UK's 2011 Budgets and StartUp Britain Initiative are Intended to Grow the Country's Innovation Economy

    Recent Research: Are International Connections More Important Than Local Partners in Innovation?

    Innovative firms rely on global pipelines and communication more than local interactions to increase their innovative capacity, according to a working paper by Rune Dahl Fitjar and Andres Rodriguez-Pose. The authors examine the practices of 1604 firms in the five largest urban regions of Norway, and find that international cooperation is the main source of product and process innovation.

    Reduced Funding Scales Back Indiana Life Sciences, Technology Development Initiatives

    While maintaining a $1 billion reserve over the next biennium, the 2009-11 budget signed into law by Gov. Mitch Daniels reduces by half funding for the state's 21st Century Research and Technology Fund and appropriates only a fraction of the requested $70 million for the Indiana Innovation Alliance, an initiative to grow the state's life science industries.

    High-Tech Industry Wins Big in Wisconsin

    Final Version of NIH Guidelines for Human Stem Cell Research Released

    The National Institutes of Health (NIH) last week published the final version of its guidelines regarding human stem cell research, in part determining which human embryonic stem cells (hESCs) are eligible for research with NIH funding. The final guidelines contain adjustments from the draft version of the guidelines released on April 23 for public comment, from which the NIH received approximately 49,000 statements from advocacy groups, scientists, medical organizations, religious groups, members of Congress, and private citizens.

    Recent Research: Does the Clustering of Venture Capital Centers Make Sense?

    Three metropolitan areas dominate the U.S. venture capital landscape: San Francisco, Boston and New York. These cities are home to about half of all U.S. venture firms and about half of all U.S. venture-backed companies. Though venture firms have sprung up around the country over the past 25 years, the three cities have maintained, and even expanded, their share of national firms and investment.

    Useful Stats: R&D Performed by Industry within U.S., Per State, 2003-2007

    SSTI has prepared a table displaying the amount companies spent on R&D in each state from 2003 to 2007, the state's rank in 2007, the percent change over this five-year period, and the rank of that percent change. For the U.S. as a whole, industry-funded R&D was $204 billion in 2003 and rose to $269.3 billion in 2007 - a five-year jump of 32 percent. Note, the amounts in the chart are not indexed to a single year, but reflect values from when the data was released.

    A "Hybrid Higher Education System" Essential to Increasing National Competitiveness, Says Report

    Science Foundation Arizona Efforts have Added Jobs and Investments to State, According to Battelle Report

    Science Foundation Arizona (SFAz) has stimulated the state's job creation and increased the amount of additional funds leveraged, according to a report by Battelle. In 2010, SFAz-funded programs led to over 1,150 new jobs, 84 patents and 16 new companies. For every $1.00 awarded by SFAz, an additional $3.06 was matched by an outside source (e.g., federal grants, industry, and venture capital). SFAz's leveraging has increased progressively over the last three years.

    DOC Announced the $12 Million i6 Green Challenge

    The Department of Commerce's Economic Development Administration announced it is accepting applications for the $12 million i6 Green Challenge. EDA, in partnership with the departments of Agriculture and Energy, the Environmental Protection Agency, the National Science Foundation, Commerce's National Institute of Standards and Technology and U.S. Patent and Trademark Office, will select six teams from around the country that present the most innovative ideas to drive technology commercialization and entrepreneurship in support of a green innovation economy.

    State and Local Higher Ed Spending Falls to 25-Year Low

    The latest annual report on state higher education finance by the State Higher Education Executive Officers finds that state and local per student spending fell to its lowest point in 25 years last year. Rising enrollment and stagnant appropriations contributed to the decrease in per student spending.

    AZ, OH and WI Govs Move to Privatize State Economic Development

    Facing massive government deficits and stagnant regional economies, many states are exploring new options for their economic development activities.     Department of Labor Commits $40 Million to Support Green Jobs

    The Department Labor (DOL) will commit $40 million to a new Green Jobs Innovation Fund (GJIF). DOL intends to support up to eight projects that will increase the number of individuals who complete training programs for employment in green jobs."This grant program is an important effort in supporting green investments and equipping workers with the knowledge, skills and abilities they need to succeed in green occupations," said Secretary of Labor Hilda L. Solis.

    Connecticut Gov Proposes Grant Consolidations, Incentives for Large Companies

    Citing a lack of coordination among the state's economic development agencies as an obstacle for small businesses and entrepreneurs looking to set up shop, Gov. Dan Malloy unveiled a plan to consolidate job training and grant programs as part of the 2012-13 biennial budget. The governor's budget also would incentivize large employers through a competitive program rewarding the first five companies that create at least 200 new jobs within two years.

    President's Council on Jobs and Competitiveness Met for First Time

    On February 24, 2011, the President's Council on Jobs and Competiveness held its first official meeting. President Obama opened the session with a brief speech urging those in attendance to develop ideas that will lay the foundation to win the future over the long term. The purpose of this first meeting was to develop new strategies that will lead to increased investment in businesses, encourage hiring, create a highly-skilled workforce, and attract new jobs and businesses to the country.

    Venture Capital Dollars Leaving U.S. As Industry Goes Global

    New evidence suggests that venture capitalists increasingly view international investment as the future of the industry. The 2009 Global Venture Capital Survey, conducted by the National Venture Capital Association (NVCA) and Deloitte, finds that 52 percent of venture capitalists around the world are currently investing outside their home country. Most investors also believe that their involvement with international partners will increase in the near future.

    States Need an Export Strategy to Compete in 21st Century, according to a New Brookings Report

    U.S. states must develop an export strategy as a component of the state's “competitiveness agenda,” according to a new report from the Brookings Institute. In “Boosting Exports, Delivering Jobs and Economic Growth,” the authors point towards the rapid growth of American exports in comparison to the overall economy's economic growth to highlight the need for effective and efficient state export strategies. Between the third quarter of 2009 and the third quarter of 2011, U.S. exports grew by 12.7 percent almost four times the overall economic growth (3.2 percent).

    Recent Research: What makes place-based economic development policies work?

    Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

    A BBBRC grant builds momentum for a highly trained semiconductor workforce

    For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

    The impact of tax incentives on early-stage company investment varies

    One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
