The Economic Development Administration (EDA) in partnership with 15 other federal agencies and bureaus intends to commit $33 million in direct federal funding and provide technical assistance resources for the Jobs and Innovation Accelerator Challenge — a new public-private initiative focused on supporting and accelerating the growth of regional innovation clusters that exhibit high-growth development potential. Approximately 20 industry clusters will be selected through a nationwide competitive process that includes all industry sectors.

Generous individuals and foundations are stepping up to support university-based initiatives designed to expand research and encourage young people to create high-growth jobs at a time when operating budgets for higher education are facing drastic funding cuts across the U.S. Colleges in Michigan and Ontario will establish endowed chairs in medical research and entrepreneurship with funding from individual donors, and a 23-year-old former student of the University of Waterloo is launching a $1 million seed fund for student startups.

U.S. venture capital investment per capita grew almost 19 percent in 2010 over the previous year, reaching $11.16. That increase, however, only represented a partial rebound from the plunging investment levels of 2008 and 2009. Last year's U.S. per capita figure was 28.7 percent lower than 2007 and 7.2 percent lower than 2005. The largest increases in per capita investment over the past five years occurred in the District of Columbia, Illinois, Delaware, Kansas and Iowa.

Gov John Hickenlooper recently signed legislation expanding eligibility for Colorado's Innovation Investment Tax Credit (CIITC). The program provides angel investors with an income tax credit equal to 15 percent of their investment in Colorado small businesses that are less than five years old and are involved in research and development. Originally, the program allowed investors to claim the credits for investments made during the 2010 tax year.

From 2000 to 2008, the U.S. ranked 18th out of 30 countries in the growth of government-funded university research, according to a new report by the Information Technology & Innovation Foundation (ITIF). In University Research Funding: the United States is Behind and Falling, Robert Atkinson and Luke Stewart compared the U.S. government and business funding for public university research against 29 other developed countries.

Compiling SBIR Phase I awards and proposal statistics by state for FY10, SSTI finds the 10 states with the most awards in FY10 were California (851), Massachusetts (517), Virginia (250), Colorado (218), New York (212), Maryland (196), Texas (185), Pennsylvania (184), Ohio (179), and Michigan (125). Colorado moved up two positions to fourth place, dropping New York to fifth place while Maryland fell to sixth place from fifth last year. Pennsylvania edged out Ohio to move up one spot into eighth position, pushing Ohio down one spot from last year to ninth place.

Created as the successor to two longstanding and accomplished tech-based economic development organizations — the Washington Technology Center (WTC) and the Spokane Intercollegiate Research and Technology Institute (SIRTI) — Innovate Washington will serve as the state's primary agency responding to tech transfer needs and strengthening university-industry partnerships. Innovate Washington also will coordinate the state's clean energy initiatives.

The Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program reauthorizations may face a bleak future due to a recent vote on the Senate floor. Senator Mary L. Landrieu (D-LA) said, "Today was our last chance to reauthorize these important programs and provide some continuity to the small businesses that depend on them.

The U.S. Department of Energy (DOE) announced that it will commit $25 million over the next five years to support the U.S.-India Joint Clean Energy Research and Development Center, as part of the Partnership to Advance Clean Energy. DOE will provide matching grants to universities, national labs, private companies and others to support research in energy efficiency, second-generation biofuels and solar energy. The $50 million contributed by DOE and award grantees will be matched by an additional $50 million in public and private funds from India.

Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

Florida lawmakers approved legislation to reorganize economic development efforts by establishing a new government-run agency to coordinate programs and adding divisions to the public-private partnership, Enterprise Florida. Within the newly created Department of Economic Opportunity, lawmakers established a trust fund and approved $125 million for strategic investments.

The Information Technology & Innovation Foundation (ITIF) released International Benchmarking of Countries' Policies and Programs Supporting SME Manufacturers — a new report that identifies and analyzes manufacturing support programs and practices for small- and medium-sized enterprises (SMEs) that have been implemented in ten foreign countries (i.e., Argentina, Australia, Austria, Canada, China, Germany, Japan, Korea, Spain and the United Kingdom), in addition to those of the United States. This week, the U.S. Senate passed the Leahy-Smith America Invest Act, representing a major overhaul of the U.S. patent system. The legislation would make a number of changes to the current patent regime, including the shift to a "first-to-file" system. Under this system, the right to a patent would be granted to the first party to file a patent application for the protection of their invention. In addition, the legislation would adjust the fee structure for the evaluation process and create a new fee category for low-income applicants.

The White House released a "progress report" for Startup America—a White House and interagency initiative to "celebrate, inspire and accelerate high-growth entrepreneurship throughout the nation." The report looks at public and private sector commitments in several key areas that will improve the environment for high-growth entrepreneurship. The report also provides status updates for current and future Startup America related initiatives.

Last week, the World Economic Forum released its annual Global Competitiveness Report, and once again, the U.S. fell in the rankings one more position to fifth place, representing a four-year decline from fourth place in 2010-11, second place in 2009-2010 and first place in 2008-2009. Switzerland held the number one spot for the second year in a row. The report indicates that while many structural features continue to make the U.S.

Most American (86 percent of survey respondents) believe manufacturing is "either important" or "very important" to our national economy, according to a new survey from the Manufacturing Institute and Deloitte. Topped only by the energy industry, manufacturing finished as the second most important industry to the national economy.
