Steven Chu, Secretary of the Department of Energy, announced $2 million in available funding for the National University Clean Energy Business Challenge — a nationwide network of regional university-based clean energy business creation competitions.

Pair of IL Bills Boost Investment in Tech-based Firms, Support Student Entrepreneurs

Gov. Pat Quinn this week signed into law two bills in support of tech-based companies and student entrepreneurs. SB 107 builds on the state's Technology Development Account, which allows the state to invest up to 1 percent of its investment portfolio in venture capital firms that in turn invest in technology-based businesses. The new law increases the amount to 2 percent. Companies may use the funding for R&D, marketing new products and workforce expansion. Another bill signed by Gov.

SBA Licenses First Impact Fund In Michigan

Michigan's InvestMichigan! Mezzanine Fund is slated to become the Small Business Administration's (SBA) first licensed Impact Investment Fund through the agency's new Impact Investment Initiative. The SBA initiative, which is part of the White House's Startup America initiative, uses the existing infrastructure of the Small Business Investment Company (SBIC) program to encourage small business growth. Participating funds must make place-based investments in small businesses in underserved areas, or investments in the clean energy and education sectors.

NSF Awards $10M for Stanford Engineering Entrepreneurship Center

The National Science Foundation (NSF) recently awarded a five-year, $10 million grant to the Stanford Technology Ventures Program (STVP) to create a national center for entrepreneurship engineering. STVP will partner with the National Collegiate Inventors and Innovators Alliance (NCIIA) to develop resources for undergraduate entrepreneurship programs at engineering schools across the country. Colorado Blueprint Focuses State Economic Development Efforts on Innovation

Colorado Gov. John Hickenlooper unveiled the Colorado Blueprint: A Bottom-up Approach to Economic Development, "a document that responds to outlines the steps that will be taken by the Hickenlooper Administration over the next few years to support and promote economic development across Colorado. "The plan consists of six focus areas and 24 action items to spur the state's economic development. The six areas are:

Study Identifies Barriers, Strategies for Tech Transfer from Federal Labs to Industry

The diversity and scope of a federal laboratory's mission, congressional support and oversight, and the centralization/decentralization of technology transfer functions at the agency and laboratory levels are among the factors that affect technology transfer and commercialization at federal laboratories, according to a recent report sponsored by the Department of Commerce. Findings are based on literature review and discussions with technology transfer personnel at federal agencies and laboratories.

ITIF Ranks U.S. Fourth in Global Index of Innovative Economies

In an update of their 2009 The Atlantic Century report, the Information Technology and Innovation Foundation reports that the U.S. continues to rank fourth in innovation-based competitiveness and second-to-last in innovative progress. Among the 43 nations included in the study, only Italy ranked lower than the U.S. in improving their innovative competitiveness. Certain U.S. regions performed much better than the country as a whole. For example, Massachusetts, if taken as an independent economy, would rank as the most innovative economy in the world.

Changes to RIEDC Board, Leadership Signed into Law

Gov. Donald Carcieri signed legislation last week expanding the Rhode Island Economic Development Corporation (EDC) board and allowing the state to offer the incoming EDC director a three-year contract that extends past the governor’s term, which ends next January. The changes are expected to boost the agency’s effectiveness and attract better candidates for the state’s top economic development position.

Maine S&T Action Plan Outlines Goals for Capitalizing on Research

Since the 1990s, Maine has done an excellent job investing in R&D to establish a robust research capacity, but little has been done in terms of building a capacity for innovation and entrepreneurship, according to the 2010 Science and Technology Action Plan. The report identifies three main strategies to position the state as a global competitor and create high-paying jobs and economic prosperity.

Vermont Gov Proposes $8M Investment in University Programs

Gov. Peter Shumlin introduced a plan to invest $8 million in university programs designed to address a shortage of skilled workers. Under the plan, the University of Vermont and Vermont State Colleges each would receive $4 million in one-time funding to implement university-industry partnerships, facilitate re-entry of science and engineering professionals, and expand dual enrollment for high school seniors. NSF 2012 Science & Engineering Indicators Are Now Available

The National Science Foundation's National Science Board has released the 2012 edition of its biennial compilation of U.S. science and engineering indicators and trends. This year's release includes an interactive tool to view state S&E data and a separate digest with 30 key data points for evaluating U.S. progress. While the U.S. still leads the world in many of these key metrics, developing countries appear to have made significant strides in S&E competitiveness, according to the report. Additional data will be available after February 15.

