In an attempt to leverage the economic promise of young people, the state of Kentucky is launching a new public-private initiative designed to enhance creative thinking and entrepreneurial skills. The Governor's School of Entrepreneurs will be launched this summer as an experiential program that brings together representatives from Kentucky's science, engineering, design, entrepreneurial, and higher education communities to teach promising high school students from across the state on business fundamentals, entrepreneurship, product design, and creative thinking.

A new report released by Deloitte on "U.S. Public Opinions on Manufacturing" reveals that a strong majority of Americans consider manufacturing to be the most important industry in the country. But while nearly two-thirds of Americans (64 percent) believe our manufacturing industry can be globally competitive in the 21st century, most Americans (46 percent) see the manufacturing sector getting weaker or at best staying the same (32 percent).

A recent report by Cleveland State University's Levin College of Urban Affairs details the economic impact of companies supported by JumpStart Inc. and the North Coast Angel Fund in the 2012 calendar year. The 127 companies included in the study created 2,140 jobs in Ohio (1,652 in Northeast Ohio), generated $269.7 million in economic benefits for the state, and produced $35.5 million in federal, state, and local taxes.

Although universities are not always at the forefront of the discussion on job creation and economic activity, they saw a sizable increase in licensing and startup activity during FY12, according to a survey by the Association of University Technology Managers (AUTM). Respondents reported $36.8 billion in net product sales from licensed technologies and startup companies from 70 of the surveyed institutions employed over 15,000 full-time employees. Highlights from the survey are available now, and the full report is set to release at the end of the year.

A new report from the National Academies' National Research Council urges the U.S. federal government, state government, business and universities to act in concert to preserve the competitiveness of the nation's research universities. The report, a follow-up to 2005's Rising Above the Gathering Storm, suggests that a number of ongoing trends threaten U.S. global leadership in higher education. The most critical of these issues are declining federal funding for university research and the erosion of state support for higher education in general.

Governments of advanced economies are starting to believe as the 21st century advances significant opportunities for their technology-based product and service sectors will emerge from increasingly open, competitive and affluent global markets. To compete in this changing world, they are looking to expand access to capital for startups and entrepreneurs, support their research and development (R&D) infrastructure and address weaknesses in their national economies.

Unlike last year when a wave of new governors pushed sweeping proposals to re-organize economic development activities and grow the economy, the 2012 legislative sessions brought mostly modest changes for tech-based initiatives. The Small Business Administration (SBA) plans to make seven awards to support organizations helping to build strong regional innovation clusters. The awards will support public-private partnerships that bring together businesses, academic institutions, economic development organizations and other local actors to lay the foundations of sustainable growth and economic competitiveness. Three of the awards will go to small businesses that provide cluster-related services. SBA intends to post a request for proposals on or about July 5.

The Economic Development Administration (EDA) announced the Strong Cities, Strong Communities (SC2) Pilot Challenge, a $6 million pilot initiative to assist economically challenged municipalities in creating long-term economic development plans. Under the SC2 initiative, the EDA will select six pilot communities from across the country. To be eligible for the SC2 initiative, the applicant must be a local government that meet all the economic distress criteria described in the announcement and has a current population of at least 100,000.

During the 2012 BIO International Convention, 41 state bioscience organizations announced the formation of the Coalition of State Bioscience Institutes (CSBI), a coordinated national effort to deliver industry-led life science education, workforce development and entrepreneurship programs. The coalition is intended to allow state bioscience organizations to share knowledge with the goal of improving bioscience education and innovation, while maximizing industry support. American Recovery and Reinvestment Act (ARRA) funding allowed the U.S. federal government to maintain steady funding of research and development (R&D) during the economic crisis. A new online flexible degree program backed by Gov. Scott Walker and the University of Wisconsin (UW) System aims to significantly raise the number of college graduates by allowing adults with some college experience to work at their own pace, earn credit for what they already know, and pay reduced rates through partnerships with employers. In order to appeal to the nearly 700,000 Wisconsin adults with some postsecondary education credit, the UW Flexible Degree provides a more personalized, self-paced college experience and a shortened time to degree completion.

Foreign-born inventors and entrepreneurs play a vital role in the U.S. innovation economy, yet these individuals face many obstacles if they wish to remain in the country. Last year, more than three-quarters of all patents at the top ten patent-producing universities had at least one foreign-born inventor, according to report from the Partnership for a New American Economy. With veteran unemployment rates exceeding the already-high national unemployment rate, organizations and agencies around the country are seeking ways to plug veterans into the innovation economy. These efforts capitalize on the leadership skills and technical knowledge of military veterans by helping them become entrepreneurs. Operation Boots to Business is a new nationwide initiative, backed by the U.S. Small Business Administration (SBA), that will provide entrepreneurship training courses at military bases to help veterans transition into business ownership.

Although the economic ramifications of the recent global recession still remain, countries across the world have remained committed to supporting their innovation economies. Several initiatives across the globe highlight these efforts including the European Union (EU) announcing that it will commit significant funding to three innovation-focused programs and an economic development strategy in British Columbia, Canada, to support the province's technology sector and spur job creation.

The National Science Foundation (NSF) is soliciting proposals from institutions of higher education to join a network of Innovation Corps (I-Corps) regional nodes that will work cooperatively to establish, utilize and sustain a national innovation ecosystem that further enhances the development of technologies, products and processes that benefit society. NSF intends to commit approximately $2 million to establish four regional nodes that will be diverse in research areas, resources, tools, programs, capabilities, and in geographic locations.
