The St. Louis Economic Development Partnership, a group created when the St. Louis County Economic Council and the city’s St. Louis Development Corp. merged last year, has released an ambitious economic strategy for the region. Planners are calling for collaboration between the region’s economic development organizations and startup initiatives, such as Accelerate St.
This week, U.S. Secretary of Commerce Penny Pritzker announced the first 12 communities to participate in the federal government’s multi-agency Investing in Manufacturing Communities Partnership (IMCP) initiative. The initiative will concentrate federal economic development spending across agencies and departments on key manufacturing regions with strong economic strategies in place.
A project underway between IBM and Louisiana State University’s School of Engineering aims to better meet employer needs by tripling the number of computer science graduates in five years. Hoping to generate more partnerships like these, lawmakers approved legislation supported by Gov. Bobby Jindal that allows colleges and universities to compete for funds in an effort to produce graduates in high-demand areas. A smaller percentage of the funds distributed under the new Workforce and Innovation for a Stronger Economy (WISE) Fund will be based on federally funded research expenditures.
Last year, 108 unique institutional funders made a total of 260 investments in North Carolina companies, according to a report from the Council for Entrepreneurial Development. The 2013 Innovators Report details the $461 million in equity investments, grants and awards received by firms, including support from venture investors, angel networks, foundations, federal agencies, competitions, crowdfunding and other sources. Life sciences firms generated the most activity with $275 million in 134 deals, driven by the biopharmaceutical industry.
In recent years, national polices supporting university-led innovation have shifted from the linear, science-push model to a model that supports an interactive, reciprocal process of knowledge transfer between industry and university through research parks, university-industry research projects, etc. As these new national polices mature, academic researchers are starting to examine the effectiveness of university-focused policies on spurring innovation and their impact on economic development. A recently released study examines the effectiveness national polices in leading Organization for Economic Co-operation and Development countries in spurring university-led innovation and the impact of these policies on social and economic development.
In a recent Pacific Institute and Vox Global survey, about 80 percent of U.S. companies reported that water availability has become an issue for their business, particularly among firms in the South and Southwestern regions of the country. About 63 percent said water issues would affect their future location decisions, and more than half reported that they expected water scarcity to impact their growth and profitability over the next five years.
National Institute of Health (NIH) Director Francis S. Collins has accepted recommendations from an NIH working group that call for increased investment in the federal government’s effort to map and understand the human brain. Under the recommended plan, the initiative would receive $400 million each year between 2016-20, which would grow to $500 million a year for 2021-25. The BRAIN Initiative is a multi-agency effort, supported by NIH, Defense Advanced Research Projects Agency of the U.S. Department of Defense, National Science Foundation and Food and Drug Administration.
NASA is looking to U.S. universities to explore transformative space technologies and help the agency advance its plans for exploration to deep space and Mars. The agency will make up to 12 awards totaling $500,000 each this fall with R&D efforts taking place over two to three years. Notices of intent to submit proposals are due June 24.
Aiming to resolve the state’s projected $935 million deficit in its current two-year budget, Gov. Tim Pawlenty introduced a plan that closes Minnesota's budget gap and invests additional funding in rural entrepreneurship and teacher training initiatives for K-12 math and science educators.
Under the governor’s plan, state spending would be cut by $341 million and the state would tap into the budget reserve and surplus funds within the Health Care Access Fund for another $500 million.

Idaho’s entrepreneurial support centers managed to survive the legislative session with half of their annual appropriation intact in the fiscal year 2009 state budget, despite being zeroed out in Gov. Butch Otter’s budget recommendation earlier this year.
A growing number of state governments face revenue uncertainties in the near future. More than half now expect budget deficits and shortfalls in the upcoming fiscal year and beyond. Despite the bleak outlook, however, legislators nationwide are continuing to invest in science and technology with many lawmakers projecting high returns to their state in the coming years. Following are highlights of TBED investments and reductions in recently approved budgets in Kentucky, Maine and Nebraska.
Kentucky
Legislators passed the fiscal year 2008-09 budget last week, increasing spending by 4.9 percent over last year and investing in New York’s Upstate economy despite projected shortfalls for several years to come.
In a deal ironed out earlier this month by Gov. Ted Strickland and legislative leaders, the state will move forward with an economic stimulus plan that borrows far less than the governor’s original proposal while using existing state revenue such as tobacco settlement funds to supplement the plan – a move that has prompted legislative action to secure control of the tobacco funds.
Many state and regional TBED organizations see federal laboratories as an integral partner in their efforts to promote technology development and commercialization. At least 22 of the leading state TBED organizations across the country have established partnerships with at least one federal laboratory to address a broad range of goals, according to a recent SSTI survey.
To paraphrase an old automobile ad campaign, the SBIR program reauthorized for two years by the U.S. House of Representatives on Wednesday is not your father’s SBIR program as it was created and sustained for the past 25 years. Nor would it be the same, smaller STTR program if the bill becomes law.
Lawmakers in Georgia and Maryland approved action earlier this month on several TBED-related measures for the upcoming fiscal year. Highlights of the approved budgets are outlined below.
Georgia
A strong research base, a climate where entrepreneurs can thrive, access to risk capital, and a network of partner organizations have long been considered by policymakers and practitioners the formula for success and sustainability in technology-based economy. The Tennessee Technology Development Corporation (TTDC) unveiled its new strategic plan last week, leveraging these resources to build the state’s economic development portfolio by strengthening the science and technology sectors.
Legislators in Alaska, Iowa and Oklahoma recently approved funding for several TBED-related initiatives within state operating and capital budgets for the upcoming fiscal year.

Beginning in 2003 with its $510 million investment to lure the Scripps Research Institute (see the Oct. 31, 2003, issue of the Digest), the state of Florida has drawn national attention over the past few years for its aggressive pursuit of major life science research institutions. This year, however, it looks like that strategy will have to be put on a temporary hiatus.
Operating with a $152 million surplus for the current fiscal year, Gov. Mike Easley unveiled his recommended budget adjustments for FY 2008-09 earlier this week, providing additional funding for university projects and expanding TBED initiatives. North Carolina is one of a shrinking number of states to still project black ink for its next fiscal year.
Early-stage Colorado bioscience companies and researchers in clean and alternative energy working to commercialize new technologies are among the victors of Colorado’s legislative session that ended last week.
Last week, the Federal Laboratory Consortium for Technology Transfer (FLC) held its annual national meeting in Portland, Ore. The gathering brought together laboratory technology transfer specialists, industry representatives and state and regional TBED organizations, among others, to discuss pertinent issues such as changes in federal legislation affecting intellectual property and SBIR reauthorization, STEM education initiatives, funding opportunities, and best practices for encouraging the successful commercialization of research.
Last week, Congress approved the $300 billion "farm bill" with large bipartisan majorities in both the House and Senate (318-to-106 and 81-to-15, respectively). The wide margins belie that fact that the bill remains somewhat controversial outside of Congress for its lack of reform of farm and crop subsidies. President Bush vetoed the bill today, citing concerns about its continued support of large subsidies for agricultural producers despite record profits for the farming industry. With veto-proof majorities in both houses, however, the bill is likely to survive.
