$1 billion awarded for 12 quantum information services and artificial intelligence research institutes

Over $1 billion has been awarded for the creation of 12 new quantum information services (QIS) and artificial intelligence (AI) research institutes across the country over the course of the next five years, according to an announcement from the White House Office of Science and Technology Policy, the Department of Energy (DOE) and the National Science Foundation.

This year marks the 30th anniversary of the Georgia Research Alliance (GRA), a public-private partnership that works with both the University System of Georgia and the Georgia Department of Economic Development to expand the research capacity at the state’s universities and seed and shape startup companies. When it was formed in 1990, GRA was a new kind of enterprise.

When it was formed in 1990, GRA was a new kind of enterprise. Leaders in state government, private industry and academia all came to the table to strengthen cohesion among Georgia’s public and private research universities – and, ultimately, to bring more research dollars and discoveries to the state. Today it is recognized as a key player in building the state’s reputation as a center of discovery and invention.

Value of certificates showing mixed results

Completing a subbaccalaureate program can translate into higher pay and greater employment outcomes compared to those who have no education beyond a high school diploma, but the median salary of those who completed a certificate versus those who did not was the same ($20,000) among students who were no longer enrolled after three years. The results are detailed in a recent brief from the National Center for Education Statistics at the U.S. Department of Education.

NSF and EDA sign MOU to coordinate work on regional innovation programs

The "CHIPS and Science Act" authorizes both the National Science Foundation (NSF) and the U.S. Economic Development Administration (EDA) to implement programs to enable regional technology development and economic and job growth through NSF Regional Innovation Engines (NSF Engines) and EDA Regional Technology and Innovation Hub (Tech Hubs) programs. To officially enable cooperation between the two agencies as they pursue these similar goals, NSF and EDA signed a memorandum of understanding MOU. The MOU allows for coordinating specific projects, programs, and facilities.

The PitchBook-NVCA Venture Monitor Q2 2020 shows that COVID-19 is having an impact on the earliest parts of the venture capital funnel. By extrapolating the first half data through the rest of 2020, initial investments are on pace for a 26 percent decline from 2019, and the fewest total deals since 2010. Continuing this same extrapolation, seed investments are on track for a 36 percent decline in 2020 from 2019 and also the lowest level in at least seven years.

This economic hit affects everyone—workers, businesses, and taxpayers. Parents lose income when they miss work to take care of a child. R&D funding remains stable, but sources fluctuate

Over the past two decades, business has done most of the heavy lifting for research and development (R&D) funding. Calculated in the dollar value of 2012, business funding increased from $10.4 billion in 2000 to an estimated $36.0 billion in 2021.

The National Center for Science and Engineering Statistics (NCSES) keeps track of these types of statistics, and the above data is from Business Sector Increases Funding for Basic Research, one of three InfoCharts released last month.

NSF expands its advanced materials network with nine new centers

The National Science Foundation (NSF) is expanding a network of research centers across the country to translate university-based R&D into new, and hopefully, better advanced materials. In late June, NSF announced the distribution of $162 million to support the creation of nine more Materials Research Science & Engineering Centers (MRSECs), bringing the total number of centers to twenty. Each of the new centers will receive $18 million over six years.

It appears that innovation is contagious. Maps reveal that once there is a concentration of patents granted to inventors in one U.S. county, innovation starts to percolate in neighboring counties. And the phenomenon isn’t found only in established life sciences hubs like San Diego or Boston. SSTI observed this spillover effect in Washtenaw County, Michigan and Hennepin County, Minnesota, among other places. These data suggest that when a strong base is located, likely due to new companies and startups establishing themselves, innovation lays down its roots and spreads to other counties.

Staffing changes for EDA national programs

The U.S. Economic Development Administration has recently made multiple staff appointments for its national program offices. Cristina Killingsworth is now EDA’s deputy assistant secretary for policy and external Affairs, having formerly been chief of staff for the International Trade Administration.

SBIR reduction at DOE

The U.S. Department of Energy (DOE) has reduced its funding for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The cut at the Office of Science—the agency’s primary program administrator—appears to be about 35%. The change resulted from congressional direction that the agency had miscalculated its SBIR set-aside and is intended to make the Office of Science’s calculation more consistent with that of the other programs in DOE.

$6 million in funding made available to Michigan startups

Pre-apprenticeship programs boost career readiness, increase skills

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP.

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

SSTI recently took a look at some of the pre-apprenticeship programs in different states across the country and the impact some are having.

Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.