New Firms and SMEs fuel the European Union's Job Growth, According to New Report

Between 2002 and 2010, small- and medium-sized enterprises (SMEs) created 85 percent of new jobs in the European Union (EU), according to "Do SMEs Create More and Better Jobs?" — a new report from the European Commission. During this period, SMEs' annual employment growth (1 percent) grew at twice the rate of large enterprise (0.5 percent). Fueled mostly by the birth of new SMEs, net employment in the EU rose by an average of 1.1 million new jobs each year. In 2010, SMEs employ 67 percent of all workers in Europe.

White House Introduces Community Economic Development Pilot Program

This week, President Barack Obama announced a new interagency pilot initiative to bolster regional economic strategies in select towns and cities. The Strong Cities, Strong Communities (SC2) initiative will offer federal resources to support ongoing efforts in six pilot communities, including Chester, PA; Cleveland, OH; Detroit, MI; Fresno, CA; Memphis, TN; and New Orleans, LA. Cross-agency teams will assist with mayoral initiatives in the participating cities, while a fellowship program will recruit and train local policy specialists.

Ohio to Provide Ongoing Revenue for New Private Nonprofit Jobs Effort

The 2012-13 biennial budget signed into law last month by Gov. John Kasich authorizes the state to transfer the liquor distribution system to JobsOhio, a private nonprofit partnership created to assume the business-incentive and job-creating functions of the Ohio Department of Development. With the transfer, the state expects to generate $1.2 billion in a lump-sum payment, with $500 million deposited into the general fund in FY12 and $700 million used to pay off outstanding bonds supported by liquor profits, according to an analysis by the Ohio Legislative Service Commission.

Number of Employer Businesses Has Fallen 27 Percent Since 2006, Kauffman Reports

New research suggests that the current jobs crisis may have its roots in factors that predate the 2007-2009 recession. In Starting Small; Staying Smaller; America's Slow Leak in Jobs Creation, the Kauffman Foundation's E.J. Reedy and Robert Litan find that over the past few years new businesses are starting off smaller and growing less than in previous years. For example, the cohort of firms that started in 2009 are now predicted to contribute one million fewer jobs over the next decade than historical averages would suggest.

Clinton Global Initiative announces 51 New Commitments "that will improve the lives of 2.7 Million Americans"

New Brookings Report Looks at State and Regional Jobs in the "Clean" or "Green" Economy

The clean economy employs over 2.6 million workers spread across a diverse group of industries, according to a new report from the Metropolitan Policy Program at the Brookings Instition in partnership with Battelle's Technology Partnership. In Sizing the Clean Economy: A National and Regional Green Jobs Assessment, the researcher developed, analyzed and commented on a detailed database of establishment-level employment statistics related to clean economy industries at the national, state and regional levels.

America COMPETES Report Emphasizes Innovative Research, Education, Infrastructure

U.S. Secretary of Commerce John Bryson recently presented the key findings of a year-long study into the challenges and opportunities facing the national innovation economy (full video of the event is available at the Center for American Progress site). Over the past decade, a number of warning signs, such as declining job creation, poor student preparedness in science and math and aging infrastructure, have indicated that the U.S. is en route to a less dominant position in the global economy.

Renee Winsky has resigned as the CEO of the Tech Council of Maryland. Winsky has headed the technology trade group since September 2009. Larry Letow, chairman of the council, will serve as CEO on an interim basis. Tom Ballard has retired as director of partnerships at Oak Ridge National Laboratory and accepted the position of director of Innovation and Entrepreneurial Initiatives at Pershing Yoakley and Associates. Mark Lytle has been selected to become the division director of the Georgia Centers of Innovation.

New benchmarking tool illuminates how AI is accelerating job market changes

All too often, jobseekers and employers seem to exist in non-compatible realities. While jobseekers flood the job market with descriptions of their generalized skills in communication, leadership, and problem-solving to fill various roles in different sectors, employers are looking for the more specific skills that will get the job done, say the authors of a report from the Wharton School and Accenture. And they propose that AI is accelerating this shift from a role-based economy to a skills-based economy.
