State budget wrap-up: Notable TBED and innovation funding in FY 2027

As revenues continue to tighten, many states entered fiscal year 2027 (FY 2027)—which began July 1 for most—with cautious or constrained spending priorities. With the exception of South Carolina, all states have now enacted their FY 2027 budgets. Most adopted maintenance‑level or reduced spending plans that limited new recurring expenditures, reduced one‑time appropriations, and reprioritized core services such as Medicaid and education.

US Department of Commerce to invest $169 million in Tech Hubs

The U.S. Department of Commerce recently announced that the Economic Development Administration (EDA) intends to award $169 million across six selected Tech Hubs. The competition for this funding was open to the 19 designated Hubs that had not yet received EDA Tech Hubs Implementation Awards.

VC investment trends: Shrinking, growing, or just moving?

While repeatedly writing about VC investment trends over the past year can feel a little like the movie Groundhog Day, like the film, the story is more nuanced than it would first appear. Sure, the overall message of high-dollar deals driving headlines and boosting investment levels to record heights persists, but there are some emerging trends deeper in the data that bear exploring to see if there are issues or opportunities that impact how TBED investors allocate resources going forward.

States and policymakers are seeking a better understanding of the risks and vulnerabilities of extreme heat and its associated weather events; and, in doing so, are beginning to develop strategies for a hotter future, including anticipated fiscal impacts. Arizona, California, Delaware, New Jersey, New York, North Carolina and Wisconsin have all developed and begun implementing those heat action plans. Meanwhile, a recent report on the impact of extreme heat found that Mississippi is among the states with the largest heat-related economic losses. The United States loses an average of $100 billion annually from heat-induced declines in labor productivity.

When a new TBED project comes to town, the TBED practitioners inside know the long-term benefits of technology-based economic development: they can see and understand their progress in building a strong economic foundation for their host region. But for community-based and workforce development organizations and K-12 education systems in the surrounding area, the TBED project might appear to be an opaque operation that operates independently of its neighbors.

What to expect when you’re expecting (investment returns)

Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.

Those measures remain important, but they overlook one of the university's most valuable contributions. The Illinois-Wisconsin-Indiana region could see as many as 191,000 quantum jobs by 2035

The Chicago Quantum Exchange (CQE) recently released a report, Advancing Together: A Unified Strategy for Scaling Midwest Quantum Talent, outlining a regional strategy to expand the quantum workforce. The Illinois-Wisconsin-Indiana region could see as many as 191,000 quantum jobs by 2035, according to a Boston Consulting Group analysis for the CQE. More than 70% of those jobs will be available to people who do not have graduate degrees, and nearly one-third will be open to those with associates degrees or technical training.

NSF selects 15 finalists to advance to the next round of its second Regional Innovation Engines competition

The U.S. National Science Foundation Regional Innovation Engines (NSF Engines) program  has narrowed the list of finalists advancing to the next stage of the program's second competition to 15 applicants—spanning critical technologies and applications ranging from enhancing energy grid security to maximizing the yield of critical minerals mining extraction to advancing quantum computing. The finalist teams, many of whom have been building their regional coalitions for a year or longer, are led by a range of organizations, including universities, nonprofits and private industry from across the United States.

Massachusetts lawmakers approve $4B for major initiatives in life sciences, climatetech, and AI

On Nov.

On Nov. 14, the Massachusetts’ House and Senate approved a compromise $4 billion economic development measure after months of negotiations that followed the end of their formal legislative session this past summer and the spring release of Gov. Maura Healey’s $3.5 billion proposal, An Act relative to strengthening Massachusetts’ economic leadership, or the Mass Leads Act.  The Mass Leads Act sought to reauthorize the state’s life sciences investments at $1 billion for the next decade, launch a separate $1 billion, 10-year climatetech initiative, and build on the momentum of the state's CHIPS + Science wins by proposing targeted investments in advanced manufacturing and robotics. It also included $100 million to create an Applied AI Hub in Massachusetts.

The Great American AI Act is open for discussion

On June 4, Congresswoman Lori Trahan (D-MA-03) and Congressman Jay Obernolte (R-CA-23), members of the House Energy and Commerce Committee, released a discussion draft of the Great American AI Act, bipartisan legislation to create a federal framework for how the U.S. will govern artificial intelligence. According to a press release from the Office of Congresswoman Trahan, the act is the product of ongoing bipartisan conversations and builds on the bipartisan House AI Task Force.

Recent Research: Who actually benefits from R&D tax incentives?

Research finds young innovation-centered firms operating at a loss realize one-third less value from the federal R&D tax credit than the national average. Federal support for business R&D in the United States relies heavily on tax incentives. The federal R&D tax credit and deduction together provide far more support for private-sector research than direct federal funding programs, making them one of the government’s primary tools for encouraging innovation.

BEA releases new income distribution data tool

The new Income Distribution Analysis Tool (IDAT), released by the U.S. Bureau of Economic Analysis (BEA), allows users to easily build custom tables, maps, and charts within BEA’s platform. Fueled by data from the distribution of personal income statistics , data is available at the national and state levels and covers various income series, distribution metrics, and more. The number of years available varies by selection, with some having 25 years of data available. The tool may be useful for economic developers and academic researchers to evaluate the effectiveness of significant policy decisions by helping assess changes over time in the standard of living for various areas of the country.
