While two charts from the National Science Board’s The State of U.S. Science and Engineering summarize the changing nature of this international struggle, the underlying data on where the U.S. and China are investing their resources should really grab the attention of policymakers and one would hope motivate action by the U.S.

As the most ambitious innovation initiative that Europe has ever undertaken, the European Union (EU) recently launched the European Innovation Council (EIC) with a €10 billion (about $11.7 billion USD) fund that will provide both non-dilutive grants to and direct equity investments in innovative startups within the union. After a successful three-year pilot, the EIC is merging with the current Executive Agency for Small and Medium-sized Enterprises, and has already launched its first official program with a call for proposals worth €1.5 billion (approximately $1.8 billion USD).

AlphaLab Health, an accelerator program developed by Innovation Works (IW) and Allegheny Health Network (AHN) for life-sciences startups in the Pittsburgh region, has received a $10 million grant from an anonymous donor. The Biden administration announced the 30 members of the President’s Council of Advisors on Science and Technology (PCAST) this week. The panel, which is co-chaired by the president’s science advisor and external experts, exists to make science, technology and innovation recommendations to the White House. The Appalachian Regional Commission (ARC) recently announced its largest POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) grant package to date, investing nearly $46.4 million into 57 projects across 184 counties. The Department of Defense announced yesterday that it issued $238 million from "Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act" funding for the establishment of eight Microelectronics Commons (Commons) regional innovation hubs. With $2 billion in funding for Fiscal Years 2023 through 2027, the Microelectronics Commons program aims to leverage these hubs to accelerate domestic hardware prototyping and "lab-to-fab" transition of semiconductor technologies.
