Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for build research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either building new facilities or making capital improvements for training students in high-wage, high-demand fields.

The FY15 budget proposal outlined last week by Gov. Andrew Cuomo would provide funding to continue many of New York’s innovation-focused efforts while investing in new initiatives, including a genomic medicine network and STEM scholarship program.

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.  

Now in its 14^th year, SSTI's Tech Talkin' Govs series has returned as governors across the country formally convene the 2014 legislative sessions. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses. The first edition includes excerpts from speeches delivered in Idaho, Kentucky, New York, Virginia, and West Virginia. 

The Department of Labor announced over $175 million in new funding for community colleges to grow and enhance their manufacturing education and training programs through partnerships with local employers. Part of the $500 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative, the grants are intended to promote skills development and employment opportunities in advanced manufacturing. Through the TAACCCT initiative, each state plus the District of Columbia and Puerto Rico will receive at least $2.5 million in dedicated funding for community college career training programs in fields such as advanced manufacturing, transportation, health care and other science, technology, engineering and math (STEM) careers. Massachusetts House leaders introduced a bill earlier this week calling for funding to support R&D at universities and research centers, manufacturing grants and workforce training, and a venture capital mentoring program for startups. The measure is touted as a jobs bill to stimulate the state's sluggish recovery by focusing on high-growth sectors of the economy.

The Council on Competitiveness in partnership with Deloitte released Ignite 2.0: Voices of American University Presidents and National Lab Directors on Manufacturing Competiveness, the second installment of a three-part series on improving U.S. manufacturing competitiveness. According to the report, talent-driven innovation, education and advanced skills development coupled with research, science, technology and full life-cycle commercialization are the necessary drivers for a U.S. manufacturing resurgence. Five goals for colleges, universities and the national labs to improve U.S. manufacturing competitiveness are outlined including:

Lawmakers approved many of Gov. Bob McDonnell's proposals aimed at growing Virginia's technology and life sciences industries by dedicating about half of the funding requested by the governor to support R&D, commercialization, SBIR matching grants, and funding for early stage equity investments. To help reach a goal of adding 100,000 college graduates to the state over the next 15 years, lawmakers also passed the Virginia Higher Education Opportunity Act of 2011, providing enrollment-based funding to increase access to higher education and enhancing science, technology, engineering and mathematics (STEM) fields of study.
