing Competitiveness Index, based on a survey of senior manufacturing executives, projects that the U.S. will fall from third most competitive nation to fifth over the next five years. In order to stave off declining competitiveness, authors of a McKinsey Global Institute report suggest that manufacturing be viewed as a critical driver of U.S.

Fostering regional innovation is imperative to strengthening our national economy and crafting public-private partnerships (PPPs) are a key strategy for catalyzing regional economic growth. While states should continue to lead regional innovation efforts, the federal government can play a critical supporting role. The Brookings Institution proposes the establishment of a PPP unit within the White House to coordinate Federal assistance.
