U.S. innovation policy, which in the latter half of the twentieth century became focused on massive federal investment in basic research, is no longer tenable, according to a new report from the Information Technology and Innovation Foundation (ITIF). In the post-World War II era, the federal government funded a wide variety of costly basic research projects at U.S. universities and federal laboratories without a guiding economic strategy for these investments. This approach has ceased to yield the kind of economic growth it once did, due to the globalization of the economy and knowledge diffusion. ITIF proposes 25 recommendations that could be adopted by the federal government along with the reauthorization of the America COMPETES Act in order to modernize the country's innovation policy and improve U.S. competitiveness.

While election night's main focus was on the presidential race, the importance of ballot measures for states and metros is growing as public services and budgets are being severely trimmed. A recent article in The New Republic reports on a new trend where states are embracing ballot measures as a potential source of dedicated funds for targeted investments in regional economic growth and development.

As evidenced in the recent presidential debates and on the campaign trails, STEM teaching and learning is a national priority for maintaining global competiveness. Several universities and foundations have taken the lead, working with partners to design innovative learning tools and create research-based, professional development support for new math and science teachers. Recent examples of these initiatives include a partnership between Arizona State University and Battelle to develop new technologies to educate students, a $2 million grant to the University of Florida to establish better teaching methods, and an education initiative from the Verizon Foundation to accelerate the use of mobile technology in the classroom.

New Hampshire's University System and Community College System recently committed to increasing the number of science, technology, engineering and mathematics graduates 50 percent by 2020, and then doubling that number by 2025. Currently, the two systems together graduate about 1,120 STEM students each year. Specific steps include the creation of new transfer pathways, cross-institutional sharing of facilities, staff and faculty and partnerships with the state's employers.

To help meet the goals of Virginia's Top Jobs Act enacted earlier this year, Gov. Bob McDonnell proposed $200 million in additional higher education funding over the next two years. A large portion of the new funds would support cancer and high-tech research, competitive research grant awards, and efforts to graduate more science, technology, engineering, mathematics and healthcare (STEM-H) majors. The Top Jobs Act outlines a plan for achieving an additional 100,000 undergraduate degrees over the next 15 years through a new higher education funding policy, targeted economic and innovation incentives, and the creation of a STEM public-private partnership. In accordance with the legislation, the state's colleges and universities completed six-year plans identifying initiatives to help meet those objectives.

The Association of American Universities (AAU) will undertake a five-year initiative to assess and improve the quality of science, technology, engineering and mathematics (STEM) teaching and learning focused on the first two years of college. Specifically, the group will create a demonstration program at a subset of AAU universities to implement its framework and develop tools to survey and assess the quality of teaching, the extent to which effective teaching methods are being used, and the effects of improved teaching on retention of STEM majors and completion of STEM degrees. Arkansas Gov. Mike Beebe and the state's Workforce Cabinet announced a $2.7 million pilot program — STEM Works — focused on Science, Technology, Engineering and Math (STEM) education in high schools. STEM Works will be made up of two components. The first component will focus on overhauling the state's STEM curriculum at the high school level to better prepare high school graduates to pursue college degrees in STEM disciplines. The second component — UTeach — will attempt to attract qualified college graduates to become STEM educators.

Lawmakers last week passed the 2011-13 biennial budget, providing $12 million for the state's Centers of Research Excellence program. Although it is less than Gov. Jack Dalrymple's request of $20 million to expand the program and provide additional funding for three new centers, the legislature's appropriation will allow for continued investments in infrastructure and research capacity at a time when many states are reducing funding for TBED to help fill budget deficits. The approved budget also includes $1 million for technology-based entrepreneurship grants and establishes a program to provide matching grants for startup technology businesses.

Lawmakers approved many of Gov. Bob McDonnell's proposals aimed at growing Virginia's technology and life sciences industries by dedicating about half of the funding requested by the governor to support R&D, commercialization, SBIR matching grants, and funding for early stage equity investments. To help reach a goal of adding 100,000 college graduates to the state over the next 15 years, lawmakers also passed the Virginia Higher Education Opportunity Act of 2011, providing enrollment-based funding to increase access to higher education and enhancing science, technology, engineering and mathematics (STEM) fields of study.

While seeking to spur economic growth through new investments in university-based research, Gov. Sam Brownback also proposes to consolidate the efforts of a longstanding program recognized for creating high-wage jobs and diversifying the state's economy. Under the governor's FY12 budget proposal, many of the programs currently managed by the Kansas Technology Enterprise Corporation (KTEC), which provides dedicated support for researchers, entrepreneurs and technology companies, would be transferred to the Department of Commerce.
